
ED seizes FD certs of pvt medical college in relation to cash for admission in NRI quota
The ED conducted search operations under the Prevention of Money Laundering Act, 2002 (PMLA) in the matter of admission of ineligible candidates under the NRI quota in MBBS/MD/MS courses in private medical colleges in West Bengal and Odisha.
"Searches were conducted at various private medical colleges in West Bengal and Odisha. Incriminating evidence has been seized, and statements have been recorded of a few persons," the ED said.
The Supreme Court has set guidelines on the eligibility criteria for the sponsors of candidates under NRI category.
The ED investigation revealed that the college management in collusion with the agents indulged in creation of fake documents such as embassy documents of NRIs, fake family tree and other documents needed for the admission in medical colleges.
The ED found that these private medical colleges were paying the agents for preparing fake documents. The agents had also approached and obtained credentials of unrelated NRIs by paying money and used these credentials for preparing fake documents and projected these unrelated NRIs as sponsors for students.
In some cases, the agents and medical colleges used the same set of NRI sponsor documents for 2-3 different and unrelated candidates. This was been done to show the compliance of guidelines laid down by the top court and to secure the admissions for ineligible candidates under NRI quota against huge commissions.
Despite information of forgery in cases of certain NRI sponsors provided by the Ministry of External Affairs, no action has been taken by state authorities, the ED said.
Further, during ED investigation, various Indian consulates/embassies in foreign countries have informed the government that NRI certificates of sponsor in many cases, which were used to secure admissions in private medical institutions under NRI quota, are not genuine.
Previously ED had attached properties worth Rs12.33 crore of various private medical colleges and individuals. The ED, however, did not name the medical colleges for further investigation purposes.

Dominant community members in TN set up fence to curb access to main road, say Arundhatiyar family
TIRUPPUR: Social activists have raised allegations that members of a dominant community have blocked an easement near the house of a family belonging to the Arundhathiyar community over a dispute, in a village near Dharapuram of Tiruppur district. They further said that the person who erected the fence has not removed it despite the tahsildar's order. Sources said that R Ayyanar, a wage labourer, of Mulaiyampoondi Colony in Karuppan Valasu village in Dharapuram, lives with his wife A Saroja, a farm labourer, and their two sons. Ayyanar's house is located at the end of the street, and a concrete road leads from their house to the main road, adjacent to one M Saraswathi's house. Although Ayyanar's family has used this road for over two decades, it was closed six months ago, and the former have alleged that Saraswathi closed the road at the behest of some persons from the dominant community. Ayyanar has been urging the authorities to take action to remove the fence. Saroja said, "I worked as a scavenger in Karuppan Valasu village panchayat last year, and was paid Rs 6,000 per month. At the time, Selvi, who hails from a dominant community, was the vice-chairman of the panchayat, and her family got me the job. Once during work, she instructed me to go to work in her farmland. As I refused, she scolded me severely using casteist slurs and inappropriate words, and I stopped going to work there. Now, to exact revenge, she has erected the fence through Saraswathi.'

Kejriwal moves HC against excise case summons by ED
Aam Aadmi Party (AAP) chief Arvind Kejriwal has moved the Delhi high court challenging a sessions court order that upheld summons issued to him in a money laundering case linked to the now-scrapped Delhi excise policy. The sessions court on September 17 last year had upheld a magisterial court's order directing Kejriwal to appear before it on a complaint filed by the Enforcement Directorate (ED), stating there was sufficient ground to proceed against him. ED had filed two complaints on February 3 and March 6 under Section 174 of the Indian Penal Code (IPC), which penalises non-compliance with a summons issued by a public servant. The section carries a jail term of up to one month and a fine of ₹500. ED, in its complaint, alleged Kejriwal intentionally avoided appearing before investigators despite multiple summons under the Prevention of Money Laundering Act (PMLA). The agency submitted that he has no legal right to know whether he is being summoned as a witness or an accused in the Delhi liquor excise policy case and blamed him for intentionally omitting to obey ED's summons and for raising 'frivolous' objections. ED maintained he was being summoned to trace the alleged proceeds of crime and examine his role and that of others involved. In March last year, additional chief metropolitan magistrate (ACMM) Divya Malhotra took cognisance of ED's complaints and issued summons to Kejriwal. On March 16, she granted him bail. Kejriwal later challenged the summons before the sessions court, but the plea was rejected in September. In his high court petition, Kejriwal has argued that the process leading to the summons was flawed. He contended that the summons were issued by one ED officer, while the complaints were filed by another, making the cognisance and resulting summons legally unsustainable. Kejriwal was arrested by the ED in March 2024 and granted interim bail by the Supreme Court on July 12.
