CM's domicile policy announcement triggers political slugfest
CM Nitish Kumar on Monday announced domicile policy in the appointment of teachers in the state. The teacher aspirants had been demanding domicile policy in Bihar and threatened the govt with the slogan of 'No domicile, no vote' in the assembly elections due in Bihar later this year.
Student leader Dilip said this is the victory of students. "Heartfelt thanks to the CM of Bihar," he said.
But RJD leader Tejashwi Prasad Yadav, in a sarcastic post on X wrote: "It is a matter of immense happiness that the ideologically bankrupt NDA govt, which used to outright reject our demand for implementing the domicile policy in Bihar, is copying our announcement like our other schemes.
It is clear that this copycat NDA govt has no policy and vision of its own. The govt is dancing to our tunes, demands and announcements.
"
Tejashwi further said, "Be it the issue of social security pension, free electricity unit, govt jobs, increase in honorarium of cooks, night watchmen and physical education and health instructors, ASHA and Mamta workers or formation of youth commission, this govt of 20 years has copied our every announcement, scheme, vision and demand and hastily announced these in the election year.

This fear of the opposition is good for them.
"
Reacting to the RJD allegations, JD(U) state chief spokesperson Neeraj Kumar said the Nitish govt has implemented domicile in the interest of the state. Taking a dig at the RJD, he said, "We have taken this decision in the interest of Bihari youth. Now the opposition, especially the RJD, should implement it in politics. Rajya Sabha nomination (Sanjay Yadav) was brought from Haryana.
The rights of the youth of Bihar were usurped.
They called from Singapore (Rohini Acharya) and gave tickets but did not care about the daughter living in Bihar. One who can have two voter cards will surely have double standards in his words," Neeraj said.
But Prashant Kishor of Jan Surraj Party said the implementation of domicile is a victory of democracy and the people of Bihar.

Never defeated nor can I ever defeat the ‘soul of J'khand': Peter
Jamshedpur: JD (U) leader Gopal Krishna Patar alias Raja Peter, who made history by defeating the then chief minister Shibu Soren in the by-election to the Tamar assembly seat in 2009, expressed deep regard for "the soul of Jharkhand". Recalling his by-poll win, which caused Shibu to lose his CM's chair, Peter (63) said, "In parliamentary democracy, elections are a method to judge people's support. Whichever candidate gets the majority wins the poll, and the same happened with me. I never defeated Guruji, nor can I ever defeat him. Guruji is the soul of Jharkhand. He was not an ordinary politician but a guardian of the state." "There were no differences or animosity between Guruji and me during the run-up to the by-poll or after the poll results. Guruji was required to be a member of the house to remain the CM. Hence, after taking the oath in the assembly as a member of the house, I had said on the floor of the house that I was ready to quit the membership so that he could re-contest from Tamar and get elected as MLA," he added. Peter said, "Guruji was an institution where you learnt how to fight oppression. An overwhelming part of his social and political journey was his constant struggle to raise the voice of the oppressed and downtrodden Adivasis. But he never harboured ill-will against opponents. It is easy to be a politician but difficult to be Guruji." Paying his tributes to the departed soul, Peter said Guruji is still alive for him and will continue to guide him in his journey as a 'jan sevak'.

‘Unavoidable Reasons': Rahul Gandhi And Tejashwi Yadavs Joint Bihar Rally Postponed
New Delhi: The much-anticipated 'Vote Adhikar Yatra' of Rahul Gandhi and Tejashwi Yadav, originally scheduled to begin on August 10 in Bihar, has been postponed due to unforeseen circumstances. The Rashtriya Janata Dal (RJD) officially announced the postponement through a letter (No. 168, dated August 4, 2025) issued by its state office, citing "unavoidable reasons" behind the decision. The death of a former Chief Minister of Jharkhand is believed to be the primary reason behind the deferment, sources said. The party has urged supporters and officials to consider the previous schedule cancelled until a new date is announced. The revised schedule of the yatra will be communicated in due course. As per the earlier plan, the first phase of the yatra was to commence from Sasaram in Rohtas district on August 10 and culminate in Narpatganj in Araria district on August 19, covering several districts across Bihar. Jointly organised by Congress and RJD, the yatra was being projected as a people's movement for voter rights and a direct protest against the controversial Special Intensive Revision (SIR) process of the Election Commission. The two opposition parties also planned to use this platform to attack both the Modi government at the Centre and the Nitish Kumar government in Bihar on various election-related issues. Leaders from both parties had termed the yatra as the beginning of their electoral campaign for the upcoming Bihar Assembly elections. It was designed not only to voice opposition to recent electoral roll deletions under SIR but also to galvanise support and re-energise the Mahagathbandhan cadre ahead of the polls. Party insiders said the announcement of the yatra had already created a buzz within the alliance, with grassroots workers and ticket aspirants gearing up to participate in large numbers. For many local leaders, it was a crucial opportunity to showcase strength and influence in front of top leadership Now, with the program postponed, political attention will shift to the rescheduled dates, which are expected to be strategically aligned with future election planning and regional developments.

Nitish Kumar Announces Domicile Policy For Teachers' Recruitment In Bihar
Patna: In yet another populist move in the run-up to the Bihar Assembly elections, Chief Minister Nitish Kumar on Monday announced a 'domicile policy' in recruitment of government teachers. The CM, however, did not specify what percentage of recruitments was to be reserved for those born and raised in the state. "The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (domicile) of Bihar in the recruitment of teachers," Kumar said in a post on X. The NDA government in Bihar recently announced a slew of populist schemes, including 125 units of free electricity per month, hike in honorarium for several categories of support staff in government schools, increase in incentives for ASHA workers, reserving for "residents of the state" the 35 per cent quota for women, rise in social security pension and establishment of separate commissions for youths and sanitation workers. In the X post, Kumar said, "Since the formation of the government in November 2005, we have been continuously working to improve the education system. A large number of teachers have been appointed to strengthen the education system," he said. This will be implemented from the Teachers Recruitment Exam (TRE)-4, which will be conducted this year, while TRE-5 will be held in 2026, the chief minister said. Instructions have also been given to conduct Secondary Teachers Eligibility Test (STET) before the organisation of TRE-5, he said. Recently, amid growing clamour for a 'domicile policy' in Bihar, the Bihar Cabinet ordered that a quota of 35 per cent for women in government jobs will be restricted to only 'permanent residents' of the state. In 2016, the state government introduced 35 per cent reservation for women in government jobs in the state at all levels. Notably, the state has been witnessing attempts at public mobilisation on the issue of domicile, ahead of assembly elections. Leader of Opposition Tejashwi Yadav has promised '100 per cent domicile' if the RJD comes to power. Union minister Chirag Paswan also came out in support of the demand for domicile a couple of days ago, but called into question the RJD's commitment to the issue. A large number of job aspirants staged a protest in Patna on August 1, demanding the implementation of a domicile policy in government jobs and had blocked movement of traffic.
