Hayscastle Cross housing approved after five-year wait

In an application recommended for approval at the June meeting of Pembrokeshire County Council's planning committee, Mr and Mrs Down sought permission for a hybrid application for the erection of one dwelling, along with outline permission for two more on land east of Ty Gwyn (Y Bwthyn), Hayscastle Cross, near Haverfordwest.
The scheme had been brought to committee as it was recommended for approval despite being contrary to the authority's development plan, a sticking point being a small part being outside the settlement boundary.
The scheme includes a commuted sum contribution to affordable housing, in the case of Hayscastle Cross set at 10 per cent, of the development value, amounting to £15,262.50.
Affordable housing contributions in the county vary from as low as five per cent in Fishguard and Pembroke Dock to as high as 25 per cent in towns like Narberth.
Five letters of objection raised concerns including drainage, traffic generation, housing need, flooding and it being a linear development.
An officer report concluded: 'The proposal would result in residential development over a small area of the countryside location in conflict with the requirements [of policies]. However, the minimal area of land involved and the ability it provides to facilitate development of the site are material considerations which outweigh the identified policy conflicts.'
Speaking at the meeting, agent Andrew Vaughan-Harries of Hayston Developments & Planning Ltd said he was 'shocked at the time' that had passed since the application was first lodged some five years ago.
He said the scheme had faced 'a lot of hurdles' since it was submitted, including the Covid-19 pandemic, delays over addressing phosphate concerns and there being a nearby SSSI.
He said the scheme, with its £15,000 affordable housing contribution, would 'enhance this little bit of Haycastle Cross'.
The application was moved by Cllr Brian Hall, with new committee chair Cllr Mark Carter, whose own ward is nearby, saying: 'This to me, is just a natural progression of the village which has expanded over the years; it's just joining the rest of the row.'
The application was unanimously approved by committee members.

"In fact, it was so uncomfortable that I filled the silence myself by saying 'Thank you, your Majesty' and then connected them." ‌ The operator recalled the conversation and, today, the Daily Mail published new details of this, in the wake of fresh memoirs which appear to lay bare the Queen's opinion of Meghan. The newly released memoirs also highlight how the Queen became "very worried" for her grandson ahead of his wedding. This particular telephone call happened some years after the wedding, and after Meghan and Harry ditched royal duties for a new life in the US. The fallout from this move was, according to royal experts, still on Queen Elizabeth II's mind, as was the declining health of her husband Prince Philip. The Duke of Edinburgh died aged 99 at Windsor Castle in April 2021. Richard Kay, royal columnist with the Daily Mail, writes in today's piece: "The telephonist has never forgotten the moment, telling me: 'It was memorable because the Queen would never not acknowledge you.' "To this longstanding and loyal servant, the absence of the usual courtesy was a direct result of the tensions and discord sewn by the prince and his wife. "I was reminded of this highly unusual behaviour of a monarch who was rarely – if ever – abrupt with her staff by an extraordinary insight into the Queen's attitude towards her grandson and the former Meghan Markle, which emerged this week from an American historian who befriended one of the Queen's close confidantes." And it is this new insight - by Lady Elizabeth Anson, party-planner extraordinaire and a cousin to the Queen - which has caused controversy in the past week. She said the Queen Elizabeth II "was not at all content" with the "Megxit" debacle, and she alleges Prince Harry was "rude to her [the Queen] for ten minutes". But others point out Harry had a very close relationship with his grandmother, who died aged 86 at Balmoral Castle in Scotland in September 2022. The Duke of Sussex, one of her eight grandchildren, was frequently pictured smiling alongside the Queen at royal functions during the latter part of her reign.

The company also added that the closure only affects their Temple Street site. It comes as the NWTC closed sites in Coventry, Sheffield and Chester in January. And that followed the shuttering of three other sites in October 2024. The company has been undergoing a restructure after encountering difficulties and confirmed the bars were not profitable. It comes as the restaurant industry struggles amid high energy prices, wholesale costs and tax hikes.

Man denies amassing armoury of weapons and trying to whip up pandemic uprising

A man has denied trying to whip up an armed uprising against the UK government during the Covid-19 pandemic and amassing an armoury of weapons, including a dagger, knife, and two crossbows. Paul Martin, 60, appeared in court on Friday charged with encouraging terrorism, possessing articles for the purposes of terrorism, and possessing a stun gun. It is alleged that Martin, of Suffolk Road, Croydon, posted some 16,000 messages in a Telegram group called 'The Resistance UK' under the username 'Perpetual Truth'. Between December 15 2020 and September 29 2021, he allegedly discussed gathering a militia and weapons and attacking members of government and police. At the same time, Martin allegedly possessed a dagger, a knife, two crossbows and arrows which gave rise to a reasonable suspicion that he intended to use them for the commission, preparation or instigation of terrorist acts. He is also charged with possessing a weapon on September 28 2021 that discharged a noxious liquid, gas or other thing, namely a stun gun. The bearded and bespectacled defendant, who wore his long grey hair in a ponytail, confirmed his identity during the Old Bailey hearing before Judge Richard Marks KC. He went on to plead not guilty to all three charges against him. Martin, who is on conditional bail, faces a two-week trial from October 13 at the same court.
