How a trip to Paris showed that in Hong Kong, nothing is impossible

The Department of Justice, led by Secretary for Justice Paul Lam SC, hosted a seminar this month in Paris, titled 'Hong Kong Legal Services – Gateway to China and Beyond'. The speakers included French lawyers living and working in Hong Kong, as well as French business leaders who have invested and managed part of their Asian operations from Hong Kong. Also participating were Hong Kong solicitors and barristers, including Eva Sit SC, vice-chairman of the Hong Kong Bar Association, and myself. Hong Kong has been home to a strong French business presence for a long time. This, of course, includes various French luxury brands established here, many of which derive close to 30 per cent of their revenue from the Chinese market. There are also major French banks, technology firms, green energy and engineering enterprises, and utility companies that use Hong Kong as a springboard to access the mainland Chinese and wider Asian markets. In turn, this is reflected by a significant French community in Hong Kong and a well-established school that produces excellent results in the French Baccalaureat examinations.

Why economic ties are the missing ingredient for China-India detente

Indian think tank NITI Aayog recently made a striking recommendation to ease the near-total restrictions on Chinese investment imposed during the 2020 border crisis . It suggested that Chinese companies be allowed to acquire up to a 24 per cent stake in Indian firms without any vetting. If implemented, it would represent a significant U-turn on New Delhi's part. Since 2020, India has required screening for all investments from neighbouring countries, effectively targeting China. With the backing of the trade ministry's industries department, the proposal is being studied by various ministries and the prime minister's office, signalling improved ties between the two Asian giants. The proposal reflects the growing realisation that restrictions may be harming India's economic interests more than protecting them. The rethink is driven by a decline in foreign direct investment (FDI). Major deals, including a US$1 billion plan by China's electric vehicle (EV) maker BYD , have been derailed by security rules. Net FDI into India plunged to just US$353 million last year, from US$43.9 billion during the financial year ending in March 2021. Although global investment has slowed since the Ukraine war , India sees barriers to Chinese capital as a key factor in this collapse. By proposing a partial rollback, India aims to restore investor confidence without fully abandoning its caution towards China. This signals a strategic shift in New Delhi's approach to Beijing, indicating that a pragmatic economic detente may be under way.

US agrees trade deals with Indonesia, Philippines – but Chinese firms a step ahead: analysts

The United States has struck new trade deals with Indonesia and the Philippines, in a move analysts say could indirectly undercut China by reshaping regional supply chains and tapping rare earth reserves – even if Beijing is not explicitly targeted. Still, some analysts warn that efforts to counter China may deliver less than intended results, as Chinese firms are already adapting by localising operations across Southeast Asia 'Having failed to secure direct wins against China on tariffs and export controls, [the US] has a stronger incentive to contain China in a more indirect manner, and the deals with Southeast Asian countries are examples of that tactic,' said Xu Tianchen, senior China economist at the Economist Intelligence Unit. But Chinese factories are not as reliant on transshipments as they were five years ago, as they increasingly seek to localise production in Southeast Asian countries, he added. US President Donald Trump said on Tuesday that he had reached trade agreements with the Philippines and Indonesia. According to Trump, imports from the two countries will be charged a 19 per cent tariff, while American shipments to the Philippines and Indonesia will not face any duties.
