BRC warns UK retail jobs at risk as regulations loom for 2025 and beyond

The British Retail Consortium (BRC) has released a report highlighting the significant decline in retail employment, with job loss exceeding 350,000 since 2015.
This drop is nearly tenfold the entire employment in the UK steel industry, which has seen substantial government action to avert factory shutdowns and preserve jobs.
According to the Retail Employment in 2025 report, upcoming regulatory measures may continue to suppress job growth in the retail industry into 2025 and potentially for longer still.
Despite the retail sector shedding a number of positions, in the BRC's view policy interventions have been notably absent.
Retail is grappling with an increasing tax, cost and regulatory burden, unlike other sectors such as fishing, steel manufacturing and automotive, which have received more government support.
Adjustments to employer National Insurance contributions have imposed a £2.4bn financial burden on the retail industry, and the rise in the National Living Wage in April has added another £2.7bn to retailers' wage expenses.
Since that time, the expense of hiring a full-time entry-level employee has increased 10.3%, and the cost for part-time staff by 13.5%.
The retail sector is the UK's largest private sector employer with a workforce characterised by youth and diversity. Latest figures from the Office for National Statistics indicate that as of the fourth quarter of 2024 reveal that it employs 2.9 million people and supports an additional 2.7 million jobs within the supply chain.
Retail jobs offer significant flexibility and are a crucial source of local employment. With more than 1.5 million part-time positions, the sector allows individuals to work around personal commitments such as studies and childcare.
Retail also provides essential entry-level opportunities and flexibility for those re-entering the workforce. As a significant employer in nearly every parliamentary constituency, retail offers jobs not only in major cities but also in towns and villages nationwide.
The Employment Rights Bill, although intended to improve employment practices, could inadvertently increase costs and reduce employment without benefiting workers.
A survey of retail HR directors revealed that 61% believe the Bill would lessen job flexibility, and over half anticipate that it would lead to staff reductions in their companies.
However, there are potential opportunities ahead. The introduction of the new Growth and Skills Levy, set to replace the ineffective Apprenticeship Levy, may enable retail businesses to invest more in local communities and upskill their workforce, with an estimated 40% to 50% of employees in need of further training.
BRC CEO Helen Dickinson stated: 'Retailers face uncertainty around the new Growth and Skills Levy, on the outcome of the business rates reforms and on implementation of the Employment Rights Bill which could make it more difficult to offer flexible part-time roles or reskill people. Reducing part-time and training opportunities in retail would not only be a loss to the industry, the UK's largest private sector employer, but would also punish millions of people who benefit from these flexible, local jobs.
'We estimate 160,000 part-time roles – more than one-in-ten – in the industry are currently at risk from being lost in the next three years. But there is another way. If government can ensure future policies do not hold back recruitment and training, then they will reap the benefits through more jobs and better productivity. The Employment Rights Bill is the next big test: government must tackle unscrupulous employers without hampering employment opportunities offered by responsible businesses.'

North Norfolk has highest proportion of properties owned outright Nearly half of properties in North Norfolk are owned outright by their occupants, a higher proportion than any other local authority in England, new figures show. The thin strip of East Anglia coastline, which includes the seaside towns of Cromer and Sheringham, has for several years been the area of England with the largest percentage of population aged 65 and over. The data has been published by the Office for National Statistics (ONS) as part of its latest estimates of household tenure, which also includes figures for accommodation that is rented or owned with a mortgage or loan. North Norfolk tops the list for the highest percentage of properties owned outright by occupants (49.8%), followed by Rother in East Sussex (48.7%), Staffordshire Moorlands (48.2%), Derbyshire Dales (48.2%) and East Lindsey in Lincolnshire (47.4%). Three of these five – North Norfolk, Rother and East Lindsey – are also the local authorities where people aged 65 and over account for the largest share of the population. The areas with the greatest proportion of homes owned outright by occupants tend to be in coastal regions or away from cities, the ONS said. The top five with the lowest percentage of outright ownership are all in London: Tower Hamlets (8.4%), Hackney (10.0%), Southwark (10.8%), Islington (11.8%) and Lambeth (12.1%). However, the trend is reversed for properties that are privately rented. Here the top five areas with the highest proportion are all in the capital: City of London (51.8%), Westminster (47.9%), Kensington & Chelsea (42.8%), Newham (41.1%) and Tower Hamlets (41.0%). The bottom five are outside cities and away from heavily built-up areas: North East Derbyshire (10.3%), South Staffordshire (10.6%), Rochford in Essex (10.6%), Bromsgrove in Worcestershire (10.7%) and Maldon in Essex (11.7%). The ONS figures are for 2023 and suggest there were a total of 23.7 million households in England living in 25.4 million dwellings. Of this total, 8.3 million dwellings (32.6%) were owned outright, 7.6 million (29.8%) were owned with a mortgage or a loan, 5.3 million (20.8%) were privately rented and 4.2 million (16.7%) were socially rented, mainly from housing associations and local authorities. Wokingham in Berkshire has the highest proportion of properties owned with a mortgage or loan (42.3%), followed by Dartford in Kent (41.4%), Hart in Hampshire (39.5%), Bracknell Forest in Berkshire (39.4%) and Reigate & Banstead in Surrey (39.0%). The areas with the lowest proportion are again all in London: Westminster (13.3%), Kensington & Chelsea (13.8%), Camden (14.9%), City of London (15.1%) and Islington (17.1%). For properties that are socially rented, the top five areas are in the capital: Islington (38.9%), Southwark (38.5%), Hackney (38.5%), Lambeth (33.4%) and Camden (31.7%). The bottom five are Castle Point in Essex (5.3%), Wokingham (7.1%), Medway in Kent (7.3%), Wyre in Lancashire (7.6%) and Ribble Valley in Lancashire (7.8%).

Retail sales rose in June as the hot weather boosted fuel and supermarket sales, according to official data. Sales volumes increased by 0.9% in the month, the Office for National Statistics (ONS) said. Supermarkets reported people buying more drinks, while fuel sales were up as consumers "ventured out and about in the sunshine", the ONS said. But it said sales had fallen by 2.8% in May, which was more than it had previously estimated. After May's fall in sales, a rebound in June had been expected, but the rise was lower than many economists had forecast. Ruth Gregory, deputy chief UK economist at Capital Economics, called June's sales increase "disappointingly small". The monthly retail sales numbers have been up and down lately, reflecting weather patterns and a late Easter. But overall, the rise in retail spending has lost momentum, with sales up just 0.2% between April and June compared with the previous three months. That ties in with a separate survey from researchers Gfk which suggests that consumer confidence is weaker than a year ago, and supports economists' views that next month's figures on economic growth will show it was lacklustre in the second quarter of this year. Sales in food stores were up 0.7% in June, the ONS said, while fuel sales rose 2.8%. "The warm weather in June helped to brighten sales, with supermarket retailers reporting stronger trading and an increase in drink purchases," said ONS senior statistician Hannah Finselbach. "It was also a good month for fuel sales as consumers ventured out and about in the sunshine." The Met Office said that England had its warmest June on record, and the second warmest for the UK as a whole, following two heatwaves. Sales at non-food stores rose, the ONS said, with clothing benefiting from promotions and the good weather. This was partially offset by a fall in sales of household goods such as furniture. Jacqueline Windsor, head of retail at PwC UK, said the rebound in sales at supermarkets and fashion retailers was down to shoppers entertaining at home and refreshing their wardrobes. "However, England's warmest June on record also discouraged shoppers from visiting high streets, with footfall declining and online retail sales penetration increasing," she said.
