Deans of Ateneo schools, Lasallian Family and Adamson add to call for VP Sara impeachment

GMA Network08-06-2025
The Deans of Ateneo schools, the Lasallian Family and Adamson University were among the country's educational institutions that joined the call for the immediate impeachment of Vice President Sara Duterte on Sunday.
The leadership of the three educational institutions were unanimous for the Senate to immediately proceed with the impeachment trial of Duterte.
Ateneo
"We are making this urgent call in faithful response to our moral and spiritual duty as educators and formators of future Ateneo lawyers. We pray that the Philippine Senate will likewise respond to its moral and constitutional duty as true servants of the public upon whom the public trust is reposed, one that is faithful to the truth and to the Filipino people," Ateneo said in a joint statement.
The statement was signed by the deans of the schools and colleges of law of Ateneo de Manila University, Xavier University—Ateneo de Cagayan, Ateneo de Davao University, Ateneo de Zamboanga University and Ateneo de Naga University.
'We, the undersigned Deans of the schools and colleges of law of Ateneo de Manila University, Xavier University—Ateneo de Cagayan, Ateneo de Davao University, Ateneo de Zamboanga University and Ateneo de Naga University collectively call for the immediate commencement of the impeachment trial against Vice President Sara Zimmerman Duterte-Carpio and its continuation into the 20th Congress, if necessary.' it said.
'We confirm that as Jesuit, Filipino, and Catholic legal educational institutions, we are deeply committed in our teaching and formation missions to truth, justice, and the rule of law, it added.
Lasallian Family
'As members of the Lasallian Family in the Philippines, committed to the values of faith, service and communion in mission, we raise our collective voice in strong condemnation of any and all efforts—covert or overt—to prematurely discard or obstruct the constitutional process of impeachment against Vice President Sara Duterte,' the 'Statement of the Lasallian Family in the Philippines on the Impeachment Proceedings Against Vice President Sara Duterte' the Lasallian Family said in its own statement.
The educators cited the constitutional mandate of the Senate to fulfill its function to serve as an impeachment court.
'The impeachment is not merely a constitutional exercise; it is a sacred mechanism enshrined in the 1987 Constitution to ensure that the highest public officials remain answerable to the people they serve. Any attempt to suppress the process undermines the pursuit of truth, and the very foundation of democracy, the rule of law, and the principle that no one is above the law,' it said.
'We remind our Senators—both of the 19th and 2oth Congress– of their constitutional duty to act as impartial stewards of justice, especially in matters involving the accountability of public officials. They are not mere spectators to political expedience; they are guardians of the Republic's integrity. The least they can do is to assure the Filipino people that the rule of law prevails, even when political pressures mount,' the statement added.
In its 'Call for the Senate to Forthwith Proceed with the Impeachment Trial of Vice President Sara Duterte', Adamson University was unanimous in the call to proceed with the proceedings.
'The entire Adamson University community stands united in our firm call for the Senate of the Philippines to forthwith proceed with the impeachment of Vice President Sara Duterte. We express deep concern over any and all efforts to delay, obstruct or prematurely dismiss this constitutionally mandated process,' the school said in its statement
In citing the 1987 Constitution, Adamson said, 'this is a clear constitutionality order to act immediately, and does not in any way imply that the Senate has discretionary powers in this regard. Thus, any delay or refusal to act undermines this express mandate and weakens the foundations of our democratic institutions,' the statement said.
'To our Dear Senators, this is not the time for neutrality or passive observation; this is the time for principled leadership and decisive action. Do what is right instead of what is convenient for you. You must immediately commence impeachment proceedings as mandated by the Constitution, without further delay. You have procrastinated far too long… The Constitution demands action forthwith, and so do we,' the Adamson statement ended.
The statements are the latest in what has become several calls from various educators and their stances regarding the impeach of Duterte.
Among them is the Ateneo School of Government (ASoG) which said that the senators have a "sacred duty' on the impeachment proceedings and professors at the San Beda University Graduate School of Law. —RF, GMA Integrated News

Rights groups slam US ‘deterrence' policy as Marcos flies to meet Trump

A human rights coalition on Sunday denounced the upcoming bilateral talks between President Ferdinand "Bongbong" Marcos Jr. and US President Donald Trump, saying it represents the Philippines' 'subservience' to Washington and supports the 'peace through deterrence" strategy. The International Coalition for Human Rights in the Philippines (ICHRP) made the remarks as it called for an end to the 'increasing' US militarization in the country, warning it may 'bring more war and destruction to the Filipino people' and may 'further plunge the most marginalized in Philippines society into poverty'. 'The US military build-up in the Philippines is not defensive nor geared towards peace, but aggressive war preparations that put the Filipino people at risk to be collateral damage in a war with China. The Filipino people don't want to be a battlefield for a great power war,' said ICHRP chairperson Peter Murphy. 'ICHRP urges all nations in the region to deescalate the frightening military buildup towards war,' he added. Marcos departed for Washington. D.C. on Sunday an official visit which includes a meeting with Trump. He said his visit aims to push for 'greater economic engagement' and to reaffirm the Philippine's 'commitment to fostering our long-standing alliances as an instrument of peace and a catalyst of development in the Asia-Pacific region and around the world.' The President's aircraft left Manila at 10:20 a.m. Among the topics Marcos and Trump will discuss is the steep 20% tariff on Filipino goods entering the US, as Manila hopes to strike a mutually acceptable and beneficial tariff deal with the US. 'The imposition of tariffs, the maltreatment of Filipino migrants—unchallenged by Marcos Jr.—and the increasing US military presence in the Philippines will further plunge the most marginalized in Philippines society into poverty,' the ICHRP said. 'Peace in the Philippines and the Asia Pacific region will not come through the US 'deterrence' strategy. Genuine peace must be based on justice which necessitates the undoing of the unequal US-Philippines relationship most characterized by US economic coercion and military dominance of the country,' it added. Imee Marcos Meanwhile, Senator Imee Marcos urged her brother to 'exercise caution and protect Philippine national interests' in the trade talks with Trump. 'Trade must be a partnership, not a surrender. If we give away our rights today, we sell out the future of every Filipino,' the legislator said. Early this month, the US government issued tariff notices to several trading partners including the Philippines, which he slapped with a 20% duty, higher than what he previously announced reciprocal tariff rate of 17% in April. 'As a sovereign country, the tariff agreement with the US should also be reciprocal. The US does not seem to regard us as a sovereign state, nor can we see the value of any so-called treaty allies any longer,' said Marcos. 'No president should sign away our sovereignty—not for gold, not for promises, not for alliances,' she said. Data from the US Trade Representative showed that the US goods trade deficit with the Philippines stood at $4.9 billion in 2024, up 21.8% from 2023. US total goods trade with the Philippines amounted to about $23.5 billion in 2024, with American goods exports to the Philippines amounting to $9.3 billion, up 0.4%, while goods imports totaled $14.2 billion. The US is the Philippines' top destination for its goods in 2024 at $58.7 billion, accounting for a lion's share, or 80.2%, of the top 10 nations where it exports, according to data from the Philippine Statistics Authority. — BM, GMA Integrated News

GAB should be posted on House website for transparency — Gatchalian

The General Appropriations Bill (GAB) should be posted on the website of the House of Representatives to allow the public to keep track of the country's annual budget, Senator Sherwin Gatchalian said Sunday. Gatchalian made the remark after he was asked if he is in favor of opening the bicameral budget deliberations to the public. 'Dadagdagan ko pa yan. Kung ako, pati 'yung GAB, dapat i-post sa website. Sa ngayon, hindi 'yan kaya bulag ang taumbayan kung ano ang isinusumite ng Kamara sa Senado,' Gatchalian told Super Radyo dzBB. (I would add to that. In my opinion, I think the General Appropriations Bill should be posted on the website. Right now, it's not, which means the public is blind to what the House is submitting to the Senate.) 'Kung ako, dapat ipost yan ng House of Representatives sa website (if it were up to me, the House should post the GAB on its website),' he added. The senator added the Senate's committee report and GAB's third reading version should also be posted online. 'Para makita natin yung takbo at para nasusundan ng taong bayan kung ano yung napapalitan, ano yung nadadagdag at ano yung final version ng GAA (General Appropriations Act),' the solon said. (So that we can see the progress, and so that the public can follow the changes and the final version of the GAA.) Earlier this week, President Ferdinand Marcos Jr. approved the proposed P6.793 trillion National Expenditure Program (NEP) for Fiscal Year 2026. Budget Secretary Amenah Pangandaman said the DBM had to trim down requests for budget proposals that reached P10.101 trillion due to limited fiscal space and the fiscal consolidation strategy, which targets gradually reducing the national government's deficit from 5.5% of GDP in 2025 to 4.3% by 2028. — RF, GMA Integrated News

Bersamin: No ICC warrant for Bato, but PH authorities will act if there is one

No warrant of arrest has been issued by the International Criminal Court (ICC) for Senator "Bato" dela Rosa in relation to the previous administration's war on drugs, Executive Secretary Lucas Bersamin said Sunday. However, should the ICC issue an arrest warrant for the senator through Interpol, Philippine authorities may arrest him, he said. 'Wala (There is none),' Bersamin told reporters who covered the departure of President Ferdinand "Bongbong" Marcos Jr. for the US at Villamor Air Base in Pasay City. 'If there should be a warrant, we'll probably do the same thing that we did in the case of the former president [Rodrigo Duterte], if the warrant is coursed through the Interpol because we continue to be a member of the Interpol," Bersamin said. 'We are not going to do things differently unless the Supreme Court in those pending cases makes a different announcement about how we should proceed,' he added. This move, Bersamin said, is non-discriminatory since it is in accordance with the law. 'Nothing discriminatory that we will ever undertake. We're always clear about that, hindi kami (we're not) politically motivated. All those attributions to us were unfair,' Bersamin said. GMA News Online contacted the office of dela Rosa to get his comment on the matter but has yet to receive a reply as of posting time. The Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity stated that Philippine authorities may dispense with the investigation or prosecution if another court or international tribunal is already conducting the investigation. 'Instead, the authorities may surrender or extradite suspected or accused persons in the Philippines to the appropriate international court, if any, or to another State pursuant to the applicable extradition laws and treaties,' the measure read. Dela Rosa, a staunch ally of the Duterte family, served as police chief during former president Rodrigo Duterte's administration. Duterte was arrested in the Philippines by local authorities on March 11 based on a warrant issued by the ICC through Interpol. He is currently detained in the Scheveningen Prison in The Hague for crimes against humanity charges in connection with the killings under his war on drugs when he was mayor of Davao City and when he was president of the Philippines. In March, Dela Rosa was named among the co-perpetrators of Duterte in the war on drugs, as shown in the application of warrant of arrest posted on the ICC website. He was identified as the architect of "Oplan Tokhang," which was first implemented in Davao City when he was then the local police chief. According to police records, drug war deaths totaled about 6,000 Human rights groups however claimed that the death toll was 30,000, including vigilante killings. —KG, GMA Integrated News
