
Himanshu: Don't misread World Bank estimates to show low inequality in India
The PIB is right on the rank of India among all 177 countries for which Gini data is available on the Bank's Poverty and Inequality Platform (PIP). But what the PIB did not mention was that the Bank itself cautions against comparing Gini numbers from consumption surveys with those from income surveys. The PIP's Gini of 104 countries is based on consumption surveys, but for the other 73, it is based on income surveys. Anyone looking at cross-country (or even within-country) comparisons of inequality should know that the two are not comparable.

Typically, a consumption inequality Gini is 7-14 percentage points lower than the same population's income inequality Gini on a scale of 0-100, where 100 represents complete inequality (one person or home consumes or earns everything). While we have no comparable data available in India from official income surveys, income inequality estimates for comparable years from India Human Development Surveys (IHDS) suggest a Gini that's at least 20 percentage points greater than consumption inequality.
The latest World Bank report also presents income inequality estimates from the World Inequality Database, which shows India's income inequality rising sharply from a Gini of 52 in 2004 to 62 in 2023. This actually places India as the second most unequal country after South Africa.
The primary reason for consumption inequality being lower is that unlike income, it is a smoothed variable and does not include savings, which are likely to be substantial for households in the upper half of the distribution. Most countries in the PIP database that report consumption inequality are low-income or low middle-income countries, whereas the reported Gini for most upper- and high-income countries is based on income.

But, even if we look only at consumption inequality, the World Bank reports India's consumption Gini at 25.5, which is 4 percentage points lower than the consumption Gini for India at 29.5 found by the National Statistics Office for 2022-23. Based on this data, India ranks 18th among countries with comparable consumption inequality and 29th among all countries. India's consumption Gini at 29.5 is similar to those of Bhutan (28.5), Pakistan (29.6), Nepal (30) and China (30.4).
But why did the Bank adjust India's consumption inequality to 25.5? It included imputed food transfers and also free textbooks, uniforms and footwear given away to the poor, but excluded the expenditure on durables and other big-ticket purchases (such as of jewellery) of better-off households. It also excluded hospitalization costs and rental payments. The net impact has been a significant lowering of the expenditure of richer households along with an increase in that of the poor. This adjustment is new and had not been attempted for India in all the previous times that the Bank used Indian consumption expenditure data.
Riding piggyback on World Bank estimates to show India as a low-inequality country goes against the data evidence, which suggests not only high income-inequality, but also a significant proportion of the population in a precarious condition. It also goes against NSO estimates. Rather than stand by its official statistics and question the Bank's arbitrary adjustments, the government has endorsed them, exposing its data handouts to criticism.

For the World Bank, these adjustments without wider consultations raise questions on the credibility of its PIP database. Even though it notes that the Household Consumption Expenditure Survey 2022-23 is not comparable, it uses it in its PIP database.
Further, making these adjustments only for India affects inter-country comparisons. It has been under a cloud of doubt ever since Paul Romer, a Nobel Prize winner and former chief economist of the World Bank, resigned in protest against political manipulation to suit national governments with its Ease of Doing Business rankings. While this may not be the case here, its moves do not help restore confidence in its data for international comparisons.

MEA ‘nearly lost the plot' on Indus Treaty negotiations, says former Finance Secretary Subhash Garg
The Ministry of External Affairs (MEA) nearly 'lost the plot' over the Indus Water Treaty talks with Pakistan in 2016, as senior MEA officials entered into a tussle with the World Bank, before the issue was retrieved — the claim is made by former Finance Secretary Subhash Chandra Garg, India-appointed Executive Director at the World Bank (2014-2017), in his latest book, which recounts for the first time the tensions between the Modi government and World Bank President Jim Kim over the Kishenganga hydropower project. The point of contention was whether the World Bank, which has a limited role in guiding any disputes or differences between India and Pakistan, would decide to appoint the 'court of arbitration' Pakistan had asked for, or a 'neutral expert', as India wanted. After his controversial first book about his unceremonious exit from the Union Finance Ministry, Mr. Garg has now taken aim at the MEA in his new book, No, Minister: Navigating Power, Politics and Bureaucracy with a Steely Resolve, where he says he was sidelined during the initial stages of the Indus Water Treaty negotiations in 2016. He also claims that he was told to 'keep off the matter', and only attend meetings to be led by India's Deputy Chief of Mission Taranjit Sandhu (later the Ambassador to the U.S. before he retired and joined politics). '[However], by the middle of November, the MEA team was getting nervous. It was not able to nudge the World Bank team in the direction it wanted, i.e., to appoint a neutral expert and began to sense that the Bank was tilting towards Pakistan,' Mr. Garg wrote, in the chapter titled 'Bringing Indus Waters Arbitration Back From the Brink'. At this point, the book claims that Mr. Jaishankar made a visit to Washington and asked Mr. Garg to take charge of matters. Mr. Garg accepted the request, but insisted that no MEA official join the discussions, and even turned back then MEA Joint Secretary Gopal Baglay (now India's High Commissioner to Australia) from the meeting with Mr. Kim, although he had travelled non-stop for 20 hours to reach Washington. According to Mr. Garg, it was his own intervention, in a one-on-one meeting with Mr. Kim, that eventually helped ensure a neutral expert, Ian Solomon, was appointed, after the World Bank accepted Pakistan's demand for a court of arbitration at The Hague. The MEA did not respond to a request for comments on Mr. Garg's claims. The Hindu also reached out to Mr. Sandhu and Mr. Baglay for a comment, and they did not respond to or deny the claims. In Washington, World Bank officials privy to the negotiations confirmed the tussle between the World Bank and the Indian government, but said they could not comment on whether it was Mr. Garg's meeting with the World Bank chief or other interventions that eventually changed the course of events. The World Bank first ruled that having a neutral expert and court together could lead to 'contradictory outcomes'. However, subsequently, it facilitated the setting up of both an expert as well as a Chairperson to the Court of Arbitration. India has refused to attend the proceedings in the Court of Arbitration at The Hague. Pakistan has maintained that it is working within the terms of the treaty, whereas India says the treaty does not allow such parallel dispute mechanisms. When asked by The Hindu, Mr. Garg said this should not have been an 'institutional turf battle', and that he did not want India's case to be 'compromised' even as the World Bank, the U.S. and the U.K. had gone ahead with appointing experts to take the Pakistan application for arbitration forward. Allowing Pakistan's diplomats to continue the process unchallenged would have an impact on other negotiations, he added. After the Pahalgam terror attacks in April this year, India has decided to 'suspend' the Indus Water Treaty, but some of the book's revelations are significant for future decisions on similar issues. The book recounts Pakistan's campaign against the Kishenganga and Ratle hydropower projects in Jammu-Kashmir; India's objections to the International Monetary Fund/World Bank funding of the Gulpur hydropower project in Pakistan Occupied Kashmir; and China's objections in 2010 to multilateral funding for a hydropower project in Arunachal Pradesh, leading Mr. Garg to conclude that the government and the World Bank needed better communication between themselves. Mr. Garg also pointed out that Mr. Kim and Mr. Modi had a good relationship, and Mr. Kim's plan to fund schemes for 'stunted' or malnourished children had not gone down well with Mr. Modi. In Parliament this week, the Union Ministry of Women and Child Development said that about 37% of children under five years registered on their tracker were found to be stunted. 'I believe India's approach of not fine-tuning its stance in line with World Bank policies has harmed its own interests more than serving it,' Mr. Garg, who moved to India as Economic Affairs Secretary after his tenure at the World Bank ended, said. Differences with Finance Minister Nirmala Sitharaman led to his transfer as Secretary in the Union Ministry of Power in August 2019. Challenges galore as India eyes developed nation status by 2047
In the past, India struggled a lot to cope with social conflicts, unrest and distrust among various sections of people, and paid a heavy price for institutionalizing economic and income inequalities, caste and religion based discrimination. One may agree or disagree, we continue to pursue the policy of divide, deprive and rule with a very fragile affirmative landscape even after so many decades of Independence. Therefore, I was not surprised at all when religious story-tellers of a particular caste were put to the kind of abominable treatment in Etawah in Uttar Pradesh, which drew global dismay, anger, anguish and agony. The incident took place sometime in June 2025 and was debated and discussed for long nationally. Unfortunately, such identical incidents are reported from across the country every now and then, but without raising an eyebrow among those who matter the most in our socio-economic and political framework. None of us can vouch for the fact that such heinous and inhuman incidents won't be reported any more, but must be curtailed effectively if we are really interested in realizing the goal of inclusive Viksit Bharat by 2047. India was never a strong nation when discrimination on the pretext of caste and religion was rampant. India was a powerful country so long as we were living in a well-knit inclusive society. Foreign invaders looted us, not because we were weak, but we were a fragmented society with multiple boundaries and demarcations drawn with the foul colour of caste, religion and ethnic considerations. Britishers capitalized on that as well and enslaved us for nearly two hundreds of years. I would not like to get into the debate of good or bad done by the Britishers to us, but will certainly reiterate the fact that they ruled over us for such a long time with the help of the people of this great country only. I would have been on cloud nine had I found the assertion of the World Bank that India's Gini Index-2025 stands at 25.5, placing our country as the fourth most equal country globally, behind only the Slovak Republic, Slovenia, and Belarus, in sync with the ground realities. Similarly, the World Bank's Spring 2025 Poverty and Equity Brief revealed that 171 million Indians were lifted out of extreme poverty between 2011 and 2023. The share of the population living on less than $2.15 per day, a standard measure for extreme poverty, has plunged from 16.2 per cent in 2011-12 to just 2.3 per cent in 2022-23. Under the World Bank's revised extreme poverty line of $3.00 per day, the rate for 2022-23 stands at a modest 5.3 per cent. Can someone tell us what kind of facilities a household of four members can have even if they earn $5 per day in Tier-II or Tier-III cities? It will be extremely difficult for them to meet even their basic needs. In recent decades, India has witnessed a surge in developmental initiatives, ranging from digital transformation to infrastructure expansion, skill development missions, and economic reforms. Government programmes like Digital India, Startup India, Skill India, and flagship schemes like Ayushman Bharat or PM AwasYojana reflect an ambition to uplift the nation and empower its citizens. However, the million-dollar question remains: What grand purpose will these initiatives ultimately serve if a significant section of the population continues to be systematically deprived of their rightful share in the country's resources, opportunities, privileges, and responsibilities? No doubt, India is a vibrant and complex democracy, home to immense cultural, linguistic, caste, and religious diversity. Yet, this diversity often masks deep-rooted structural inequalities. Large segments of the population, especially those from Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and religious minorities, remain underrepresented in key sectors like education, employment, and policymaking. The gap between aspiration and access remains stark. Despite constitutional guarantees and decades of affirmative action, socio-economic mobility for many remains limited. For instance, while urban centres flourish with digital and financial services, many rural and tribal communities still lack reliable access to electricity, clean water, quality healthcare, and education. Similarly, while metropolitan cities speak of the Fourth Industrial Revolution, countless young Indians in small towns and villages are yet to receive foundational skills or job opportunities. Moreover, the issue is not merely one of access but also of recognition and participation. True nation-building requires equitable participation in decision-making processes and sharing of both responsibilities and benefits of growth. When significant populations are systemically sidelined through structural bias, caste-based exclusion, or regional neglect, the very legitimacy of these national initiatives comes under scrutiny. Unless the benefits of growth are equitably distributed, and unless every citizen feels a sense of belonging and ownership in the nation's progress, even the grandest policy visions risk becoming hollow symbols. In essence, for any initiative to have real transformative impact in India, it must be rooted in social justice, ensure proportional representation, and consciously bridge historic gaps so that all Indians, regardless of their background, have a fair share in the republic's promises and potential. We must pause and reflect deeply: Why, despite having the world's finest Constitution, a visionary document crafted under the leadership of Bharat RatnaDr BR Ambedkar, are we still struggling to address the socio-economic and political nightmares faced by millions of our own people? The Constitution promises justice, equality, liberty, and fraternity. Yet, large sections of society continue to grapple with poverty, unemployment, caste and gender discrimination, and political marginalization. This disconnect is not due to any flaw in the Constitution itself, but in our collective failure to implement its spirit with honesty and inclusivity. The rising social unrest, distrust in institutions, and frequent communal and caste-based tensions point to deeper systemic issues that remain unaddressed. By engaging in honest introspection and public discourse, we can uncover where we are going wrong, whether in policymaking, governance, or social behaviour. Such enlightenment is essential if we are to heal the fractures in our society. It will help us move towards reconciliation, bridge divides, and truly realize the vision of an inclusive, harmonious, and Viksit Bharat, a developed India where no citizen is left behind. The dream is not distant. It demands courage, integrity, and unity of purpose.
