Stray cows on roads? Perak MB says: 'Use the grazing fields'
He said that free-roaming cattle and buffaloes, often reared by small-scale farmers without proper enclosures, had become a serious concern as they frequently strayed onto roads and agricultural land.
He said that the presence of these animals not only disrupted local farming activities but also posed a safety risk to motorists.
"These animals often wander freely and even enter fenced agricultural areas, which has led to numerous complaints from local residents," he said at a press conference after attending the Meet the Customer Day event at Dewan Bandaran Kinta today.
Saarani said that stray livestock lying on roads at night presented a significant hazard, with several accidents involving vehicles already reported.
"The animals lie on the roads at night because the asphalt retains heat. We strongly urge farmers to confine their livestock within the designated grazing areas to prevent such dangerous incidents," he said.
Although the Department of Veterinary Services has set up communal grazing fields, some farmers remain reluctant to use them due to concerns over distance and accessibility.
"Some of the grazing areas are quite far from the villages, making it inconvenient for farmers to tend to their animals on a daily basis. However, it is not feasible to establish grazing areas in every village due to the limited availability of state land," he added.
These communal fields are managed by committees formed by local farmers, but Saarani stressed that cooperation was essential to ensure public safety and reduce the risk of road accidents.
"We hope livestock owners will collaborate by using the designated grazing areas to promote safety and harmony within their communities," he said.

Head of the Animal Welfare Section of the Veterinary Regulatory Division, Department of Veterinary Services (DVS), Dr Marzuna Md Yunus KUALA LUMPUR, July 14 (Bernama) -- Kelantan will host the national-level 2025 Animal Welfare Day celebration to be held at the Seri Nipah Resort, in Bachok, this Saturday, with a focus on the horse industry. Head of the Animal Welfare Section of the Veterinary Regulatory Division, Department of Veterinary Services (DVS), Dr Marzuna Md Yunus, said the programme would be carried out with the cooperation of the state government and Universiti Malaysia Kelantan. She said the focus on the horse industry for this year's celebration aligns with its significance as part of Kelantan's cultural identity. Among the activities planned in conjunction with the celebration are the SMART Horse competition, horse joy ride performances, information sharing sessions on horse health and diseases, as well as a briefing on horse registration and transfer. 'As part of the celebration, a Horse Identification Card Registration program will also be held to raise awareness among owners about their responsibilities and the welfare needs of these animal - as is required for other animlas as well,' she said when appearing as a guest on the 'Apa Khabar Malaysia' programme on BERNAMA TV here, today. Dr Marzuna said DVS would also introduce an initiative to use microchips equipped with GPS trackers and unique serial numbers linked to the owner's information in a central database for identification purposes. "We will provide free microchips and identification cards to the first 10 owners who register," she said. "What society in this country must understand is the importance of compassion and empathy towards animals. Perak MB concerned over low number of religious schools with planning approval
IPOH: Perak Menteri Besar Datuk Seri Saarani Mohamad has voiced concern over the low number of religious educational institutions in the state that have planning permission from local authorities. He said that out of 1,006 registered religious institutions under the Perak Islamic Religious Department, only 85 or 8.4 per cent had planning approval for their buildings. These institutions included Islamic kindergartens, private religious schools, madrasah, tahfiz centres and the Insan Muda Ar-Ridzuan Academy. "Whenever a tragedy occurs, there are always calls for the government to better control the growth of religious schools. "This doesn't mean the government wants to restrict their growth. What's important is that they follow regulations and, most importantly, ensure their pupils' safety," he said after attending the Integrity Sustainability Seminar Development of Religious Educational Institutions here today. Saarani said all religious institutions, whether public schools, private pondok or maahad tahfiz, must be registered with the state religious authorities. "This way, the state knows where these institutions are located, and they can receive the support or assistance they need from the state or federal government," he said. He said the management of many schools chose to forego the planning approval process to save on development costs. "They build first, without permission, based on their own plans. They start with four pillars and connect them. Then, as the number of students grows, they add more, often without following safety standards. "As a result, key safety elements are often overlooked, especially electrical wiring, which should be inspected and advised by the Fire and Rescue Department. "Some of these schools are built in plantations or at the edge of forests. Since they don't submit planning applications, they build however they like," he said. He added that many fires in such schools were caused by faulty or uncertified wiring. "Getting approval ensures the building is safe for students, not just in terms of wiring, but also ventilation, number of windows and doors, and how many people the space can safely hold," he said. Saarani said that building a school was not just about teaching, and safety must also come first. "It's worrying. Parents who send their children to these schools, especially with past incidents in mind, are constantly anxious about their children's safety," he said. When asked whether local authorities could demolish buildings that did not comply with planning rules, he said they could, as it was considered an offence. To address the issue, Saarani said the state government had included the strengthening of social institutions in its Perak Sejahtera 2030 development plan.. "With strong commitment from all parties, I'm confident we can overcome these challenges and improve the safety and governance of religious educational institutions throughout Perak," he said.
