Political parties debate eThekwini's R1. 75 billion waste management strategy

Political parties in the eThekwini Municipality had mixed views on the Cleansing and Solid Waste (CSW) unit Turnaround Strategy, on Tuesday.
The CSW unit updated the eThekwini Municipality Executive Committee (EXCO) on its strategy which is expected to cost approximately R1.75 billion over 10 years, with funding mobilised through reprioritisation, cost optimisation, and leveraging national reform-linked grants.
The CSW reported that mounting financial deficits, declining infrastructure reliability, and growing service delivery backlogs have rendered the current solid waste business model unsustainable.
The municipality stated that the turnaround strategy for the CSW was developed in alignment with the National Treasury's Metro Trading Services Reform (MTSR) framework. The deadline for the submission is 31 July 2025 with a special council meeting scheduled for Monday.
The strategy identifies a clear trajectory for reform under the three-phase national model: stabilise, recover, and transform.
The municipality has found that the current waste service value chain is highly linear, with over 98% of waste landfilled and minimal diversion.

According to the municipality, the strategy introduces seven strategic focus areas (SFAs), each aligned with specific goals and causes of underperformance. One of them is the Single Point of Accountability (SPoMA) which will establish a dedicated, ringfenced utility structure for CSW with clear leadership and delegated authority.
Councillor Nkosenhle Madlala, ANC Exco member, stated that the ANC caucus supported the strategy including the institutional and governance roadmap and the business and investment plan.
'We recognise that this strategy is a key step towards transforming the unit into a more efficient, financially sustainable, and environmentally responsible service – all under clear and accountable leadership,' he said.
Madlala said that the ANC appreciates that the strategy aligns with the Treasury's MTSR, which aims to professionalise and strengthen municipal trading services.
'We note and support the development of the Performance Improvement Action Plan due in April 2026, which will help unlock much-needed funding through the Urban Settlements Development Grant. The ANC believes regular progress updates are essential. We support the decision to keep this matter as a standing item on the Committee's agenda to help address any gaps and monitor progress,' Madlala said.
Madlala encouraged the CSW to continue working towards cleaner communities and improved service delivery.
Andre Beetge, DA Exco member, said the DA supports the strategy that aligns with the prescriptive guidelines of National Treasury, by implication forcing compliance on the metro.
'We, however, remain in amused speculation on the political will to implement. This against the backdrop of recent Auditor General and Internal Audit reports, wherein the city's water and sanitation strategy was acknowledged, yet with implementation and outcome reporting being extremely vague and questionable,' Beetge said.
He added that a strategy doesn't keep the streets clean, the gutters clear, the oceans uncontaminated, the landfills operational, or the compactors available.
'It is competent people willing to do what needs to be done without corruption, political interference or personal hindrance,' Beetge said.

They have deemed it to happen for two weeks. "Unfortunately, we had a number of commitments from a number of pilots to be able to cover our schedule today. "We continue to approach them (the negotiations) with good faith. At this stage, we are still quite far apart. Unfortunately, the unions' demands are very high. They have been speaking about a demand of a 10 percent increase in salaries," said Gordon. "Actually, when one considers the full cost-to-company, that's more than 20.1 percent, which at the back of R1.8 to R2 million salary, which puts pilots within the top one percent of earners in this country, you can understand that it is just an untenable position. Earlier, IOL reported about the long queues formed at the FlySafair counters on Monday morning as the airline grappled with industrial action. In an interview with IOL at OR Tambo International Airport, Solidarity's deputy general-secretary, Helgard Cronje, said operations have been impacted by the labour impasse between FlySafair and the union, which Solidarity said has resulted in workers being blocked from working. Solidarity is the union representing FlySafair's pilots. 'Technically, it was not our industrial action, but it was the company's lockout. Be that as it may, what we have determined is that if our members are not there, there is definitely an operational impact on the company. 'Many flights were cancelled, many people were told to buy new tickets or to reschedule their flights. There is a definite operational impact if our members aren't at work. Technically, as I have said, it wasn't necessarily Solidarity's industrial action, because the company locked us out. They are locking us out at this stage.' Cronje told IOL that on Thursday, Solidarity gave FlySafair notice for a one-day strike, basically to get them back to the negotiation table. 'The CCMA (Commission for Conciliation, Mediation and Arbitration) immediately contacted us, and we responded to the CCMA and said we are willing to speak and go back to the negotiation table,' he said. In spite of the fact that we announced the strike, they did not respond. What they did is, on Friday, they gave a lockout notice of seven days, which means our members are not able to come and work, because they are not allowed to work by FlySafair.' One student who opted not to be identified said he was scheduled to travel to Cape Town, but his flight has been cancelled. He has been put on standby for a flight on Tuesday. 'I have been told that there is no flight today and I must come tomorrow (Tuesday). I am not guaranteed a flight, they said I am on standby. I was told to return to the OR Tambo International Airport at 6am. This has been frustrating,' he said. Business Report has recently reported that FlySafair is poised for significant flight disruptions in the next two weeks following the decision to lock out around 200 pilots for seven days on the back of industrial action starting on Monday. This drastic move comes on the heels of an overwhelming 90% of the airline's pilots voting in favour of a strike over a wage dispute, igniting a standoff that could see the aviation landscape of South Africa affected for up to two weeks. The FATF Africa Joint Group will visit South Africa on July 29 and 30, 2025, to verify progress made in strengthening the country's anti-money laundering and counter-terrorism financing systems. IOL previously reported that the country was placed on the greylist due to its failure to adhere to the FATF's requirements in dealing with anti-money laundering (AML) and combating financing of terrorism (CFT). This visit is the final requirement before the FATF decides at its October plenary whether the country can be removed from the greylist. Since being greylisted in 2023, the country has worked hard to complete 22 action items required by the FATF These include improving investigations and prosecutions of serious money laundering and terrorist financing cases, enhancing transparency around company ownership and enforcing stronger penalties for violations. In a written response to the story that the Independent Media published last week, the city's spokesperson, Gugu Sisilana, said the municipality was not aware of differing quantities being placed across suppliers; therefore, dismissing the assertion of wasteful expenditure. Sisilana said the procurement process is still ongoing. 'The allegations of wasteful expenditure, which are not corroborated by any evidence, are not true. This is due to the fact that the procurement process for electricity meters is still ongoing through the Supply Chain Management process. Independent Media also saw purchase orders matching the companies on the city's website. Sources within the municipality have described the decision to award all the companies as an attempt to avoid awarding the tender to a qualified supplier with the lowest quote. The source said the only possible reason for this was that the officials wanted kickbacks from the highest bidders. In May 2024, the National Treasury approved the RT29 national transversal for smart metering. The Treasury approved seven companies for the city to choose from when buying these smart meters. In the purchase orders, the city ordered 2,000 smart meters from a particular supplier, which cost R2,591 per unit, whereas the other supplier's unit price was R1,645. One provider charged R2,218 per item, while the other charged R1,811. The city had to pay R5.9 million for 2,000 smart meters from the highest-priced supplier, which likewise had a unit price of R2,600. The source said the city also ordered non-smart meters for R1,996 per unit, which totalled R4.5 million for 2,000 units. It is not clear why the city needed non-smart meters and which customers will be supplied with them, whereas others use smart meters. Among the companies are two giant cellular network companies. In contrast to non-smart meters, which require personnel to physically visit the site and disconnect when consumers have circumvented them or established unauthorised connections, smart meters may be switched off by city officials from the office, the source claimed. 'This is another wasteful expenditure the city has incurred, and there is no valid reason why the officials chose to purchase the same product with the same quality from different suppliers with varying prices. Surely, there is something fishy,' said the source. The municipality has been in the headlines for incurring costs that many view as wasteful, stemming from court cases it has lost. It was recently forced to pay a supplier more than R20 million, which was an interest that had accumulated from the court appeals it had finally lost. The supplier had initially demanded R30 million, which the city disputed but lost the appeal.
