GRS pushes 2-term limit for Sabah CM in bold governance reform

PAPAR: A proposal to introduce a two-term limit for the Chief Minister of Sabah is among the key initiatives outlined in the Gabungan Rakyat Sabah (GRS) election manifesto.
GRS deputy secretary-general Datuk Armizan Mohd Ali said the initiative fell under the 'Sabah United' pillar — one of four central pillars of the manifesto, alongside 'Sabah First', 'Sabah Forward', and 'Sabah Prosper'.
He said the move not only aimed at promoting unity among Sabahans but also reflected a collective commitment to strengthening governance in the state.
"This proposal was agreed upon by the GRS state cabinet in collaboration with Pakatan Harapan (PH) Plus in December 2023. The reform would require an amendment to the State Constitution, which in turn needs a two-thirds majority support in the State Legislative Assembly.
"As such, GRS must secure a convincing victory exceeding the two-thirds threshold in the upcoming state election (PRN) to ensure this manifesto pledge can be realised in a future sitting of the assembly (DUN)," he said.
Armizan, who is also Domestic Trade and Cost of Living (KPDN) Minister said the manifesto was still being refined and has yet to be finalised.
"We are currently in the early stages of developing its framework. We've invited all component parties within GRS and PH Plus to submit proposals. Each party will further fine-tune their inputs based on the four key pillars, before they are consolidated and presented at the GRS Supreme Council meeting," he told a press conference after officiating the Sabah Short Film Commercial Screening and the premiere of Impak Maksima 2 at 10Star Cinemas, Parklane City Benoni, yesterday.
Armizan also said that he had chaired the first meeting with representatives from all GRS component parties to discuss the formation of a special task force to draft the manifesto.
"GRS chairman Datuk Seri Hajiji Noor entrusted me to lead this task force, which includes representatives from all component parties.
"Our meeting on Tuesday went smoothly. While the final draft will be submitted for the leadership's consideration, I can share that the GRS manifesto will comprise two main components.
"The first component focuses on initiatives structured around the four core pillars — 'Sabah First', 'Sabah Forward', 'Sabah Prosper' and 'Sabah United'.
"The second component reflects the resolve and commitment of GRS to deliver on its promises," he added.

KOTA KINABALU (July 20): There is a possibility of another State Assembly sitting before its dissolution ahead of the coming state elections, said State Finance Minister Datuk Seri Masidi Manjun. Masidi made the statement when asked about the potential tabling of the Sabah Budget 2026. He explained that the State Budget must be presented by the Finance Minister either before or after the state elections to avoid any disruption in government operations, including the implementation of programmes and the payment of civil servant wages. 'If the elections are held earlier, then I think we still have time to table the budget around November. But if the assembly is dissolved later, we might be able to table it around December,' he told reporters at the sidelines of the International Business Review (IBR) ASEAN Awards here on Saturday night. When asked whether the budget would be tabled before or after the State Assembly is dissolved, Masidi said the decision rests with the Chief Minister. On the possibility of another sitting before dissolution, he added, 'The possibility is always there.' Previously, after the July 8 State Assembly sitting, Chief Minister Datuk Seri Hajiji Noor had hinted that it might be the final session for the current term. When asked by reporters if it marked the end of the legislative term, he responded it was 'more or less,' noting that all bills beneficial to the state had already been passed. Political analysts expect the dissolution of the state assembly after Parti Gagasan Rakyat Sabah (Gagasan Rakyat) has held its congress from July 25-27. They speculate that Hajiji is likely to call for polls before National Day on August 31 or after Malaysia Day on September 16. Hajiji said that he would consult the presidents of all Gabungan Rakyat Sabah (GRS) component parties before making any move to dissolve the Sabah State Legislative Assembly. The 16th Sabah State Legislative Assembly will be automatically dissolved on Nov 11 this year if it is not dissolved earlier. Speaker Datuk Seri Kadzim M Yahya said the five-year term of the assembly is calculated from the date of the first sitting of the 16th Sabah State Assembly, which was on Nov 12, 2020, making Nov 11 this year the end of the term. Gagasan Rakyat, PBS, STAR, SAPP, Usno, PCS, PHRS and LDP are members of GRS. PBS and STAR have called for GRS to contest solo in the 17th State Election.

Speaking at the joint Annual General Meeting of the PBS Api-Api, Luyang and Likas divisions at Hakka Hall, Mak stressed that meaningful progress in Sabah can only be achieved when the state regains full control over its governance and development agenda. 'Only Sabah's leaders and government truly understand the challenges faced by our grassroots communities. I speak from my experience as Division Chief of PBS Labuan for many years,' he said. 'We know the infrastructure we need and are committed to elevating Sabah to be on par with the more developed states in Malaysia.' Mak clarified that the call for autonomy should not be seen as a rejection of the Federal Government. Rather, it is a necessary step toward ensuring that development in Sabah is shaped by local priorities, not blanket national policies. 'Policies crafted across the sea often miss the mark when applied to Sabah. Our unique socio-economic and geographic realities require targeted, research-based approaches that can effectively address local issues,' he explained. He also urged Sabahans to show solidarity in the upcoming state election by supporting Gabungan Rakyat Sabah (GRS), which he said represents a strong and united local front capable of pushing for the full implementation of the Malaysia Agreement 1963 (MA63). 'This election is critical. We need a strong state government — one that is grounded in the will of the people and prepared to demand what is rightfully ours under MA63,' he said. 'It's time for Sabah to reclaim its rights. The recognition of our autonomy is not merely a legal matter — it is the key to unlocking our true development potential.'
