Palace welcomes ₱50 Metro Manila wage hike, weighs calls for legislated increase

Malacañang on Tuesday welcomed the ₱50 daily minimum wage hike for Metro Manila workers, calling it a timely relief amid inflation and the administration's broader push to ease economic hardship.
Communications Undersecretary Claire Castro said the wage order was based on a careful evaluation by the Regional Tripartite Wages and Productivity Board (RTWPB), estimating the increase could add around ₱1,300 to a worker's monthly pay.
'At kung nagbigay po ngayon ang RTWPB ng ₱50 na wage hike, iyan po ang na-evaluate na maaaring ibigay sa ating mga manggagawa para maibsan po ang kahit kaunting hirap,' Castro said.
Labor Secretary Bienvenido Laguesma confirmed that Wage Order No. 26, effective July 18, raises the daily minimum wage in the non-agriculture sector to ₱695, and to ₱658 for agriculture, retail, and manufacturing with less than 10 workers. It is the largest wage adjustment in Metro Manila approved by the board so far.
The increase translates to an additional ₱1,100 to ₱1,300 per month, depending on workdays, raising monthly earnings to ₱15,247 to ₱18,216, inclusive of benefits.
While welcoming the move, the Palace said a legislated wage hike remains under study, citing the potential risk of job losses in small businesses.
'Pag-aaralan ito kung kakayanin ba talaga… kung magdudulot ito ng layoff… mas maraming mahihirapang manggagawa,' Castro said.
Castro emphasized that the government is prioritizing job generation, noting that $27 billion in investments have so far created 350,000 new jobs nationwide.
The Department of Labor and Employment (DOLE) said barangay micro business enterprises remain exempt, while other small firms may apply for exemptions based on specific conditions.
Metro Manila is the first region to implement a wage order this year. Consultations in other regions are expected in the coming months.

Of the proposed budget, the largest portion goes to Maintenance and Other Operating Expenses (MOOE) at ₱2.639 trillion, followed by Personnel Services at ₱1.908 trillion, and Capital Outlays at ₱1.296 trillion. Financial expenses are pegged at ₱950 billion. National Government Agencies will receive ₱4.305 trillion (63.4%), Local Government Units ₱1.35 trillion, and Government-Owned or -Controlled Corporations ₱188.3 billion. The DBM noted that it had to reduce agency requests amounting to over ₱10 trillion due to limited fiscal space and the government's fiscal consolidation efforts. The 2026 NEP will be submitted to Congress within 30 days of the start of the regular session.

Malacañang on Friday clarified that the 'unmodified opinion' issued by the Commission on Audit (COA) on the Office of the Vice President's (OVP) financial statement does not mean there were no anomalies in the use of public funds. Palace Press Officer Undersecretary Atty. Claire Castro explained that an unmodified opinion only reflects that the financial statements were prepared in accordance with accounting standards, not that all fund use was proper. 'Ang unmodified opinion ay tungkol lang sa presentation ng financial statements. Hindi po ito nagpapatunay na walang anomalya,' Castro said in a press briefing. She emphasized the distinction between accurate reporting and proper spending. 'Tama ang pag-report ay iba sa tama ang paggamit ng pondo,' she added. Castro also noted that despite receiving unmodified opinions since 2022, the OVP has still been flagged by COA for multiple issues, including: ₱73 million in disallowed confidential funds ₱164 million in flagged 2023 confidential fund usage Irregularities in PagbaBAGo Campaign and Negosyo Ta 'Day 'Mayroon pa pong flag para sa 2024 sa COA report,' she said. COA has since clarified that audit opinions do not serve as performance ratings, and apply only to financial audits—not compliance or efficiency reviews. The OVP, under Vice President Sara Duterte, is currently facing an impeachment trial before the Senate. Among the charges is the alleged malversation of ₱612.5 million in confidential funds. Duterte has denied all allegations.

10 July 2025 16:40 ABU DHABI (WAM)The General Budget Committee has held its 13th meeting to discuss the draft general budget of the UAE for the fiscal year at Qasr Al Watan in Abu Dhabi, the meeting was attended by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court; His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance; and His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign present were Mohamed Hadi Al Hussaini, Minister of State for Financial Affairs; and Khaled Mohamed Balama Al Tameemi, Governor of the Central Bank of the UAE (CBUAE), in addition to representatives of the Presidential Court and the Ministry of its meeting, the committee discussed a number of topics, including the draft general budget for the fiscal year 2026 as part of the budget plan for the years 2022-2026. The committee commended the Ministry of Finance's efforts in updating the draft budget for the fiscal year 2026 and for its effective coordination with federal entities throughout the preparation process.
