
Kolkata man dies aboard Howrah-Puri Vande Bharat

Bhubaneswar: A 57-year-old man died after he fell ill on board the Howrah-Puri Vande Bharat Express on Wednesday. The deceased, Himadri Bhowmick, lived at Dhakuria in south Kolkata.
He was travelling to Bhubaneswar on coach number C2 along with his colleague Debarati Majumdar. Bhowmick owned an academic consultancy firm, and the duo was due to meet someone at Bomikhal to discuss business.
"After the train left Cuttack, my colleague went to the washroom. When he returned, he started feeling uneasy and then fell unconscious. We tried to obtain an oxygen cylinder for him but could not arrange one. Train staff and RPF personnel reached the coach after some time.
Some people performed CPR on Bhowmick," Majumdar said.
The train arrived in Bhubaneswar at 1:40 pm. "We booked a private ambulance to take him to the hospital. Unfortunately, doctors declared him 'brought dead'. He used to take medicines to control his blood sugar," she added.
After he was declared dead at 2:55 pm, the body was taken to the mortuary. "The hospital informed the police about the death. The body will be sent to Capital Hospital for post-mortem in the presence of family members," a source said.

Bhowmick's family members were on their way to Bhubaneswar. East Coast Railway sources said prompt action was taken to provide medical assistance to the passenger. "RPF staff in Bhubaneswar escorted them to the hospital," a source said.

Dehradun: Daily wage labourers in Dehradun protested on Sunday, demanding simplified access to the govt's welfare schemes, citing procedures which are not conducive to their work and bureaucratic red tape that makes it nearly impossible for them to avail the benefits. "After nearly 10 months, labour registration has reopened, but some of the conditions are difficult to fulfil. The govt requires us to have a specific public bank account. We lose our income when we have to skip work to open a new account or visit the registration centre, which only operates during the day. Completing the formalities would be easier if it stayed open in the evenings as well," said Sunita, a worker associated with a labour organisation in Dehradun. Many workers emphasised on the need for easier accessibility for schemes to actually reach them. "Every day is a struggle. During rains, our homes flood. In winter, we struggle to keep our families warm. We are trying to send our children to school while fighting to prove ownership of our houses to civic bodies. This is in accordance with the Comptroller and Auditor General (CAG) report released earlier this year, which showed that no construction workers in the capital city are receiving any pension despite provisions. "The study was conducted across Dehradun, Delhi, and Tamil Nadu. Almost 90% of workers remain unregistered, while registration itself involves the loss of one day and, in many cases, two days' wages. In Dehradun, 60% of respondents didn't know they could apply for financial assistance, and of those who applied, over 90% did not receive any benefits," said Shankar Gopal, research coordinator for the study. The survey, which covered 1,888 workers, looked at welfare schemes under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The report suggests improving awareness, simplifying registration, automatic delivery of certain benefits, grievance redressal, and steps to address shortcomings in welfare schemes. Construction workers have highlighted other issues as well, including the lack of facilities at labour chowks and inadequate safety equipment, despite provisions in place for them.

Noida: Allahabad High Court has asked Noida Authority to submit a detailed affidavit explaining how occupancy certificates (OCs) were granted to Lotus Boulevard project despite allegations of incomplete sewage treatment infrastructure. The order, issued on July 7, came in response to a petition filed by the society's apartment owners' association, which claimed that the mandatory sewage treatment plants (STPs) were not fully functional when the certificates were issued. The bench of Justices Mahesh Chandra Tripathi and Vinod Diwakar has asked the Authority CEO to file the affidavit by the next date of hearing on July 16. The report must clarify several issues, such as the number of STPs that were required to be built at the time occupancy certificates were issued in 2012 and 2016. It should also provide details of each of these STPs constructed by the builder, including the dates when they were handed over and the stages of completion before the certificates were granted. This would ascertain if the developer — Granite Gate Properties — had adhered to the building bylaws and environmental guidelines. It should also mention any remedial measures the Authority or the resolution professional initiated to rectify deficiencies, if any, in the STP network. The AOA also alleged that several Authority officials — in collusion with the builder — issued occupancy certificates for multiple towers without ensuring the construction of four mandatory STPs. According to the petition, only "one and a half STPs were partly built" when the certificates were issued — first for towers 1-7 in Aug 2012, and later for towers 8-10, 12, 12A, and 14-27 in March 2016. The Authority has denied these allegations, claiming that all approvals were granted in compliance with building bylaws and environmental norms. The legal scrutiny comes at a time the Authority has initiated a broader crackdown on housing societies with non-functional STPs. Since April this year, several societies have faced FIRs under environmental laws and fines ranging from Rs 12 lakh to Rs 30 lakh for discharging untreated sewage into stormwater drains. The enforcement drive has affected multiple properties, such as RG Residency, Lotus Panache, Sikka Karmik, Purvanchal Royal Park, Aims Max Gardenia, Prateek Stylome, and Amrapali Silicon City.
