Chandigarh: Shiromani Akali Dal SAD ) president Sukhbir Badal on Sunday claimed a baptised Sikh girl from Punjab's Tarn Taran district was stopped from entering a centre for Rajasthan Judicial Services examination in Jaipur as she was wearing 'kara' and 'kirpan', both sacred articles of Sikh faith."This was a gross violation of her constitutional rights guaranteed under Article 25 and it denied her fundamental right to practise her religion. Article 25 of the Constitution specifically mentions 'kirpan' among other symbols of Sikh religion, which are exempt from any bar, even in flights," Badal said in a statement.The SAD chief expressed grave concern over "growing" incidents of disrespect and discrimination against the sacred symbols of Sikh religion, and urged Prime Minister Narendra Modi to intervene in the matter to put an end to this "painful chain of events" in the country.In a letter, Badal drew Modi's attention to the latest incident in which Gurpreet Kaur from Tarn Taran was stopped from entering the examination centre in Jaipur."It is shocking that rules, if any, are framed by lower authorities flouting the sacred Constitution of India. The government of India should issue -- or, if necessary -- re-issue clear cut guidelines to all states and Union territories about the exemption to the inseparable articles of faith," Badal said in his letter to the prime minister.The Akali Dal chief said this was not a one-off incident but part of the ever-increasing number of examples of religious intolerance towards the uniqueness of Sikh identity.In a similar incident last year, two Sikh girls were stopped from appearing for the Rajasthan Judicial Services (RJS) exam in Jodhpur."Sikhs and their identity are inseparable and this was duly acknowledged and constitutionally mandated for compliance for all purposes in the country."But some officials at lower rungs deem themselves above the Constitution. This must stop as this vitiates communal harmony in the country," Badal wrote.He also urged the Rajasthan High Court to provide the Sikh girl a special opportunity to appear for the RJS exam, ensuring that her right to uphold her faith is respected.Earlier in the day, the SAD chief asked Rajasthan Chief Minister Bhajanlal Sharma to take strict action in the matter to ensure that such incidents are not repeated in his state.

Tuccu said that for the NSCN to work with NNPGs is a dangerous proposition as NNPGs propagate Naga political solution under the Constitution of India. The Union government signed the vital Framework Agreement with the NSCN-IM, in 2015 and also signed the Agreed Position with the Working Committee of Naga National Political Groups in 2017. NNPG, a Conglomerate of several groups and NSCN-IM has not been on the same page on political solutions for several decades old Naga political problems. Speaking to commemorate 10 Anniversary of Framework agreement, Tuccu said, "Nagas are at crossroads, how to bring out working system between the NSCN and WC/NNPGs to find common ground for Naga political solution. For the NSCN to work with NNPGs is a dangerous proposition. Because NNPGs propagate Naga political solution under the Constitution of India. Moreover, they are not the master of their own. Government of India agency hold the rein. For NSCN, as the torchbearer of Naga political movement will never take the risk by working with the very groups who have compromised the historical and political identity of the Nagas by failing to defend the sanctity of the uniqueness of the Naga history and political situation while talking with the government of India. This is something weird for those who professed to be working for the political identity of the cannot imagine working with such groups who have no respect for the rights of the Naga integrity is no longer compatible with political interests and security of the Nagas. More than anything else, NNPGs was created by the government of India to counterweight the bona fide leadership of NSCN for Naga political solution and signed the copycat of Framework Agreement under the deceitful name 'Agreed Position'. He added that Nagas are therefore, at crossroads between words and deeds. It is unimaginable for NSCN to share platform with the groups with contrasting stand on Naga political solution. The treacherous politics of NNPGs is no longer hidden from others. Thus, Framework Agreement and Agreed Position are poles apart and we see no meeting point whatsoever. Nagas are also at crossroads between the choice of listening to the call of India to settle for Naga political solution under the banner of the Constitution of India and voice of historical conscience, the call of God given history with our own constitution and flag with divine connection that identify the Nagas as a nation. However, Nagas shall be found wanting if we fail to defend the God given national identity as testified before the world with the signing of the Framework Agreement." Centre and NSCN-IM are holding peace parleys. There is a stalemate between the government of India and NSCN-IM over the contentious issue of separate flag and constitution. NSCN-IM has been demanding a separate flag and Constitution which the government of India had rejected.

The judiciary serves as the stabilising core of democracy, ensuring that its generative powers are channelled within constitutional boundaries and not allowed to descend into chaos, said Supreme Court judge justice Surya Kant on Sunday. He was delivering the first annual HL Sibal Memorial Lecture at the Punjab and Haryana high court. (Keshav Singh/HT) Addressing a gathering of judges, senior advocates and legal luminaries at the high court's main Bar Room, justice Kant reflected on the judiciary's critical role in upholding constitutional values, particularly through the power of judicial review. He underscored that elections in a democracy are not mere procedures but fundamental mechanisms that require judicial oversight to maintain integrity and fairness in elections. 'Judicial review acts as a powerful deterrent against electoral malpractices. It upholds democratic values and fosters public trust, ensuring that the lifeblood of democracy continues to flow unblemished,' he said. Recalling the contributions of late Heera Lal Sibal—a renowned constitutional expert and senior advocate—justice Kant said that Sibal had a deep engagement with election law and the judiciary's supervisory powers under Articles 32, 226, and 227. He cited landmark cases such as Jagannath V Union of India and Ghapilal V Banshilal, where Sibal had appeared in matters involving allegations of electoral corruption. Justice Kant also spoke about the evolving dimensions of judicial review in contemporary times. One example he cited was the Supreme Court's intervention in enforcing political parties' financial disclosure norms and regulating election spending, recognising the corrosive impact of unaccounted expenditures on electoral integrity. He further highlighted Article 324 as one of the more visionary provisions in the Constitution, allowing the Election Commission to function independently and uphold democratic guarantees without political interference. The lecture was presided over by chief justice of Punjab and Haryana high court, justice Sheel Nagu. Senior advocate RS Cheema, additional solicitor general of India Satya Pal Jain, and many members of the legal fraternity attended the event. An emotional Kapil Sibal—senior advocate in the Supreme Court and MP—delivered the vote of thanks, honouring the memory of his father. Several members of the Sibal family, including those from abroad, were also present for the occasion.
