
RBI extends market hours to boost efficiency##
The Reserve Bank of India has extended the market hours for call money and
repo transactions
to boost efficiency of financial markets. The central bank is making the changes in market hours for the first time since 2029.
The extension of the market hours has been in sync with the increasing size of different domestic markets. The number of participants in different markets has also increased as has the diversity of products.

The new market timings for call money will be from 9 AM to 7 PM from July 1, instead of 9 AM to 5 PM.
The trading hours of market repo and tri-party repo (TREP) will be 9 AM to 4 PM from August 1. At present, market repo transactions for government securities closed at 2.30 PM while the tri-party repo for government dated stock closed at 3 PM, while the repo in corporate bonds are being done till 5 PM.
The central bank took the decision after examining the recommendations by a working group, which reviewed the trading and settlement timings of financial markets, as well as the public comments. The report prepared by the group was published on the RBI's website.

The group, set up in February, recommended preponing the timing of pre-announced LAF auction to 9:30 AM – 10:00 AM from 10:00 AM to 10:30 AM currently.
Market trading hours are critical for the efficient functioning of financial markets, as they influence liquidity, volatility, and facilitate price discovery by ensuring timely incorporation of information into asset prices, RBI said in its report.
The trading hours for the
government securities market
, foreign exchange market and interest rate derivatives market remain unchanged.
The last comprehensive review of market timings, for financial markets regulated by RBI -- the government securities market, the money markets, the foreign exchange market and the markets for derivatives on interest rate, foreign exchange and credit -- was undertaken in 2019.
Before the onset of the COVID-19 pandemic, financial markets in India broadly functioned from 9:00 AM till 5:00 PM. During the pandemic, market trading hours were truncated to minimise the risks arising from the outbreak.
The market hours were restored to their pre-pandemic level along with the graded roll-back of the lockdown.

Cooperatives department announces cap on interest rates charged by private money lenders
Nashik: The cooperative department has announced a cap on interest rates charged my private money lenders for agriculture and non-agriculture borrowings, making it mandatory for them to display their interest rates. According to orders from deputy district registrar Fayaz Mulani, private money lenders must display their interest rates, which should not exceed the allotted limit. "The money lenders can charge different rates for agriculture and non-agriculture borrowers, but they cannot exceed the interest charged. Failing to comply will result in action by the govt," a senior officer from the department said. The kharif season has started, and farmers who are unable to get crop and other loans approach private money lenders. "Some of them charge exorbitantly, leading to farmers getting caught in a vicious circle of debt. The interest forces them to sell off their property and, in certain cases, take extreme steps. The department has therefore decided to visit the premises of registered money lenders to ensure they stick to the norms," said the officer. The officer also mentioned that people who borrow from private money lenders need to obtain all the necessary information and ensure their loans are documented. This will allow them to register a complaint with the office in case of any violations.

Belapur to get 500-bed super specialty hosp post CRZ nod
Navi Mumbai: The state govt approved construction of a 500-bed super-specialty hospital in Belapur to be built in phases. The Navi Mumbai Municipal Corporation (NMMC) received directives to commence this significant project, which aims to enhance public healthcare services in Navi Mumbai. NMMC Commissioner Kailas Shinde confirmed obtaining essential permissions, including environment clearance and new development plan approval. The initial phase involves creating a 100-bed facility at a cost of Rs 250 crore. A previous tender process was suspended due to a High Court PIL regarding environment clearance and development plan approval issues. With current govt authorisation, NMMC plans to present the acquired permissions to the court to proceed with the public hospital construction. "The tender validity was extended and opening of the bidding will commence shortly. The govt urged swift construction initiation for public benefit," Shinde stated. "The comprehensive project, valued at Rs 800 crore, encompasses a medical college and super-specialty hospital with 500 beds. Phase one involves establishing a 100-bed super-specialty hospital at Rs 250 crore. Phase two, budgeted at Rs 550 crore, includes medical college construction and hospital expansion from 100 to 500 beds," explained Belapur MLA Manda Mhatre, who communicated with the chief minister for approval. Additionally, NMMC's new draft Development Plan (DP) awaited state approval. "We secured both DP approval and CRZ clearance, clearing construction obstacles," confirmed Shinde. A civic official noted that while the plot was previously designated as a playground in the old DP, NMMC's new DP redesignated it for healthcare facilities. Phase one completion is estimated at 3-4 years. Cidco allocated approximately 32,000 square metres at plot 4, sector 15A, adjacent to civic headquarters in Belapur, for the medical college and super-specialty hospital. NMMC paid Rs 88 crore to Cidco for the land. "The development will utilise 22,000 square metres beyond CRZ restrictions, with approval secured. The remaining 10,000 square metres under CRZ remains non-developable," NMMC clarified. "The pandemic highlighted the necessity for public healthcare facilities when Covid patients struggled to access affordable treatment and specialist care," Mhatre noted. Cidco sources indicate the plot's designation in NMMC's draft DP as a park could be modified for healthcare purposes. However, local residents who use the space as a recreational area expressed opposition.
