Parliament passes 2025 and 2026 Appropriation Bill with support from DA, IFP, ActionSA, other parties

The 2025 and 2026 Appropriation Bill for all departments has been passed, with support from the DA, PA, IFP, ActionSA, BOSA, Rise Mzansi, among others, while the MK Party, EFF, and ATM rejected the bill.
The announcement was made during a sitting at the Cape Town International Convention Centre on Wednesday.
The sitting included the tabling of the Standing Committee on Appropriations' report, a debate, departmental budget votes, and the second reading of the bill - the final step required to pass the national budget.
Voting was conducted manually, with party whips announcing how their members voted.
Individual MPs were allowed to indicate if they wished to vote differently from their party, though none did.
A quorum of 201 MPs was required for the vote, as the National Assembly consists of 400 members.
The Appropriation Bill needed a simple majority - at least 201 votes to pass.
The African National Congress (ANC), which holds 159 seats, was joined by the DA with 87 seats, IFP 12, Patriotic Alliance with 9, Freedom Front Plus with 5, ActionSA with 5, African Christian Democratic Party with two, United Democratic Movement with two, Rise Mzansi with two, BOSA with two, Al Jama-ah with one, Pan Africanist Congress with one, and GOOD Party with one in supporting the bill.
The final vote tally was 262 in favor, 90 against, and no abstentions. The bill was then approved.
Among the votes against were MK Party with 51 votes), EFF with 36, ATM with one, National Coloured Congress with one and United Africans Transformation with one.
A minor controversy arose during the voting process when Al Jama-ah leader Ganief Hendricks claimed both party members were present and had voted. It was later revealed he was alone.

EFF MP Marshall Dlamini called for Hendricks to be referred to the ethics committee for allegedly misleading the House.
Deputy Speaker Annelie Lotriet responded that it was inappropriate to accuse a member of lying without due process, stating Dlamini's comment breached parliamentary rules.
Earlier in the session, EFF MP Omphile Maotwe said the party would reject the bill, accusing DA federal chairperson Helen Zille of using the national budget as a political weapon within the Government of National Unity (GNU).
'For the supervisors in the government on neoliberal unity, led by the chief supervisor Ms. Helen Zille, the budget is the tool to fight political squabbles,' Maotwe said.
The DA had previously threatened to block the bill unless President Cyril Ramaphosa took action against then-Higher Education Minister Dr. Nobuhle Nkabane, whom the party accused of misleading Parliament over appointments to Sector Education and Training Authority (SETA) boards.
Ramaphosa dismissed Nkabane earlier this week, appointing former Deputy Minister Buti Manamela as her replacement, and named former KwaZulu-Natal Premier Dr. Nomusa Dube-Ncube as the new deputy minister.
The DA said it supported the bill following these changes.
Lotriet formally announced the results: 'The results are as follows: Yes 262, No 90, no abstentions.'
She then ordered that the bill be read for the first time.

This move comes after allegations of corruption were made by KwaZulu-Natal police commissioner Nhlanhla Mkhwanazi. The EFF contends that Ramaphosa does not have the constitutional power to put a cabinet minister on leave of absence, instead suggesting he should relieve Mchunu of his duties. Next Stay Close ✕ Mkhwanazi accused Mchunu of interfering with sensitive police investigations and colluding with businesspeople to disband the Political Killings Task Team in KwaZulu-Natal. In response, Ramaphosa established a Judicial Commission of Inquiry to investigate these allegations, which is expected to take between six to twelve months. Mchunu has been placed on leave of absence with Professor Firoz Cachalia appointed as acting Minister of Police effective August 1. In the letter sent by England Slabbert Attorneys on behalf of the EFF, the party highlights several points that include the lack of constitutional power. 'The President does not have the power under Section 91(2) of the Constitution to place a Minister on leave. 'A Minister without powers or functions is unlawful as the Constitution requires Ministers to be assigned powers and functions. 'Placing Mchunu on special leave while he continues to draw a ministerial salary, alongside appointing an acting Minister, is seen as an abuse of state resources,' the letter read. "The decision is not only illegal, it is also a flagrant abuse of state resources. It allows Senzo Mchunu to continue drawing a full ministerial salary under the guise of 'special leave'...' the letter continued. The Red Berets demanded that Ramaphosa provide certain information by Monday, July 21, regarding Mchunu's powers and functions during his leave; the pecuniary benefits Mchunu will receive; and the rationale behind the decision to place Mchunu on leave or face further legal action. The letter further asked for reasons why the President placed Mchunu on leave and the reasons why the President, in light of Mkhwanazi's allegations, decided not to dismiss Mchunu. Presidency spokesperson Vincent Magwenya did not respond to questions whether the president was preparing to challenge the EFF's court action. The MKP also intends to draft papers for a Constitutional Court challenge against Ramaphosa's decision while the DA has expressed concerns about the decision, emphasising the need for accountability and warning that commissions of inquiry might be used to delay action. Meanwhile, the DA confirmed that the criminal case the party lodged against Mchunu last week was under investigation. In a statement this week the party's deputy Chief Whip in Parliament, Baxolile Nodada, said a senior Lieutenant Colonel has been assigned as investigating officer in the criminal matter against Mchunu, marking the seriousness with which the SAPS is treating the case. 'The DA has provided the SAPS with a full account on the affidavit of the conduct of Minister Mchunu, for them to begin their investigation. 'Senzo Mchunu, as all other South Africans, must abide by the laws of South Africa – and where laws are broken, criminal investigations must follow. 'Misleading Parliament, lying and fraudulent cover ups cannot be tolerated from ANC Ministers. 'They are serious offences. Appropriation Bill passes amid intense debate
PARLIAMENT - The National Assembly has passed the 2025 Appropriation Bill, after weeks of negotiations. The budget completed its long march through parliament. Way back in February, the budget speech didn't happen due to wrangling over Treasury's proposed 2% VATE hike. In March there was a lower VAT hike but that was challenged by the DA and EFF in court. After negotiations, Finance Minister Enoch Godongwana scrapped vote and presented a new budget in May that includes a Fuel Levy Increase. So third time lucky? After the President fired Andrew Whitfield from the DA, the party in the government of National Unity said it would reject the budgets of departments led by Ministers implicated in corruption. That's the final step in the budget process. On Wednesday, however, the party voted in favour of the Appropriations Bill that includes all departmental allocations and it passed through the NA. Parliament approved the bill, by 262 votes to 90.
