
The changing landscape of employment
The Employees' Provident Fund Organisation (EPFO) plays a central role in India's social security system by managing retirement savings for workers in the organised sector. With over 7 crore members, it remains one of the world's largest social security organisations. EPFO data serves as a valuable indicator of formal employment trends. The share decline in net new EPFO enrolments post-2019 reflected the pandemic effect on formal employment. However, the March 2025 data shows a steady increase in formal workforce participation. Young professionals, particularly fresh graduates, constitute a significant portion of new enrolments. The 18-25 age group consistently represents a large share with the 18-21 subgroup alone accounting for around 18%- 22% of the total new subscribers in the recent months. The trend signals a push towards formalisation but demands a deeper analysis of job stability, wages and long-term financial security.
Youth unemployment
According to the India Employment Report 2024, published by the International Labour Organization and the Institute for Human Development, the youth account for 83% of India's unemployed population. Alarmingly, the share of unemployed individuals with secondary or higher education has nearly doubled over two decades.
The issue goes beyond unemployment; this is a crisis of unemployability. The Economic Survey 2023-24 states that only about half of India's youth are deemed job-ready after graduation. One in two lacks the digital and professional skills employers' demand, particularly in an economy undergoing rapid technological transformation. Moreover, the looming influence of AI threatens India's tech sector, putting several traditional job roles at the risk of displacement. Without adequate reskilling and upskilling efforts, the gap between graduate output and available opportunities will only widen.
Despite economic progress, India's workforce remains predominantly informal. The India Employment Report 2024 notes nearly 90% of employment is informal with the proportion of salaried, regular jobs declining since 2018. While contractual employment has grown, concerns about job security and social welfare remain unresolved.
Many young Indians struggle with technical skills. The report states that 75% of young people struggle with basic digital tasks such as sending an email with an attachment. Over 60% cannot perform simple file operations such as copy-pasting and 90% lack fundamental spreadsheet skills such as working with formulas.
These statistics are worrying given that the Future of Jobs Report 2025 by the World Economic Forum forecasts major shifts in employment dynamics.
The report states that by 2030, an estimated 170 million new jobs will be created representing 14% of total employment. However, 92 million existing jobs (8% of total employment) will be displaced. This means there will be a new growth of 78 million jobs, or a 7% increase in total employment. While these projections offer optimism, they also highlight the urgency of bridging the skill gap to ensure that India's workforce is adequately prepared for the evolving job landscape.
What India must do
India stands at a critical crossroads. Without targeted policy interventions and expansive reskilling initiatives, millions of graduates will continue struggling to secure meaningful employment. Investing in education, vocational training, and digital literacy is essential for aligning the workforce with future job demands.
Urgent structural reforms are needed. First, there should be stronger collaboration between industry and academia, if necessary, by law. Each higher education institution must ideally have at least one formal partnership with industry partners. Second, educational institutions need to be held accountable for placements and not just educational degrees. We need to create accreditation systems for educational institutions aligned with job placements for the outgoing students. Idea Labs and Tinker Labs should be made mandatory components of every high school and higher education institution. The integration of the humanities, foreign language learning, and soft skills should be made mandatory across all levels of education.
Third, India needs to extend its focus beyond national borders. Skilling and training programmes should be designed to meet the needs of ageing societies in many Western nations, where the demand for young professionals is expected to increase. This approach aligns with the Indian government's strategy for enhancing the international mobility of skilled workers. The International Institute of Migration and Development is currently working as the Indian partner in the European Union's Link4Skills project that utilises the migration corridor framework to evaluate the skill demands and labour shortages in various European countries and beyond. Fourth, to drive these transformations, an Indian Education Services, similar in stature to the Indian Administrative Services, should be established; it would attract the best minds into the education sector. Finally, the education system should open its doors to professionals from the industry. This would help bridge the gap between theory and application.

Investors seek a bite of food & beverages pie

From Theobroma to Haldiram's and Biryani By Kilo, investors (investment firms and corporates alike) are lining up to take a bite of India's food (captures packaged food as well as food services like QSR) and beverages (F&B) space. A broader sluggishness in consumption had slowed down the pace of deal closures; Haldiram's and Theobroma, for instance, were in the works for a long time, but the appetite to partake of India's consumption story remains high, and deal counters seem to be buzzing. Investors are evaluating brands (deals could be in the form of funding or acquisitions of significant stakes) such as Nik Baker's and Wow! Momo, an industry source said. "There is also a QSR pizza chain based in the North which has seen some interest from investors. In the packaged food space, almost a dozen deals are in the pipeline in the ready-to-eat/ready-to-cook segments," the source said. Fireside Ventures has a very strong pipeline of food deals, partner Dipanjan Basu told TOI, whereas Belgian investor Verlinvest, which has backed brands like Blue Tokai Coffee Roasters, Lahori Zeera, and Epigamia, is set to pump in fresh follow-on funds in its existing food companies in addition to new deals, taking the total amount of India investments this year to more than the targeted $100 million. "For global investors looking to invest in India, consumer and healthcare must be on the shopping list! There is interest in performing companies, and the next couple of years should augur well for consumption given the tax breaks and factors such as the reduction in import duty for edible oil, etc. ," said Arjun Anand, managing director and head of Asia at Verlinvest. Earlier this year, Temasek, IHC (International Holding Company), and Alpha Wave Global acquired minority stakes in Haldiram Snacks Food, valuing the family-owned company at $10 billion. KFC operator Devyani International acquired a majority stake in Biryani By Kilo's parent, Sky Gate Hospitality, while most recently, ChrysCapital closed a deal to acquire a majority stake in bakery chain Theobroma Foods. Another brand, The Belgian Waffle Co., has been in the market for at least a year now, although sources have indicated that the deal is now potentially looking like a minority stake acquisition compared to a majority transaction before. "India's food space is a large industry with an attractive growth profile based on the shift from unorganised to organised. With an increase in disposable income and convenience-led multiple food options via food aggregators, Indians are eating out and ordering food more than before. "This has given opportunity to many homegrown brands to scale. As private equity investors, our endeavour is to discover market leaders that are growing at 1.5-2 times the industry growth rate," said Rajiv Batra, director and leads, investment opportunities, consumer sector at ChrysCapital. In the QSR space, interest is typically to back pan-India brands, while in the packaged food segment, regional brands are equally being looked at by investors. "In QSR, unit economics and TAM (total addressable market) are generally more attractive than the casual dining space, where returns on investments have been tepid. Investors made good returns in the QSR space," said Mayank Rastogi, markets leader, strategy and transactions practice at EY. In the food services space, IPOs have largely been the mode of exit, while in packaged food, M&A is a big theme. "FMCG players are hungry for acquisitions," Rastogi added. Unexpected taxes: Are small merchants in India rejecting UPI due to GST overreach?
Digital disruption Until recently, GoI would have us believe, nothing was more certain than UPI and GST. This was not a bad thing. The former has allowed 300 mn Indians to enjoy the convenience and speed of digital payments, the transaction value of which topped ₹260 tn in FY2025 while the latter has allowed indirect tax payments to exponentially increase, achieving a record ₹22 tn in the same when the former is used to forcibly induce the latter, it is likely to stir rejection and resistance. Such is the case with the mounting volume of visible and anecdotal evidence in India-most recently observed in Bengaluru-of smaller merchants putting up 'No UPI, Only Cash' signboards. This is not a good sign. Digital payments operate in a two-sided market: users must discover enough merchants that accept this form of payment and merchants must experience material benefit to continue to accept the same. Thanks to the efforts of private operators, UPI user adoption and merchant acceptance grew exponentially. Any residual friction-usually the result of the fear of affordability-was minimised with the elimination of merchant discount rate (MDR). But while consumers enjoyed the ability to make payments via mobile phones, many small and medium physical merchants (SMPMs) have not seen a material uptick in their businesses on account of UPI-neither higher sales from the same cluster of patrons nor via the addition of new customers. Most accepted UPI because it cost nothing, and because small denomination notes were hard to come by. So, when the government, especially state governments, began to use UPI transaction data to present small merchants with a consolidated GST bill, merchant outrage was a result of being asked to pay a levy they had never been expected to suffer before, and a lingering suspicion that they had been won over with honest freebies only to be betrayed in taxing could have been managed differently. As a class, SMPMs are no different from early 20th century Americans. For the longest time, I-T had been deemed unconstitutional. Even after the passage of the 16th Amendment in 1913, when individual and small proprietorship earnings could be officially taxed (corporate tax for larger companies had only been introduced in 1909), less than 1% of the population complied. This continued, without state harassment until, in 1943, another Act allowed employers to withhold tax, making tax collection easy, frictionless and efficient. Another 25 years would elapse before the concept of an alternative minimum tax (AMT) absorbed those still remaining outside the tax net in the such, current SMPM misgivings are not without merit. Those that were forced to register for GST find that the simplified, but higher, tax rates eat into profits. Moreover, other complexities like technological integration, compliance requirements and working capital challenges linked to paying a one-time monthly bill have made many qualifying merchants-even those with a sense of probity-shy away from exploring the advantages of this simplified tax many SMPMs, originally exempted because their annual turnover did not exceed the minimum threshold of ₹40 lakh (₹20 lakh in the northeastern states), are being coerced by officials into paying a tax they cannot comprehend, and whose basis they vociferously deny. To this end, there is probably some truth in the rumour that state governments (especially those not aligned with the Centre) looking to make good on astronomical electoral promises, are trying to extract incremental state GST (SGST) -an intra-state toll within their control-from local merchants, to subsidise these profligate welfare schemes. And all on account of UPI transaction data. Merchant rejection of UPI is a worrying sign. It comes at a time when user growth is slowing, merchant onboarding is lagging and payment players have little incentive to boost usage. Meanwhile, RBI has mandated that ATMs carry more lower-denomination notes-making cash more accessible. Much better that GoI rationalises GST rates for SMPMs, possibly creating a low and automatically deducted AMT after reducing GST threshold criteria, to make the levy both near-universal and palatable (a few coppers could be shared with payments ecosystem to sustain UPI momentum).
