The report, 'Towards Resilient and Prosperous Cities in India', prepared in partnership with the ministry of housing and urban affairs, warns that economic losses from climate events are set to rise dramatically if cities fail to act urgently. Around 20% of working hours in major Indian cities could be lost due to high heat stress conditions," the report says, as per news agency PTI. The World Bank estimates that an investment of $150 billion over the next 15 years could help 60% of existing Indian cities implement effective flood mitigation measures. Heat mitigation alone, it adds, could increase India's GDP by up to 0.4% and save as many as 130,000 lives annually by 2050. Calling for urgent fiscal recalibration, the report warns that current urban infrastructure spending, at just 0.7% of GDP, is 'much lower than other countries' and must increase substantially. Between 2011 and 2018, India's average annual spending stood at $10.6 billion, a fraction of what will be needed in the decades ahead. "This is both a challenge and an opportunity," said Auguste Tano Kouame, World Bank Country Director for India, as quoted by PTI. "Without timely action, climate risks such as flooding and extreme heat will become much more severe." The report also notes that India's urban population stood at 480 million in 2020 and is expected to double to over 1.1 billion by 2070. "More than 144 million new urban homes will be required, doubling the current housing stock,' it states. Hence, to mitigate these risks, the World Bank estimates that India will need to invest $2.4 trillion by 2050 and $10.9 trillion by 2070 across sectors such as housing, public transport, solid waste management, and municipal services. To close the massive infrastructure gap, the report urges tapping into private capital through mechanisms such as green bonds, blended finance, and access to international climate funds. It also calls for greater financial autonomy for urban local bodies and improved project planning capacities to attract such investments. The findings come just months before COP30, the global climate summit, where countries are expected to present updated national climate action plans, known as Nationally Determined Contributions (NDCs). As per PTI, while only 25 nations, representing just 20% of global emissions, have submitted their NDCs so far, India's plan will be key to testing its climate leadership and sustaining the goals of the Paris Agreement.

Bhopal: MP Cabinet on Tuesday has approved renovation and modernisation of the 115 MW Gandhi Sagar and 175 MW Rana Pratap Sagar hydroelectric plants, operating under the Madhya Pradesh Power Generating Company Limited, said the Urban development minister Kailash Vijayavargiya. He was addressing the media persons after the Cabinet meeting. "Approval was granted for a revised estimated cost of Rs 464.55 crore for the renovation and modernisation of all five units (5x23 MW) of the Gandhi Sagar plant. Approval was also granted for the estimated cost of Rs 573.76 crore for the renovation and modernisation of the four units (4x43 MW) of the Rana Pratap Sagar plant in Rajasthan," he said. Both projects will be jointly funded by Madhya Pradesh and Rajasthan in a 50:50 ratio, with Madhya Pradesh's share of Rs 127.06 crore. The Cabinet also approved a new 'Data Strengthening Scheme' under the planning, economics and statistics department for timely collection and analysis of statistical data. Such LLPs, which have emerged as a convenient investment vehicle over last decade, will have to shell out more tax on their profits from sale of securities if the new Bill is enacted in its present form. Sensing the impact it could have on influential groups, tax professionals are awaiting the final stand that lawmakers take and the extent to which the suggestions of a select committee are factored in before the Bill becomes an Act. According to Bhavin Shah, partner, PwC India, 'The select committee has acknowledged the potential unintended consequences that may arise if AMT is made applicable to non-corporate assessees who have not claimed specified exemptions. Suitable clarifications should be incorporated in this regard to provide certainty and reduce litigation on this unintended change in legal position especially for partnerships and LLPs.' Like LLPs, partnership firms would also be impacted by the proposed application of AMT. But LLPs offer greater flexibility. Governed by the Limited Liability Partnership Act, 2008, LLPs let the partners run the business without risking their personal assets from the LLPs' debts and obligations. 'The imposition of AMT under the proposed I-T Bill 2025 on partnership firms and LLPs that haven't claimed specific deductions will have a direct financial consequence in contrast with the present I-T Act, 1961. By increasing their tax liability by 6%, it could put these entities at a clear disadvantage. Such a move could undermine the attractiveness of firms and LLPs for startups and family offices in India, which may not align with the ongoing efforts to develop India as a prominent financial hub,' said Ashish Karundia, founder of the CA firm Ashish Karundia & Co. LLPs were brought under the purview of the AMT in the Finance Act, 2011. Like minimum alternative tax (MAT)—which is applicable for corporates and was reintroduced in 1996—is calculated after certain additions and deductions to the regular taxable income. It is widely believed that once the implications of the new Bill sink in, the suggestion to bring all kinds of LLPs under the AMT net could trigger active lobbying by Corporate India as large shareholders and ultra-HNIs would try to resist the change.
