Bhuharathi Revenue Conferences Launched to Resolve Land Disputes Swiftly: Additional Collector Lakshmi Narayana

Gadwal: The government is conducting Bhuharathi Revenue Conferences with the determined objective of resolving land-related issues promptly, said District Additional Collector Lakshmi Narayana.
Participating in the Bhuharathi Pilot Project Revenue Conference held on Thursday at Satharla village in Itikyala Mandal, the Additional Collector addressed the grievances of farmers and citizens directly. During the session, he accepted petitions, inquired about the problems faced by the public, and clarified their doubts regarding land matters.
Lakshmi Narayana explained the policies and features of the Bhuharathi Act, stressing that it was formulated to address the shortcomings of the previous Dharani system. The Bhuharathi law aims to comprehensively resolve the challenges farmers have been encountering under the existing framework. The new legislation was introduced on the occasion of Dr. B.R. Ambedkar's birth anniversary, following extensive consultations with legal experts, scholars, and field officials. He stated that the views and concerns of farmers were incorporated into the law to ensure it reflects their real-world needs.
Revenue teams have been formed to receive and process applications related to land disputes. Importantly, farmers are not required to pay any fee to submit applications during these conferences. Each petition will be carefully examined, and a thorough field-level investigation will be conducted to ensure fair and timely resolution within the stipulated timeframe.
Lakshmi Narayana emphasized that the current pilot project is being implemented in Itikyala mandal, and following its completion, the Bhuharathi Revenue Conferences will be extended to all revenue villages across the district.
He urged all farmers and citizens to make the most of this opportunity to resolve their long-standing land issues.
The conference was attended by RDO Srinivasa Rao, Itikyala Tahsildar Veera Bhadrappa, Erravalli Tahsildar Naresh, other revenue staff, local farmers, and residents.

New Delhi, July 23 (UNI) Congress MP Manickam Tagore today submitted an adjournment motion in the Lok Sabha, demanding an urgent discussion in the Monsoon Session of Parliament, on what he described as a 'blatant and unconstitutional attempt' to deny voting rights to the poor, backward, Dalit, and marginalised communities in Bihar through the Election Commission's Special Investigation Report (SIR) mechanism. In his notice under Rule 56 of the Rules of Procedure and Conduct of Business in the Lok Sabha, Tagore accused the Modi government of misusing the Election Commission to disenfranchise vulnerable sections of society—a move he said amounts to a violation of the fundamental right to vote enshrined in the Constitution and envisioned by Dr. B.R. Ambedkar. 'That this House do adjourn to discuss the dangerous and unconstitutional moves by the Modi Government to use the Election Commission as a tool to systematically disenfranchise the poor, backward, Dalit, and marginalized communities in Bihar by means of the SIR (Special Investigation Report) mechanism, thereby violating the fundamental right to vote granted by the Constitution, as envisioned by Babasaheb Dr. B.R. Ambedkar,' his letter to the Speaker stated. The Congress leader likened the alleged voter purging to 'colonial practices,' where suffrage was limited to the elite. 'This calculated disenfranchisement is reminiscent of a time when only the rich and property-owning classes could vote, while the masses were excluded,' he said. He further alleged that the ruling dispensation was exhibiting a 'Manuwadi mindset' aimed at reversing the gains of social justice and universal adult franchise. 'Under the guise of verifying voter identity and eligibility, official machinery is being misused to strike lakhs of poor voters—particularly from Dalit and backward communities—off the electoral rolls in Bihar. This is not an isolated incident, but part of a larger, disturbing pattern to manipulate the electoral process in favour of the ruling party by excluding sections of society that do not support them politically,' Tagore wrote. He stressed that the right to vote is the cornerstone of Indian democracy, and any attempt to curtail this right amounts to a direct attack on the Constitution. UNI XC AAB

The stage is being set for the commencement of forensic audit into the alleged irregularities in the transactions of Dharani, the integrated land record management system, introduced by the BRS government. After announcing its resolve to conduct a thorough probe into Dharani affairs, the State government has entrusted the responsibility of working out modalities to order a comprehensive probe into the alleged lapses to senior officials. Officials have accordingly finalised terms and conditions ahead of roping in the agency that will conduct the forensic audit. The development follows the spate of grievances registered ever since the enactment of the 2020 Record of Rights Act and introduction of Dharani portal. There were complaints like patta lands being put in the Part-B, the prohibited list, which contained over 18 lakh acres and those about the difficulties faced by landowners by the removal of enjoyment column in the land registration documents. This resulted in mismatch between the extent of land in records and the actual land available on the ground. There are complaints about missing survey numbers as also on lands being registered in the name of others without the knowledge of the actual owners. There were several instances where records were uploaded into Dharani portal without field inspections. 'The agreement is in drafting stage. Conditions have been finalised and vetted. We are awaiting clearance from the Law department for proceeding further,' a senior official told The Hindu. It was decided in principle to handover the responsibility of forensic audit to reputed public sector agencies with expertise in the field. 'We have shortlisted five such agencies,' the official said. According to him, the government will call for expression of interest (EoI) from these agencies once the Law department clears the terms and conditions for the audit. The official however did not respond when asked whether the Kerala Security Audit and Assurance Centre is among the shortlisted agencies.
