
Reform platform a good move but lacks key PH manifesto pledges, says civil society group
However, civil society group Projek Sama said it still fell short of the deep structural changes promised by Pakatan Harapan in its election manifesto.
Projek Sama commended the initiative, launched by the Legal Affairs Division under Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, saying it reflected a welcome commitment to transparency.
'We congratulate the Madani government and welcome the greater transparency that this brings to conversations around institutional reform,' the group said in a statement on Wednesday (May 28).
PetaRI outlines 14 proposed Bills, six legal studies, and six strategic initiatives aimed at reforming Malaysia's legal and institutional framework.
These include the long-awaited Ombudsman Bill, Political Financing Bill (though lacking any mention of public party funding), the revived Parliamentary Services Act, and a Freedom of Information Bill.
Legal studies on key reforms such as a 10-year term limit for the prime minister, the separation of powers between the attorney general (AG) and public prosecutor (PP), and the viability of a Human Rights Tribunal were also lauded.
Projek Sama, however, raised concerns over what was not included in the platform.
Among the omissions were reforms to the appointments process for key institutions like the Malaysian Anti-Corruption Commission, the Election Commission and the inspector-general of police, which were promised in the Pakatan manifesto.
Also absent were plans for a Fixed-Term Parliament Act, equitable constituency funding laws, electoral boundary reforms, and absentee or postal voting access for Sabahans and Sarawakians residing outside their home states.
The Home Detention Bill, which the Home Minister had previously pledged to table this year, was also not in the platform.

Projek Sama also urged the government to institutionalise the use of Green and White Papers to encourage public consultations on significant legal or policy reforms.
'Without such papers, stakeholder engagement often occurs in silos, delaying meaningful outcomes. This is evident in how long the Political Financing Bill and Parliamentary Services Act have been delayed,' it said.
The group also called for clear public deadlines for all Bills and amendments listed on the platform, with explanations for any delays.
'It is imperative that the government's efforts to reform our institutions go beyond superficial changes.
"PetaRI should not just be a public relations exercise. The rakyat expect real, meaningful change, not token gestures dressed up as progress,' it added.
When launching PetaRI and the AI Legal Justice Roadmap 2025-2026 on Friday (May 23), Azalina had said a decision on separating the roles of the AG and PP could potentially be finalised before the 16th General Election.

In relations to this, Malaysia's export of furniture, lighting signs and prefabricated building materials were estimated at US$1.55bil (about RM7bil) in 2024. 'Lower tariffs can enable greater access to quality construction materials and technologies at competitive prices, supporting our goal to build smarter, greener and more liveable homes & cities,' he added. Nga also warmly welcomed the announcement of the upcoming visit of United States President Donald Trump for the 47th Asean Summit in Kuala Lumpur this October, as announced by the Prime Minister during the tabling of the 13th Malaysia Plan (13MP) in Parliament on Thursday (July 31). 'President Trump's presence in KL will further cement the Asean–US partnership. Malaysia looks forward to showcasing its progress in sustainable development, people-centric governance and green urban transformation under the Madani vision,' said Nga.

Dewan Rakyat passes eight bills amid 13MP tabling for 2026-2030
KUALA LUMPUR: The Dewan Rakyat concluded its second week with the tabling of the 13th Malaysian Plan (13MP) and the passage of eight critical bills. Prime Minister Datuk Seri Anwar Ibrahim unveiled the 2026-2030 roadmap, themed 'Redesigning Development,' emphasizing RM611 billion in investments to bolster national progress. Anwar outlined the plan's three core principles: sovereign nation-building, a MADANI-centric society, and an AI-driven economic transition. The framework rests on four pillars—economic resilience, social mobility, public service reform, and sustainable well-being. Parliamentary debates on the 13MP will run from August 5 to 14, followed by ministerial responses from August 18. The session saw the approval of bills including the Cross-Border Insolvency Bill 2025 and the Poisons (Amendment) Bill 2025. 13MP: Govt to expand preschool facilities to support compulsory early education
KUALA LUMPUR: More preschool facilities operated by the Education Ministry will be established nationwide to support the government's push for compulsory early childhood education. Education Minister Fadhlina Sidek said the move to mandate preschool education starting at the age of five is intended to provide children with a holistic and comprehensive foundational learning experience. "To ensure the success of this effort, more Education Ministry-run preschool facilities will be opened nationwide," she said in a statement today. She said the recently passed Education (Amendment) Bill 2025, which mandates secondary education, marked a major milestone in the government's education reform efforts. "The Madani government is focused on achieving universal enrolment at both the preschool and secondary education levels. "As such, under the 13th Malaysia Plan, the ministry will focus entirely on preschool to secondary education to ensure a more focused and effective education system and regulatory framework." Fadhlina said that special emphasis would also be placed on integrated efforts to strengthen proficiency in Bahasa Melayu and English, reinforce the fields of Science, Technology, Engineering and Mathematics (STEM), Technical and Vocational Education and Training (TVET), as well as digital literacy, including artificial intelligence (AI) technology. Meanwhile, she said a total of RM67 billion has been allocated for the education sector, including the construction of new schools and the improvement and upgrading of educational infrastructure nationwide. In addition, she said the initiative to make school construction a requirement for new large-scale housing projects, along with the expansion of vertical school development, would also be implemented. Anwar, during the tabling yesterday, said the move was aimed at addressing student overcrowding and the shortage of suitable land for new school sites. As for teachers, Fadhlina said the Madani government would focus on improving the recruitment of new teachers, preparatory training programmes, and the enhancement of in-service teachers' competencies and professionalism. She said the 13MP was a manifestation of the Madani government's commitment and efforts to reform the national education system through a bold new approach for the benefit of Malaysian children. Yesterday, during the tabling of the 13MP, Prime Minister Datuk Seri Anwar Ibrahim said the government would make preschool education compulsory from the age of five to enhance educational outcomes.
