Contesting the future of forest governance

Recently, the Chhattisgarh forest department issued a letter designating itself as the nodal agency for implementing community forest resource rights (CFRR) under the Forest Rights Act (FRA), 2006. CFRR, a transformative provision of the FRA, recognises the right of gram sabhas to manage their customary forests. It seeks to rectify the injustices of colonial forest consolidation which dispossessed local communities and supplanted their traditional management institutions with centralised state control.
Not only was this usurpation of the nodal role contrary to the FRA, but the letter violated gram sabhas' statutory authority to implement locally developed management plans in their community forest resource (CFR) areas by insisting on a model plan from the Ministry of Tribal Affairs (MoTA). This is not required by law. It also prohibited other departments or NGOs from supporting gram sabhas in CFRR management planning.
The letter was withdrawn after a spirited grassroots mobilisation by gram sabhas, local elected representatives, and Adivasi rights groups. Still, the persistent attack on gram sabhas' autonomy in managing their forests demands a closer look at how forests should be managed under the FRA.
Forest management
Historically, forests under government control (excluding wildlife sanctuaries or national parks) have been managed through forest departments' working plans. These plans are rooted in the colonial misnomer of 'scientific forestry', i.e., planning and harvesting to maximise timber production. Ecologists, starting with Madhav Gadgil, questioned this approach, especially since early working plans even included clearfelling natural forests and replacing them with single-species plantations. The decline in India's forests, evidenced by the spread of invasive species and the increase in degraded forest areas, has fuelled doubts about the appropriateness of working plans. But for forest departments, they remain an article of faith to structure their operations and mobilise financial resources.
In forest-rich central India, the continuing emphasis of working plans on timber extraction, which restricts communities' access and alters the composition of forests, was met with resistance even before Independence. While working plans have begun to consider restoration and wildlife conservation objectives, they remain products of bureaucratic writ, largely detached from local livelihoods and closed to independent scientific scrutiny.
The FRA's radically different vision recognises the integral role of local communities in the 'very survival and sustainability' of forests. CFR management plans are to be developed by gram sabhas to prioritise local needs and address current problems. These plans shall be 'integrated' with working plans by the gram sabha. In other words, working plans will no longer apply in CFR areas, because communities will manage forests with a different objective and at much finer scales.
Over 10,000 gram sabhas have received CFRR titles in India, but perhaps less than 1,000 have prepared their CFR management plans. Even their implementation is constrained by the refusal of forest departments to recognise their legitimacy and support gram sabhas. Instead, they have pursued a strategy of attrition, delaying or rejecting CFRR claims, attempting to revoke CFRR titles, and denying funds to CFRR-holding gram sabhas. Their aim to retain colonial power is concealed under arguments that communities lack the ability to manage forests scientifically.
MoTA's vacillating responses have not helped. In 2015, it issued guidelines that gram sabhas can use simple formats for their plans, but later came under pressure to alter its stand. A 2024 joint letter with the Environment Ministry required CFR management plans to conform to the National Working Plan Code (NWPC) and even suggested the involvement of foresters in their preparation. This violates the FRA's letter and spirit.
Addressing the bogeyman
Even according to the NWPC, a working plan should outline 'the purpose with which a forest should be managed so as to best meet the interests and wishes of the owner, and indicate the means by which the purpose may be accomplished.' Yet, the lengthy processes and data-intensive formats that the NWPC prescribes carry the hangover of maximising timber yield. In contrast, forest management by gram sabhas will likely pursue multiple livelihood needs, for which the NWPC provides little guidance.
Significant portions of working plans are devoted to cataloguing local conditions, but they abstract their complexities to focus on the forest crop (not ecosystem). A gram sabha's plan need not do the same because these insights are part of their lived experience. The variable impacts of climate change also challenge the linear trajectories of working plans, which need more adaptive responses that gram sabhas offer. CFRR demands shedding historical baggage and embracing new possibilities.
The path forward is evident. The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, launched by the Central government last year, introduced an indicative framework for CFR management plans. While the framework can be improved, it can be achieved through flexible and iterative practice by gram sabhas. MoTA must reject any attempt to derail CFR management through the red herring of NWPC compliance. And forest departments must provide funds and protection when required and discard a timber-oriented science in favour of a different science of a people-friendly forest management.

A video clip of Jharkhand Health Minister Irfan Ansari's son asking people if there were any issues in a hospital in Ranchi went viral on social media, sparking a political controversy and prompting Ansari to claim that his son's 'purely humanitarian' act was being twisted for political gains. In the video, which was posted on the Instagram handle of Irfan Ansari's son Krish Ansari, Krish is seen inspecting hospital rooms along with his friends. He can be heard asking, 'Koi taqleef hai aapko? Agar hai to details share kar dijiye (Is anyone facing any issues? If yes, please share the details).' The video, which was posted with background music, also showed one of Kirsh's friends saying, 'Koi taqleef hai to batayiye, mantri ji ke bete aaye hue hain, bade bete (If there's any issue, please speak up. The minister's son is here, the elder son).' The video sparked a controversy, with Opposition parties in the state questioning the authority of the minister's son to conduct such inspections in hospitals. BJP spokesperson Ajay Sah said that instead of focusing on health infrastructure, the son of Jharkhand's Health Minister was more concerned with shooting a reel. 'Are we now to believe that the children of health ministers will conduct hospital inspections? Will the children of finance ministers start reviewing government files? Will the children of home ministers begin registering FIRs at police stations?' he asked. Sah said that rather than reprimanding his son or showing him the right path, the minister has chosen to justify the incident, and that this allegedly showed that his son acted with the full approval of the minister. 'As for the Congress party, it appears that Irfan Ansari is following in the footsteps of Rahul Gandhi, working to settle his entire family into politics from an early stage,' Sah said. Minister Ansari issued a detailed statement, defending his son and calling the allegations against him 'baseless, misleading, and politically motivated'. 'Understand the truth. My son, Krish, is being wrongly dragged into this,' the minister said, claiming that Krish had not visited the hospital for official inspection or political visibility. 'He had gone to see the ailing father of his teacher, Aditya Kumar Jha, who is admitted at RIMS (Rajendra Institute of Medical Sciences, Ranchi). Around the same time, some Adivasi families approached us at our residence, distressed about the treatment of their relatives at the hospital. Krish accompanied them out of concern, not for any political purpose,' Ansari said. During the visit, Ansari said Krish also extended help to a relative of a senior journalist admitted to the hospital. 'He acted purely on humanitarian grounds. The way this incident is now being twisted to suit a political narrative is extremely unfortunate and worrying,' the minister said. Calling Krish 'an educated and sensitive young student currently on vacation', the minister said public service runs in the family. 'He is the grandson of former MP Furkan Ansari, who contributed to the Jharkhand statehood movement. It should not surprise anyone that he would be naturally inclined to help others,' Ansari said. 'Krish keeps asking me, 'Papa, is it a crime to help people?' This question breaks me from within. My son has not committed any crime, nor has he acted out of arrogance or power. He saw someone in distress and tried to help,' the minister said. He appealed for sensitivity in public discourse and urged people to 'remove the lens of politics' when assessing the situation. 'This is an insult to a young man's empathy. If we start vilifying every hand raised in help, what direction are we taking our society in?' Despite the controversy, Ansari said Krish remains undeterred. 'He may be heartbroken, but his resolve to serve others remains strong,' he said.

Girijana Aikya Vedika opposes inclusion of Boyas, Valmikis in ST list

The Girijan Aikya Vedika has opposed the proposed inclusion of the Boya and Valmiki communities, which are currently categorised under BC-A, in the Scheduled Tribes (ST) list of Andhra Pradesh. The move threatens the Constitutional validity of ST classification, apart from posing a risk to the welfare of Adivasi communities, the Vedika said. In a statement on Friday, Girijana Aikya Vedika State working president Bapatla Venkatapathi said that as per Article 342 of the Constitution, only the President of India, in consultation with the Governor, can notify a community as ST, and any subsequent inclusion or exclusion requires a Parliamentary Act. The inclusion process also involves rigorous examination by the Registrar General of India (RGI) and the National Commission for Scheduled Tribes (NCST). Lokur Committee guidelines The key criteria for ST classification as per the Lokur Committee guidelines (1965) include: primitive traits and traditional livelihoods (e.g., hunting, forest-dependence), distinct culture, customs, and language, geographical and social isolation, socio-economic backwardness and shyness of contact with the wider society. He noted that the Boyas and Valmikis do not satisfy these criteria in the current socio-economic context of Andhra Pradesh. With STs currently receiving 6% reservation (proposed 10%), the addition of nearly 18 lakh Boyas and Valmikis would severely burden the quota system. This threatens existing marginalised tribes like Chenchu, Yerukala, Yanadi, and Kondadora, who are already struggling for fair representation in education, employment, and governance, said Mr. Venkatapathi. Adivasi organisations, including the State Adivasi Girijana Sangham, have likened this proposal to the Meitei-ST conflict in Manipur, cautioning that such 'reckless policy' could spark unrest in Andhra Pradesh. Mr. Venkatapathi noted that the one-man commission headed by I. Samuel Anand Kumar lacked meaningful consultation with the ST communities. Relying on such an isolated review for a critical Constitutional change undermines democratic processes, he said.

The anti-reservation agitation in Gujarat is likely to be withdrawn following an agreement between the government and anti-reservation leaders.
