India's $89bn clean industry pipeline struggles to attract financing

NEW DELHI: India's clean industrial projects pipeline worth $89 billion is facing financing bottlenecks as only one project has reached a final investment decision in the past six months, a report by a clean industry alliance showed.
The South Asian nation has 41 clean industry projects spanning green ammonia, hydrogen production and sustainable aviation fuels, yet faces challenges in converting announcements into operational facilities, the report by Mission Possible Partnership and Industrial Transition Accelerator said.
The alliance is focused on advancing decarbonisation in high-emission sectors.
India's clean industry projects have secured $13 billion in committed investment, far below China's $61 billion and the United States' $54 billion, according to the report.
The slow development of the market for clean commodities at the right price point was a major bottleneck for investments in India, said Faustine Delasalle, CEO of MPP.
'The higher cost of capital is an issue stifling investment across emerging and developing economies. We need to leverage the growing appetite from development and private finance institutions for clean industry developments,' Delasalle said.
The report also highlights a global pipeline of about $1.6 trillion in projects that have been announced but not financed, with 692 of 826 commercial-scale clean industrial projects across 69 countries still awaiting financing.

Pakistan and China are working on a proposal to establish a new regional organisation that could potentially replace the now-defunct South Asian Association for Regional Cooperation (SAARC). Discussions between Islamabad and Beijing are now at an advanced stage as both sides are convinced that a new organisation is need of the hour for regional integration and connectivity, according to diplomatic sources familiar with the development. The recent trilateral meeting of Pakistan, China and Bangladesh held in Kunming, China, was part of those diplomatic maneuvers. The meeting attended by senior diplomats from three countries was first of its kind that raised eyebrows in India. The ultimate goal of the meeting in Kunming on June 19 was to invite other South Asian countries, which were part of SAARC, to join the new grouping. India, according to sources, would be invited to the new proposed forum but given its divergent interests, it is unlikely to respond positively. Nevertheless, other countries including Sri Lanka, Maldives, Afghanistan to name a few are expected to be part of the grouping. The main purpose of the new organisation is to seek greater regional engagement through enhanced trade and connectivity. If the proposal is materialised, SAARC, which was once dubbed European Union (EU) of South Asia, would be dead as ever. SAARC could not achieve its stated objectives as it remained hostage to adversarial ties between Pakistan and India. The regional grouping last held its summit a decade ago. Pakistan was to host the summit in 2016 but India boycotted the meeting in Islamabad. Bangladesh, which was at the time ruled by pro-India Sheikh Hasina Wajid, also joined New Delhi in staying away from the summit. Since then no serious efforts were made to revive the organisation, though Pakistan was keen to host the summit. Recently, SAARC was dealt with another fatal blow when India withdrew from offering special visas under the organization to Pakistani businessmen following the Pahalgam attack. Pakistan and China were discussing the proposal of new organization for months and came to the conclusion that like-minded countries should join hands for better future. India, observers believe, because of its divergent interests finds itself misfit in other regional groupings such as Shanghai Cooperation Organization (SCO). Prime Minister Narendra Modi skipped the last two SCO summits. The 10-member security alliance comprises China, Russia, Iran, Pakistan and some central Asian States. The presence of China and Russia often refers the SCO as regional bloc to challenge West. However, India in recent years seems to be at odds with the SCO agenda.

In a key development for the country's meat industry, The Organic Meat Company Limited (TOMCL), a Pakistani meat processor, has become the first publicly listed Pakistani company to export beef casings to Europe. The company shared the development in a notice to the Pakistan Stock Exchange (PSX) on Thursday. 'We are delighted to announce that TOMCL has proudly become the first Pakistani-listed company to successfully export beef casings to Europe,' read the notice. 'This groundbreaking achievement marks a significant milestone not only for the company but also for Pakistan's meat processing and export industry. 'This inaugural export positions the company on the global map as a trusted supplier in the high-potential European market and opens up exciting new avenues for export growth. It reflects our continuous efforts to diversify our product range and expand our international footprint,' it added. TOMCL boosts frozen beef production, targets rising demand in China Incorporated in Pakistan as a private limited company in 2010, TOMCL is engaged in the processing and sale of halal meat and allied products. It is also one of the leading exporters of red meat and meat by-products. Middle Eastern countries are TOMCL's major export market. However, the company has added pet food raw materials to its portfolio, enabling it to tap the US and Europe as well. The company also has significant business in the Far East, the Commonwealth of Independent States and South Asian markets. In 2021, the Chinese customs authorities approved TOMCL to export heat-treated beef to China. It also claims to be the first Pakistani company to initiate the export of vacuum-packed fresh beef meat and the only company in the region owning the technology to vacuum pack or blast freeze mutton and quarter beef carcasses.

Pakistan and the US have resolved to conclude trade talks next week, the South Asian nation said on Wednesday after a meeting between its Finance Minister Muhammad Aurangzeb and US Commerce Secretary Howard Lutnick. The negotiations, focused on reciprocal tariffs, are part of a broader push to reset economic ties at a time of shifting geopolitical alignments and Pakistan's efforts to avoid steep U.S. duties on exports. "Both sides showed satisfaction on the ongoing negotiations and resolved to conclude the trade negotiations next week," the finance ministry said in a statement, adding that a longer-term strategic and investment partnership is also under discussion. Pakistan faces a 29% tariff on exports to the US under President Donald Trump's measures to target countries with large trade surpluses with the US Pakistan's surplus was around $3 billion in 2024. To offset the imbalance and ease tariff pressures, Islamabad has offered to import more US goods, including crude oil, and to open up investment opportunities through concessions for US firms in Pakistan's mining sector. Earlier this week, the two countries co-hosted a webinar promoting investment in Pakistan's mineral sector, including the $7 billion Reko Diq copper-gold project. Senior officials from both governments and US investors discussed public-private partnerships and regulatory reforms. The US Export-Import Bank is reviewing financing proposals worth $500 million to $1 billion in Reko Diq. Trump, who hosted Field Marshal Gen Asim Munir at the White House last week, has earlier said trade helped avert a deeper conflict between Pakistan and India. Meanwhile, the US and Pakistan have agreed to increase bilateral economic and trade ties and meaningful engagement in investment and negotiation on pertinent economic issues.
