
Karachi handles 99pc of country's cargo through roads: Call to shift road freight to railways
KARACHI: Divisional Superintendent Pakistan Railways Mehmood ur Rehman Lakho has said that Karachi handles 99 percent of Pakistan's cargo that needs to be diverted from roads to railways otherwise the city will continue to face deterioration in its road infrastructure caused by the movement of outbound heavy vehicles using the roads of Karachi to reach their destinations in the upcountry.
Exchanging views at a meeting during his visit to the Karachi Chamber of Commerce and Industry (KCCI), Mehmood ur Rehman added that the purpose for his visit to the largest Chamber of country was to explore ways and means for reviving and strengthening rail freight connectivity from Karachi to major industrial and commercial hubs of Pakistan.
'Shifting to rail freight is not only economically beneficial but also environmentally responsible, as rail transport is three times more fuel-efficient than road freight, which in turn reduces carbon emissions, saves foreign exchange on fuel imports, and eases the burden on highways,' he added.
Senior Vice President Zia ul Arfeen, Vice President Faisal Khalil Ahmed, Deputy Division Superintendent Operational PR Hamid Farooq Qureshi, Deputy Divisional Superintendent Rolling Stock PR M Ferhan Awan along with other senior PR Officials and KCCI Managing Committee members attended the meeting.
Divisional Superintendent PR highlighted that Pakistan Railways has taken significant steps to modernize its freight operations over the past decade. Between 2013 and 2015, more than 1,400 new hopper wagons, over 2,000 high-capacity flat wagons, and 55 modern locomotives were inducted into the fleet. These wagons have dramatically increased the payload capacity from an average of 20 tons to 60 tons per wagon, allowing each train to carry over 4,000 tons of cargo.
The Divisional Engineer expressed concern over the delayed implementation of the Main Line-1 (ML-1) project under the China-Pakistan Economic Corridor (CPEC), which was initially envisioned to be a game-changer for the country's rail infrastructure. He said that without ML-1, Pakistan Railways remains constrained in its capacity to deliver long-haul, high-speed cargo services across Karachi, Sukkur, Multan, and onward to the northern zones.
He also informed the gathering that Pakistan Railways is working on ambitious plans to revive international rail freight services connecting Karachi to Moscow via Iran, Turkmenistan, and Kazakhstan — a corridor that would unlock new export markets for Pakistani goods, especially textiles and industrial products.
Mehmood Lakho further shared that Pakistan Railways is now exploring modern logistics models such as multimodal freight movement, dedicated industrial cargo trains for Karachi's export-oriented sectors, and the potential introduction of Roll-on/Roll-off (RoRo) wagons where loaded trucks can be directly transported via train to their destinations, thus bypassing congested highways and reducing fuel and maintenance costs.
He added that the department is ready to work closely with KCCI and its members to identify freight priorities and launch pilot routes connecting Karachi with Lahore, Faisalabad, Multan, Rawalpindi, and Peshawar.
Chairman Businessmen Group (BMG) Zubair Motiwala, while appreciating the visit of the railway officials, described it as a much-needed effort to bridge the gap between Pakistan Railways and the business community.
He stated that Pakistan Railways had historically been the backbone of trade and industrial logistics in the country, but due to neglect, mismanagement, and rising reliance on road transport, the railways had lost its significance. 'As a result, logistics costs have increased dramatically, roads have deteriorated due to overuse, and the entire supply chain has become more vulnerable to disruptions such as fuel shortages, political protests, and highway closures.'
Motiwala emphasized that a strong and reliable freight rail network would bring enormous benefits to Karachi's industries, which are currently suffering from slow inland movement of raw materials and finished goods.
He stated that freight trains are not only cost-effective and timely, but also safer, more secure, and more resilient to external shocks compared to road transport. Karachi's roads, he noted, are severely congested with heavy trucks passing through densely populated areas, creating traffic bottlenecks, pollution, and road damage. Rehabilitating and expanding railway cargo services would drastically reduce the burden on urban infrastructure and improve the efficiency of trade logistics, he added.
Speaking on the occasion, President KCCI Jawed Bilwani underscored the urgent need to revive rail cargo operations as a strategic imperative for Pakistan's economy. He said that Karachi, being the industrial and commercial capital of Pakistan, lacks the road infrastructure to shoulder the logistics burden of the entire country.
With hundreds of thousands of trucks entering and exiting the city daily, the road network has deteriorated beyond repair, and the city frequently experiences supply chain paralysis due to traffic jams, strikes, and fuel-related disruptions.
He noted that countries that maintain low logistics costs, particularly through rail, achieve greater industrial growth and better export competitiveness. He strongly advocated for launching dedicated cargo trains to and from Karachi's industrial zones, which are home to the nation's leading exporters.
He stressed that Pakistan Railways must explore operational models that include the introduction of Roll-on/Roll-off wagons to transport entire trucks by train, the revival of the Karachi Circular Railway (KCR) not only for passengers but also for freight, and the rationalization of excessive and unaffordable charges imposed on industrial rail crossings and private sidings.
Bilwani proposed the formation of a joint working committee between KCCI and Pakistan Railways to develop and oversee freight service pilots, align schedules with port timings, resolve customs clearance challenges at dry ports, and ensure sustained engagement between public and private stakeholders.

Yuan lower on weak industrial data
HONG KONG: China's yuan slipped from a seven-month high against the dollar on Friday, weighed down by disappointing industrial profit data, but progress in US-China trade negotiations eased some of the pressure. Data showed China's industrial profits swung back into sharp decline in May from a year earlier, as factory activity slowed in the face of broader economic stress and a fragile trade truce with the United States. By 0345 GMT, the yuan was 0.04% lower at 7.1702 to the dollar after trading in a range of 7.1692 to 7.1747. In the previous session, the yuan strengthened to a high of 7.1565 per dollar, the strongest since November 8. Prior to the market opening, the People's Bank of China set the midpoint rate at 7.1627 per dollar, 144 pips firmer than a Reuters' estimate. The spot yuan is allowed to trade 2% either side of the fixed midpoint each day. Separately, China's trade-weighted CFETS yuan basket index fell to 95.36 in early trade, its lowest level since January 4, 2021, based on Reuters estimates. Despite China's cloudy macroeconomic outlook, the yuan found some support thanks to a weakening US dollar amid growing market concerns about the Federal Reserve's independence, and some silver linings in the Sino-US trade war. The yuan is up 0.4% against the dollar this month, and 1.8% firmer this year.

Pakistan's engineers get recognition in China under landmark pact
ISLAMABAD: Engineers are widely regarded as the backbone of any nation's development by designing the infrastructure, technology, and systems that power modern life. Yet in developing countries like Pakistan, despite their qualifications, skills and tireless contributions, engineers have long struggled to attain the recognition, status, and opportunities they deserve both at home and abroad. In this context, the landmark Mutual Recognition Agreement (MRA) signed between the Pakistan Engineering Council (PEC) and the Chinese Society of Engineers (CSE-CAST) is nothing short of a breath of fresh air and for many in Pakistan's engineering community, a long-awaited breakthrough. The agreement formally grants PEC-registered engineers the right to work in China without undergoing additional assessments or licensing exams, offering not just jobs but validation, dignity, and a gateway to global practice. It's a game-changer—one that lifts the weight of years of structural limitations and unlocks doors to some of the world's most advanced and demanding engineering sectors. With just a PEC registration in hand, Pakistani engineers can now contribute to mega-projects across energy, smart infrastructure, ICT, and research in China, and by extension, across many Belt and Road Initiative (BRI) member countries-without navigating complex administrative processes or licensing obstacles. The agreement, signed recently in Chengdu, is not just a bilateral formality-it is a powerful endorsement of the technical caliber of Pakistan's engineering community. It places Pakistani engineers on equal footing with their Chinese counterparts and sends a strong message of trust, mutual respect, and professional parity. This breakthrough is largely attributed to the proactive vision and diplomatic engagement of the PEC Governing Body (2024–2027), which has made global recognition a cornerstone of its reform agenda. The leadership's strategic foresight has translated into a rare moment of international validation for Pakistan's engineering standards. 'This agreement is a clear vote of confidence in Pakistan's engineers,' said Engr. Waseem Nazir, Chairman of PEC. 'It reinforces our mission to raise the standing of Pakistan's engineering profession on the global stage. It will not only help our youth access better opportunities abroad but will also promote Pakistan as a hub of reliable technical expertise.' Beyond symbolic recognition, the agreement has practical and far-reaching implications. Degrees from PEC and CEEAA-accredited institutions will now be accepted in both countries without revalidation. The scope of practice is wide-allowing licensed engineers to participate in a range of infrastructure and innovation sectors, provided they comply with local regulations and codes of ethics. A joint PEC–CSE working group will handle professional oversight, continuous professional development (CPD) programs, and credential verification. This is a historic opening for Pakistani engineers among many of whom have the talent and ambition but lacked the international channels to fully utilize their skills. As engineers cross into Chinese markets, their presence will not only boost Pakistan's service exports and remittance inflows but also elevate the country's image as a source of world-class human capital. The timing of this breakthrough is deeply aligned with the broader institutional reforms PEC has been pursuing under Engr. Waseem Nazir's leadership.

Chinese IPPs face Rs500bn in unpaid dues
ISLAMABAD: Chinese Independent Power Producers (IPPs), established under the China-Pakistan Economic Corridor (CPEC) framework, are still grappling with delayed payments, with total outstanding receivables having reached approximately Rs 500 billion ($1.72 billion). Of this amount, Rs 450 billion ($1.5 billion) is owed by the Central Power Purchasing Agency-Guaranteed (CPPA-G), which has been unable to clear the dues due to ongoing financial and foreign exchange constraints. The Chief Executive Officers (CEOs) of various Chinese coal-fired IPPs—including Port Qasim, China Hub, and Sahiwal power plants—as well as wind power projects, have repeatedly written to authorities requesting payment clearance. However, the responses received have reportedly left them dissatisfied. Similarly, the National Grid Company (formerly NTDC) has failed to clear overdue payments owed to the 660 MW Pak Matiari–Lahore Transmission Company (Pvt.) Ltd. (PMLTC). Overdue payment issue: PQEPC threatens to suspend plant operations Recently, PMLTC President and CEO, Xiong Feng, addressed a letter to the Managing Director of the National Grid Company. In the letter, he referred to the legally binding Transmission Services Agreement (TSA) signed on May 14, 2018, specifically highlighting Section 9.5 (Payment), which stipulates that invoices must be paid within 30 days of receipt. 'Despite these explicit terms,' the CEO noted, 'NGC (formerly NTDC) is still in the process of settling the invoice for December 2024, which became overdue on January 31, 2025. In addition, invoices for January, February, March, April, and May 2025 remain outstanding and unpaid. 'As a result, the total amount payable to PMLTC under the TSA has ballooned to Rs 55.071 billion (exclusive of sales tax), with Rs 47.076 billion now long overdue, including interest on delayed payments. 'We have repeatedly emphasized the critical importance of making full and timely payments under the TSA,' Mr. Xiong wrote. 'PMLTC must meet various operational costs necessary for the continuous and stable operation of the HVDC project.' The letter further states that PMLTC has suffered financial losses and other negative consequences due to NGC's continued defaults in meeting its payment obligations. It calls on NGC to take immediate corrective measures, indemnify the company, and prevent further losses. 'In light of the prolonged delays and the extremely low rate of daily payments in recent months, we request NGC/CPPA-G to accelerate payments under the outstanding invoices by increasing the daily payment rate,' the CEO urged. 'Strict adherence to the payment terms of the TSA is crucial to avoid disruptions in the HVDC project's operation.' According to sources, the Government of Pakistan may release some payments to Chinese IPPs ahead of Prime Minister Shehbaz Sharif's expected visit to China in August or September 2025. Currently, Rs 5 billion has been disbursed to Chinese IPPs through an Escrow Account established following extensive negotiations with Chinese stakeholders and the government.
