Nigeria: After 32-years, NPA reviews port tariff by 15%

Compelled by the exigency of bringing Nigerian Ports up to speed with those of its peers in terms of infrastructure and equipment, the Nigerian Ports Authority (NPA) on Thursday said that it has secured necessary approvals for an upward review in its tariffs which was last reviewed in the year 1993.
The 15 per cent upward increase which is to cut across all NPA rates and dues is premised on the urgent need to address the undesirable reality of aged and weak Infrastructure, obsolete equipment and slow port capacity expansion which has continued to diminish the performance and indeed competitiveness of Nigerian Ports.
Speaking on Thursday at a stakeholders meeting held in Lagos, the NPA Managing Director, Abubakar Dantsoho who was represented by the Authority's Executive Director, Marine and Operations, Olalekan Badmus said that the NPA decision to meet stakeholders over the increment was borne out of the desire to carry everyone along.
According ro the NPA Managing Director, 'Globally, Port Authorities depend on revenue from operations to stay alive to their responsibilities which includes construction and maintenance of Port infrastructure, dredging of channels, provision of aids for safe navigation, provision of modern marine crafts for efficient harbour services, automation and digitization of port transactions, port security, energy efficiency and training and retraining of its employees.
'The global index of Port rating and competitiveness which the international trade community relies on for its choice of countries to do business with, derives its data from how well the aforementioned responsibilities are addressed.
'Coming at this period of global economic upheaval and scramble for markets, this belated Tariff review borne out of necessity constitutes a critical success factor in Nigeria's quest to win back cargo handling business and its accompanying benefits including job opportunities it had lost to its maritime neighbours.
'Contrary to the popular but erroneous notion that attributes high Port costs to NPA relative to its peers, verifiable data shows NPA Tariffs are amongst the lowest in the region.
'The high incidence of unreceipted costs due to unduly high human interface, bureaucratic bottlenecks, functional overlaps resulting from the absence of a Port Community System (PCS) and its corollary the National Single Window (NSW) are responsible for this contrived falsehood.
'Although long overdue, a quick win benefit of the NPA Tariff review for stakeholders, is the immediate boost it gives to the Authority to fast track the commencement of actual works on its concluded Port reconstruction and modernization plans.
'Secondly, the Tariff review provides the necessary guarantees to fund the acquisition and urgent deployment of the Information Communications Technology (ICT) backbone of the PCS which is the precursor to the implementation of the NSW.
'Furthermore, the increased revenue generation arising from the review buoys the Authority's capacity for critical maintenance works to open up the Eastern Ports for increased vessel and cargo traffic such as the reconstruction of collapsed Escravos Breakwaters and challenged aspects of Rivers, Onne and Calabar Ports respectively.'
Also speaking during the stakeholders meeting, Joshua Asanga a stakeholder agreed with the increase adding that the value of NPA present tariff has since been suppressed by Inflation which is at about 35 percent.
Asanga listed port management liabilities like wages, fuel and other areas of expenditure as having adjusted upwards without a commensurate rise in NPA charges for over thirty years.
He added that NPA needs funds for improved port infrastructure, robust ICT for Port Community System, procurement of tug boats and other operational platforms to achieve efficiency.
Another stakeholder, Demian Ukagu, who spoke at the event talked on the need to apply more NPA funding to outer port facilities and jetties like the Kirikiri Lighter Terminal and the development of other critical port facilities across the country.
He added that NPA rates should be able to cover these costs would guarantee minimum return on investment and promote sustainable trade.
The meeting agreed that existing tariffs were set devoid of capital cost, labour cost, consumables and overhead expenditures needed to run the ports.
They feared that keeping the ports on the old tariff would promote consequences like poor service, inadequate infrastructure, poor remuneration, obsolete port facilities, equipment and infrastructure. The latest acquisition was in 2019, when Azimut Global Holding fully acquired it. Azimut Egypt manages assets exceeding 26 billion Egyptian pounds ($534.4 million), according to its website. Abou El Saad said the new fund will coincide with the liquidation of the AZ 2025 Dollar Fund, which was launched in 2023 and has a value of around $9 million, with returns of up to 25% through its term. Egyptian Prime Minister Mostafa Madbouly on Sunday chaired a meeting to review efforts to support and develop the country's pharmaceutical industry, with the aim of boosting local manufacturing and attracting more foreign investment. The meeting was attended by the Deputy Prime Minister for Human Development and Minister of Health and Population, Khaled Abdel Ghaffar, the Minister of Finance, Ahmed Kouchouk, and the heads of the Egyptian Drug Authority (EDA) and the Egyptian Authority for Unified Procurement (UPA). Madbouly affirmed the government's interest in providing all necessary support for the growth and localisation of this vital industry. He noted that Egypt has a long history in pharmaceuticals, with large industrial facilities, and possesses promising advantages for further progress, including a large domestic market and access to nearby regional markets. During the meeting, EDA Chairman Ali El-Ghamrawy presented a report on the state of the industry. He stated that the sector is nationally stable and has achieved significant jumps in local market sales in 2024 compared to 2023, with positive expectations for continued growth in 2025. El-Ghamrawy confirmed that there is a secure level of coverage for various therapeutic groups, including hormones, cardiovascular drugs, oncology products, and corticosteroids. He also assured that there is a safe strategic stock of pharmaceutical raw materials, sufficient for three to six months. The EDA chairman highlighted the growth of foreign companies in the Egyptian market, noting that their sales in 2024 saw a 43% increase compared to 2023. He attributed this progress to several measures taken by the EDA to attract international firms, including monitoring modern and innovative products, a reference-based registration process that reduces approval times from two years to as little as two months, a unified electronic registration system, and support for localisation projects. El-Ghamrawy also noted that the EDA provides about 979 essential regulatory services to support the pharmaceutical industry and has not increased the fees for these services in the past two years.

The Federal Tax Authority (FTA) has reaffirmed its continued efforts to enhance and diversify its awareness campaigns and communication channels to effectively reach all stakeholders involved in tax implementation. This aims to strengthen engagement with taxpayers and beneficiaries across all emirates of the UAE, while highlighting the Authority's continuously expanding range of services. The FTA stated that over the past year and the first half of the current year, several innovative campaigns, programmes, and activities have been launched to meet the tax awareness needs of the business community and various segments of Emirati society. The FTA announced that it conducted 85 awareness activities during the first half of 2025, benefiting 28,000 participants, marking a 21% increase compared to 70 activities held during the same period in 2024. The increased number of workshops aims to ensure there are no gaps in tax-related knowledge. According to the Authority, 53 virtual events were conducted in the first half of 2025, compared to 43 in the same period in 2024, while 24 in-person events were held, down slightly from 27 events during the first half of last year. The FTA confirmed that it continues to advance its plans in support of the second cycle of the Zero Government Bureaucracy Programme. These efforts are focused on enhancing digital integration with relevant authorities, continuously improving users' digital experiences. The Authority also explained that its awareness activities, including its Customer Councils, which are held across all emirates, focus on organising consultative sessions and dialogues with representatives from the business community and stakeholders. These sessions are designed to gather input and suggestions regarding the FTA's initiatives and projects aimed at reducing unnecessary tax procedures, eliminating repetitive or redundant requirements, enhancing government integration, and promoting data sharing. Zahra Al Dahmani, Director of Taxpayer Services at the FTA, stated, 'As part of our ongoing efforts to diversify awareness tools and communication channels in line with current needs, we continue to engage the business community by incorporating their ideas and suggestions into the FTA's sustainable development plans. These efforts are aimed at maintaining the highest levels of efficiency, quality, and flexibility while simplifying and streamlining procedures.' She added, 'The FTA has launched new awareness campaigns and programmes to introduce its services and initiatives and has continued to expand its core awareness activities. Key initiatives introduced include the 'Tax Talks' workshops, which benefited 72 participants through three sessions; two workshops on 'Tax Certificates', which served 1,330 participants; six workshops on the 'EmaraTax' digital tax services platform, which attracted 2,044 participants; and two workshops on 'Tax Updates', with 1,824 participants during the first half of 2025.' Al Dahmani emphasised that the FTA's awareness efforts highlight the ongoing legislative and procedural developments in the tax system, as well as the various digital transformation projects launched by the Authority. These projects aim to accelerate service delivery, reduce paper-based processes, minimise documentation requirements, and provide more accessible and efficient services all with the goal of delivering tangible results in a short timeframe.
