Lost RCMP memory key with informant details was offered for sale by criminals: report
OTTAWA — The federal privacy watchdog says the RCMP lost a memory key containing personal information about victims, witnesses and informants, and later learned it was being offered for sale by criminals.
A detailed report from the office of privacy commissioner Philippe Dufresne reveals the RCMP told the watchdog about the breach in March 2022, prompting a lengthy investigation.
The probe found that the unencrypted USB storage device contained the personal information of 1,741 people, including witnesses, complainants, subjects of interest, informants, police officers and civilian employees.
The privacy commissioner says an RCMP detachment learned from a confidential source three weeks after the loss that the data on the device was being offered for sale by members of the criminal community.
The privacy watchdog recommended the RCMP adopt strict security measures for the use of USB storage devices, given the sensitive nature of the personal information police handle daily.
The commissioner says the Mounties agreed in principle to the recommendations but did not commit to implementing them within a specific timeline.

Driver charged after fleeing from Toronto police, hitting parked cars

THE CANADIAN PRESS/Spencer Colby Toronto police have arrested a man after he hit several vehicles while attempting to flee from officers following a traffic stop. In a release, police said officers responded to reports of a person with a gun just before 1:30 a.m. in the area of King Street West and Portland Street on July 26. The suspect was driving a silver Volkswagen and allegedly pointed a gun at someone near the intersection, according to police. When officers found the vehicle, they ordered the driver to turn off the vehicle and step out, but they said he did not comply. Instead, police said the driver reversed the car and struck a scooter and a vehicle on the road, before turning into an alleyway and hitting another parked car. Officers followed the vehicle and were able to arrest the driver a short time later. Mrunmay Ukey, 27, of Toronto, was arrested and charged with fail to stop for police and dangerous operation. He is scheduled to appear at the Ontario Court of Justice in September.

N.B. RCMP conclude search for missing kayaker
It's been more than 72 hours since a kayaker in New Brunswick was last seen. Luc Bourgeois, 34, was last spotted on Thursday, July 24 between 1 and 2 p.m. in the Shediac area. At the time, it was reported he had left to go kayaking from the wharf in Pointe-du-Chene, but did not return. On Sunday, Shediac RCMP said officers are continuing to seek help from the public to locate Bourgeois. 'The RCMP Underwater Recovery Team and Ground Search and Rescue teams have been searching tirelessly the last couple of days and have covered a lot of area with no success,' said Cpl. Mathieu Daigle in a news release. 'At this time, these teams have concluded their searches but will continue to follow up on any leads we may receive.' 'We're hopeful' Family members of Bourgeois contacted the Canadian Coast Guard on Thursday around 3 p.m., saying he went out in a yellow kayak but did not return. On Friday, Bourgeois' cousin Chloe Allain told CTV News his kayak and life jacket were found near Caissie-Cape sometime Thursday. His phone was also found, but his fishing gear and sandals were still missing at the time. A Facebook page called 'Bring Luc Home' has been created, with people sharing the latest on search efforts. Police describe Bourgeois as being about five feet six inches tall and 170 pounds. He has long curly brown hair, a beard and brown eyes. Police said he was last seen wearing black shorts, a blue and gray life jacket, a Bass Pro Shops hat, sunglasses, and black Under Armour sandals. 'We're hopeful because we know he's strong and going to come back,' Allain said. 'He has a seven-year-old son waiting for him at home and he's going to come back for his son.' As of Sunday, Tri-County Ground Search and Rescue said crews are not currently active in the search. By Friday around 6 p.m., the organization had five teams still searching for Bourgeois, including the use of three boats. Dozens of civilian volunteers, including family and friends, have also been out searching through the weekend. After the fire department, EMS and RCMP arrived, the lone occupant of the vehicle, a 53-year-old resident of Calgary, was declared dead. The cause of the collision remains under investigation. Carstairs is approximately 65 kilometres north of Calgary.
