Guru Tegh Bahadur Chair at Punjabi University suffers neglect amid funding row

Time of India3 days ago
Patiala: As Punjab and the Shiromani Gurdwara Parbandhak Committee (SGPC) clash over the commemoration of Guru Tegh Bahadur's 350th martyrdom anniversary, concerns are mounting over the severe neglect and underfunding of the Sri Guru Tegh Bahadur National Integration Chair at Punjabi University, Patiala.
Established in 1993 as the National Integration Chair and renamed in 2005 to honour the ninth Sikh Guru, the Chair was intended to promote research and awareness of Guru Tegh Bahadur's philosophy, sacrifice, and teachings. However, it has suffered from severe underfunding and administrative apathy over the years.
From 1993 to 1996, the Chair was independently headed by Prof H S Deol. Since then, it operated under ad hoc arrangements, with additional charge handed to university faculty due to persistent financial constraints.
In 2024, the Chair was formally attached to the history department, with its head Dr Sandeep Kaur serving as its in-charge.
"Two books have been published focusing on Guru Tegh Bahadur's life and teachings, and a third is expected to release around the 350th martyrdom anniversary. We have also conducted 14 annual lectures under the Shaheed Nanak Singh Memorial Lecture series, and a week-long workshop was held in 2013," Dr Kaur said.
Former in-charge Daljit Singh, who served for eight years, said eight books were published during his tenure.
Yet, faculty members lament the Chair's lack of autonomy and consistent financial backing. "Only an initial grant of about Rs 5 lakh was allocated by Delhi Sikh Gurdwara Management Committee in 2005, with no fresh funds sanctioned thereafter," a senior professor said. "A dedicated head and proper funding could have vastly amplified its impact, particularly for research on Guru Tegh Bahadur's travels," the professor added.
Despite recent eagerness to commemorate the Guru's martyrdom, a university delegation's oral request for funding was reportedly denied.
Punjabi University vice-chancellor Dr Jagdeep Singh confirmed efforts to secure support. "We have written to the central govt requesting a grant of around Rs 10 crore and also sought Rs 5crore from the state govt to revive the Chair and support research," he said. "However, since the Chair was originally established by the Centre, funding has become entangled in Centre-state dynamics," he added.

₹3,300 cr paid to Uttarakhand farmers under Kisan Samman Nidhi: CM Dhami

Uttarakhand Chief Minister Pushkar Singh Dhami on Saturday said with the release of the 20th installment of the Pradhan Mantri Kisan Samman Nidhi, an amount of more than Rs 3,300 crore has been provided to the farmers of the hilly state so far. Virtually taking part in a programme in Varanasi where Prime Minister Narendra Modi on Saturday digitally transferred a total amount of more than Rs 20,500 crore to the accounts of 9.70 crore farmers of the country under the 20th installment of the scheme, Dhami said with this, an amount of Rs 184.25 crore was transferred to over eight lakh beneficiary farmer families of Uttarakhand. It takes the total amount paid so far under the scheme to the farmers of Uttarakhand to Rs 3,300 crore, he said. After 2014, historic steps have been taken for the welfare of farmers across the country. The prime minister is continuously working to double the income of farmers and raise their standard of living, he said. By increasing the minimum support price on major crops, the farmers are being provided a fair price for their crop. Through the Pradhan Mantri Fasal Bima Yojana, the farmers are also being provided security cover for losses caused by natural disasters, crop diseases and pests, he said. Through the Soil Health Card scheme, by scientifically examining the soil of the fields, farmers are also being informed about the deficiency of nutrients and necessary fertilisers, which is improving both the quality of their produce and the fertility of the land. The chief minister said that under the guidance of Prime Minister Modi, the state government is continuously working for the upliftment and prosperity of the farmers of the state. Loans up to Rs 3 lakh are being made available to farmers in the state without interest. Up to 80 per cent subsidy is also being provided through the Farm Machinery Bank Scheme for purchasing agricultural equipment. Irrigation from canals has been made completely free in the interest of farmers. A provision of Rs 200 crore has also been made for the construction of polyhouses to increase the income of farmers. Along with providing a bonus of Rs 20 per quintal to farmers on wheat purchase, the price of sugarcane has also been increased by Rs 20 per quintal. The chief minister said that many important schemes like the new apple policy, kiwi policy, State Millet Mission and Dragon Fruit Policy have been implemented by the state government at a cost of Rs 1,200 crore. Under these policies, a subsidy of up to 80 per cent is being provided to farmers to promote horticulture.

6k farmers got Rs 24cr aid under PM Kisan Samman: Sawant

1 2 Bicholim: Chief minister Pramod Sawant said on Saturday that so far, around 6,000 farmers in Goa have received Rs 24 crore under the Pradhan Mantri Kisan Samman Nidhi Yojana. On Aug 2, another Rs 1.2 crore will be deposited in the farmers' bank accounts, with each farmer receiving Rs 1.2 lakh by Saturday, he said. Sawant was addressing farmers at a special programme under the Pradhan Mantri Kisan Samman Nidhi Yojana at Ravindra Bhavan, Sanquelim. 'Today, while giving these farmers a dignified life, credit card facilities have been provided by which any farmer can take a loan of at least Rs 1 lakh from banks without mortgaging their farms. If any bank is refusing to give this loan to farmers, they should directly contact the divisional agriculture officer in their area or their office and get a loan for themselves,' he said. The CM said the income from Goa's horticulture sector has significantly increased. Goa is now exporting vegetables instead of importing them, which is a major achievement of this govt that respects and supports farmers. Around 16,000 farmers in Goa were registered under the Kisan credit card. However, after 10,000 cards were cancelled due to clan land issues, now only around 6,000 farmers benefit from central govt schemes, he said. He also said govt is implementing schemes to modernise and support farmers, and many are taking advantage of these schemes. Many youth are focusing on various courses in the agricultural sector, implementing various experiments in agriculture.
