M'sian-owned Zchwantech Titan showcases national digital identity platform to Timor Leste gov't
The strategic engagement took place during a recent official working visit by senior Timor Leste government representatives to Malaysia.
This was when the regional digital identity systems specialist demonstrated its secure biometric-powered digital identity solution which is designed to integrate key public and private sectors spanning banking, healthcare, telecommunications, education and civil registries to the Timor Leste delegation.
Zchwantech's presentation was well received with Timor Leste's government officials expressing strong interest and satisfaction in the platform's potential to support the country's E-Governance Roadmap and its Vision 2025 for an inclusive and connected society.
In a nutshell, the system is designed to provide unique digital identifiers linked to biometric and demographic data, thus enabling secure, seamless access to services for over one million citizens.
'This is more than just a digital ID – it's about empowering people, creating transparent institutions and laying the foundation for inclusive digital growth,' commented Zchwantech's chairman Datuk Seow Gim Shen.
'We commend the Timor Leste government's leadership in prioritising national digital transformation and are ready to support Timor Leste every step of the way.'
Reaffirming the delivery of its commitment, Zchwantech,'s executive director Alex Chan Chau Loong described the project as an undertaking where 'vision meets execution'.
'We're turning Timor Leste's Digital Revolution goals into reality. Our Digital ID platform is built to be both agile and rigorously secure, thus ensuring fast deployment while safeguarding citizen trust,' he envisages.
'Critically, it is future-ready for connectivity to ASEAN systems therefore Timor Leste grows hand-in-hand with the region.'
Pilot showcase zone
As part of the proposed phased deployment model, Zchwantech has earmarked Oecusse – Timor-Leste's Special Administrative Region – as the ideal pilot location to launch the Digital ID platform.
The showcase envisions Oecusse as a controlled, scalable testbed that can demonstrate tangible benefits ahead of a full nationwide roll-out.
This pilot concept aligns with Timor Leste's strategy to build confidence in new technologies through live demonstrations, stakeholder engagement and phased adoption across government ministries and institutions.
If adopted, Timor Leste stands to become one of the first ASEAN nations to implement a nationwide digital identity framework powered by biometrics and secure data infrastructure – one which positions the country as a regional trailblazer in digital public service innovation.
The proposed platform supports the country's aspirations toward ASEAN accession while reinforcing national goals for financial inclusion, transparent governance and cross-border digital interoperability.
Backed by a potential investment of up to US$13.8 mil (RM58.2 mil), the platform is ready for full implementation pending government approval and alignment with national procurement protocols. – July 5, 2025

KUALA LUMPUR: Paving the way for Timor-Leste's accession to Asean will be high on the agenda of the bloc's foreign ministers gathering here from July 8 to 11. Foreign Ministry secretary-general Datuk Seri Amran Mohamed Zin said the Asean Foreign Ministers' Meeting (AMM) will ensure the full implementation of decisions made during the 46th Asean Summit to pave the way for Timor-Leste's full membership of the regional bloc. He said Timor-Leste's full membership is expected to take effect at the 47th summit in October. "Timor-Leste's participation in Asean was decided by Asean leaders during the 46th summit in May, and the effective date for its full membership will be during the 47th summit in October. "In the context of this upcoming ministerial meeting, as usual, Timor-Leste will continue to participate as an observer. "The focus at the Asean foreign ministers' level is to ensure the implementation of the decisions made during the 46th summit in May, so that everything is completed before the 47th summit in October so that on the first day of the summit, Timor-Leste will be admitted as a full member of," he said yesterday at a press briefing ahead of the 58th AMM and related meetings. Prime Minister Datuk Seri Anwar Ibrahim had said the Asean had agreed to accept Timor-Leste as a full member , pending the completion of legal requirements under the Asean Foreign Ministers' framework. The 58th AMM and related meetings, will feature 24 ministerial-level meetings, including engagements with Asean dialogue partners and sectoral dialogue partners. In conjunction with the meetings, Malaysia will also host the Fourth Conference on Cooperation among East Asian Countries for Palestinian Development (CEAPAD IV). Co-chaired with Japan and Palestine, the conference will discuss initiatives to support the reconstruction and development of Gaza and Palestine. About 1,500 delegates, including foreign ministers from Asean and the bloc's partner nations, will gather for the high-level meetings, to be held at the Kuala Lumpur Convention Centre.

Malaysia glove demand to rebound in 2H25
KUALA LUMPUR: Malaysia's glove sector demand is expected to rebound in the second half of 2025 (2H25) due to current low inventory levels, said Kenanga Research. The firm said that following slower inventory movement in 1H25 due to the front-loading effects of US customers purchasing from Chinese makers, this could spark a sudden surge in orders. It believes the current concern of Chinese glove makers further lowering average selling prices (ASPs) is overplayed, since the current ASPs of US$15 to US$17 per 1,000 pieces are higher than the previous down-cycle ASP of US$13 per 1,000 pieces. "Anecdotal evidence suggests that despite the impact of tariff-related disruptions, there is only so long customers can hold off making purchases. "If past history is any guide, based on previous down-cycles, Malaysian glove makers' stock prices will start to re-rate once the ASP concerns subside, and demand starts flowing back to Malaysian glove makers," it said. Meanwhile, Kenanga Research said the EU decision and US tariff on Chinese glove makers could benefit Malaysian glove makers. The firm said the potential increase in demand would be an added boost for local glove players on top of expected expansion in the US rubber-glove market. Assuming both EU and US orders flow back to Malaysian glove makers gradually in 2H25, the firm said Malaysia could see an aggregate of 70 billion pieces – 35 billion from the EU and 35 billion from the US. Overall, Kenanga Research has maintained an "Overweight" rating on the sector. It said Malaysian glove stocks are trading at deep value levels, pricing them close to the worst of the down-cycle. "The glove sector under our coverage is currently trading at negative two standard deviations below its historical one-year forward average. "While earnings may remain weak in the near term, structural demand and supply rationalisation offer long-term upside. "We prefer selective exposure to quality names like Hartalega Holdings Bhd and Kossan Rubber Industries Bhd," it added.
