RAIPUR: In a major blow to the CPI (Maoists), 25 hardcore cadres, including a top State Zonal Committee Member (SZCM) carrying a bounty of Rs 25 lakh, surrendered before senior police and paramilitary officials in Bijapur district of Chhattisgarh's Bastar region on Thursday.
The total bounty on the surrendered Maoists amounts to Rs 1.15 crore.
The surrender was facilitated under the Chhattisgarh government's revised surrender and rehabilitation policy and senior police officials briefing the press said that it marks a turning point in the state's sustained counter-insurgency efforts, particularly in deep forested zones like Bijapur, where new security camps and road infrastructure have begun reaching previously untouched areas.
The highest-ranking surrender was Ramanna Irpa alias Jagdish alias Vikesh, a 37-year-old SZCM and commander-in-chief of Company number 8, who was active since 2002 and carried a Rs 25 lakh bounty.
He was strategist behind multiple high-profile ambushes on security forces in Odisha and Chhattisgarh and his job was to oversee arms supply, jungle warfare training camps, and inter-state coordination. Police said that as per the records, he was active since 2002 and was considered the 'nerve center' of CPI (Maoist) operations in Odisha's southern corridor and had been operating in the 'Red Triangle' between Malkangiri, Sukma, and Bijapur.
Another cadre Sukku Kalmu alias Vinod Karma on the rank of Divisional Committee Member (DVCM) operated in National Park Area Committee and led Maoist student fronts. He carried Rs 8 lakh bounty and was active since1999. He was known for radicalizing tribal youth through front organizations and leading armed protests. Played a key role in enforcing Maoist rule in the Abujhmarh forest belt.
Police officials, including Bastar Range IG P Sundarraj, Dantewada DIG Kamalochan Kashyap, and Bijapur SP Jitendra Kumar Yadav, along with CRPF, CoBRA and DRG were present during the formal surrender.
SP Yadav said, 'This is a significant dent in the Maoist leadership hierarchy. The surrender of an SZCM shows the ideological and operational breakdown within the outfit.'
In statements made during the debriefing, many Maoists cited internal dissent, exploitation within the outfit, and disillusionment with extremist ideology as major reasons for quitting. Several cadres mentioned their desire to 'rejoin the mainstream' and live peaceful lives with their families.
SP Jitendra Yadav urged remaining Maoist operatives to abandon violence and take advantage of the government's rehabilitation scheme. 'The door to peaceful and dignified life is wide open. Your families want you back. Leave the false promises of outside elements behind,' he appealed.
Since January 2025, Bijapur district has witnessed intensified anti-Maoist operations, resulting in significant setbacks for the insurgent network. Over this period, 242 Maoists have surrendered, choosing to join the mainstream under the state's rehabilitation policy. In addition, 300 cadres have been arrested, and 127 Maoists have been killed in various encounters across the region.

Reiterating that unauthorised slums will be removed from Delhi, Chief Minister Rekha Gupta on Sunday said that the government has allocated a budget Rs 700 crore to provide accommodation to eligible slum dwellers. 'Whenever slums need to be removed for any reason, arrangements are being made to provide houses to the eligible residents…,' she said at the 'Faatak wali jhuggi' near the railway crossing in Shalimar Bagh on Sunday morning. The Railways has issued a notice for the removal of the sum cluster, citing that it is located on railway land needed for the expansion of the Azadpur railway station. 'You will get complete justice. The Delhi government is fully committed to this,' Gupta told the slum dwellers. 'When a crisis came upon you, I came to meet you because the Delhi government is not in favour of removing slums without reason… If slums have to be removed for development projects or other legitimate reasons, the government will ensure proper rehabilitation for the eligible residents so they too can become part of Delhi's growth story,' she added. This comes amid the recent demolition of unauthorised slums at Madrasi Camp, Bhoomiheen Camp, Jailerwala Bagh Camp and Taimoor Nagar in the Capital. Taking on AAP and Congress, Gupta said that in the last 40 years, no development has taken place in Delhi's slums. 'These parties have only seen slum dwellers as voters and constantly tried to exploit them, while also damaging the city's geographical character,' she said. Representative image NEW DELHI: An illegal surrogacy and baby-selling racket operating out of a fertility clinic in Hyderabad was busted Sunday, leading to the arrest of eight individuals, including the clinic's owner and fertility specialist, Dr A Namratha. A detailed investigation revealed that Namratha, 64, was running a large-scale scam through clinics located in Vijayawada, Secunderabad, Visakhapatnam, and Kondapur. She allegedly collected between Rs 20–30 lakh from each client under false pretenses, police said. Police further disclosed that Namratha's son, an advocate by profession, managed the clinic's financial operations from the same premises. He also reportedly intimidated clients who raised objections. Authorities, as cited by PTI, added that over 10 previous cases had been registered against the accused at various police stations across Andhra Pradesh. Despite the medical and health department cancelling the clinic's registration earlier, it continued operations using the name of another certified doctor on official documents. The clinic at Gopalapuram in Hyderabad was sealed with assistance from the medical department. The racket resurfaced after a couple, who believed their child was born through surrogacy, discovered through a DNA test that the baby was not biologically theirs. Alarmed, the couple approached the police. Deputy Commissioner of Police (North Zone–Hyderabad) S Rashmi Perumal told PTI that Dr Namratha, along with her associates and agents, targeted vulnerable women—particularly those seeking abortions—and persuaded them to continue their pregnancies in exchange for money or other inducements. These newborns were then passed off as surrogate babies, misleading clients into believing they were their biological children. According to the police, the victim couple had approached Namratha's clinic in August 2024 for fertility and IVF consultation. After initial tests, they were advised to opt for surrogacy. They were then referred to the clinic's Visakhapatnam branch for specimen collection and were told the clinic would arrange a surrogate and handle the embryo transplant. Over the course of nine months, the couple made several payments totaling more than Rs 35 lakh. In June 2025, they were informed that a baby boy had been delivered via C-section in Visakhapatnam. The child was handed over to them along with documentation falsely listing them as the biological parents. "The baby was not shown as a child born to a surrogate, which drew their suspicion. Later, the couple went in for DNA test which revealed that the child's DNA did not match theirs," said Rashmi. When the couple sought clarification from the clinic, they were denied documentation and threatened, prompting them to file a police complaint. In the current case, police traced the baby's biological parents, originally from Assam and residing in Hyderabad, through agents. They had reportedly been paid a small amount after giving up the child. Both were arrested on charges of baby selling, and the infant has been handed over to 'Shishu Vihar' as per protocol. Dismissing certain media reports, Rashmi clarified, "It is a case wherein the victim couple were told that they were going in for surrogacy, but in reality the baby was sold by the original parents and that the baby was shown to this complainant couple (by the accused) as their child. But when they did the DNA test it was revealed as not matching with theirs." She also refuted claims that the child had cancer or that donor sperm had been used, reported PTI. The investigation remains underway, and additional legal action is being taken.
