China may relax rare earth export curbs for some chip companies

Time of India28-05-2025
China
may relax curbs on exports of rare earths for Chinese and European
semiconductor
firms and other companies in their supply chain, state media said on Wednesday.
In April, China put seven rare earths and related products on an export control list, forcing all exporters to apply for licences, regardless of the nationality of overseas customers.
While a few licences have since been granted to exporters of
rare earth magnets
, used in the semiconductor, auto and defence industries, the complex licensing process can take months, and is already causing confusion at customs.

On Wednesday, the official China Daily said China could relax the controls for the supply chains of Chinese and European semiconductor companies, citing a single source.
The
rare earth
controls were discussed at a meeting between Chinese and European semiconductor firms hosted by China's commerce ministry on Tuesday, the paper said, where Chinese officials explained the application process.

"The meeting provided European Chamber members the opportunity to express in person the urgent need to accelerate approval processes, to ensure the stability of their supply chains," said Jens Esklund, president of the European Union Chamber of Commerce in China.

"This is imperative, as many European production lines will come to a halt very soon due to the shortage of crucial inputs," he added in a statement to Reuters.

India ratifies trade deal with EFTA, eyes boost in exports, investment

India on Tuesday submitted the ratification document of the free trade agreement with the four-European nation bloc EFTA to Norway. The pact, officially dubbed as Trade and Economic Partnership Agreement (TEPA), will be implemented from October 1, Commerce and Industry Minister Piyush Goyal has said on Saturday. "India deposited the Instrument of Ratification of the TEPA between India and EFTA today at the Ministry of Foreign Affairs of Norway, which is the depository entity of TEPA," according to a post by the Indian Embassy in Norway on X. The two sides signed the agreement on March 10, 2024. Under the pact, India has received an investment commitment of $100 billion in 15 years from the grouping while allowing several products, such as Swiss watches, chocolates, and cut and polished diamonds, at lower or zero duties. The European Free Trade Association (EFTA) members are Iceland, Liechtenstein, Norway, and Switzerland.

Trump may travel to China to meet Xi Jinping in 'not-too-distant future'

US President Donald Trump said on Tuesday that he may visit China soon for a landmark trip at a time of simmering trade and security tensions. "President Xi has invited me to China, and we'll probably be doing that in the not-too-distant future," Trump told reporters in the White House's Oval Office. "A little bit out, but not too distant. And I've been invited by a lot of people, and we'll make those decisions pretty soon." Reuters has reported that Trump and Xi's aides have discussed a potential meeting between the leaders during a trip by the US president to Asia later this year, citing two people familiar with the plans. While plans for a meeting have not been finalised, discussions on both sides of the Pacific have included a possible Trump stopover around the time of the Asia-Pacific Economic Cooperation summit in South Korea or talks on the sidelines of the October 30-November 1 event, the people said. Another possible trip would be for a September 3 Beijing ceremony commemorating the 80th anniversary of the end of World War Two, which Russian President Vladimir Putin is planning to attend. The White House and the Chinese government had declined to comment on that earlier Reuters report. Trump made the comment about meeting Xi during a meeting with Philippine President Ferdinand Marcos Jr., a key Pacific ally who Trump said he had successfully moved away from China, even as he said it was fine for the two countries to have relations. Trump has sought to lower tensions with Beijing in recent weeks after pausing a tit-for-tat tariff war that has upended global trade and supply chains. Trump has sought to impose tariffs on virtually all foreign goods, which he says will stimulate domestic manufacturing and which critics say will make many consumer goods more expensive for Americans. He has called for a universal base tariff rate of 10 per cent on goods imported from all countries, with higher rates for imports from some, including China. Imports from China have the highest tariff rate of 55 per cent. Trump has set a deadline of August 12 for the US and China to reach a durable tariff agreement. Other points of friction between the countries include China's support for Russia, trade in fentanyl-related chemicals, regional security worries, and exit bans on some American residents.

EU-India partnership to promote sustainable water management: GIZ Director Laura Sustersic

She was speaking at a consultative meeting on Barak River Basin management plan and collaboration between Indian-EU initiative and Brahmaputra board held at Nagaland Civil Secretariat, an official statement said here. Delivering the introductory remarks at a stakeholder event, Sustersic said the collaboration aims to share best practices, adapt European experiences to the Indian context, and develop sustainable and scalable solutions for water management. Kohima, Jul 22 (PTI) Director of GIZ India, Laura Sustersic, on Tuesday stressed on the significance of the strategic partnership between the European Union (EU) and India in addressing water resource challenges. She emphasised that the initiative focuses on integrated water resource management, innovation, and climate-resilient practices tailored to local needs. 'Through this partnership, we hope to strengthen capacities, encourage policy dialogue, and foster practical, community-based approaches to sustainable water use,' she stated. The event, attended by government officials, environmental experts, and community representatives, centred on identifying region-specific solutions for water scarcity and pollution — issues increasingly critical amid changing climate patterns. Officials from the State Water Resources Department and representatives from the EU delegation echoed similar concerns and stressed the need for convergence between international expertise and grassroots action. The collaboration is part of the larger EU-India Water Partnership (EU-IWP), supported by GIZ under the Indo-German development cooperation framework. Participants also discussed case studies and successful European water governance models that could be adapted to India's decentralised administrative systems. The initiative aims to pilot innovative interventions in selected Indian states, with a focus on long-term sustainability, inclusion, and replicability across regions, the statement added.
