ECI says it decoded entire exercise to political parties over Special Intensive Revision of Bihar electoral roll
The poll panel, led by Chief Election Commissioner Gyanesh Kumar, had met representatives of various political parties here on July 2 and heard their concerns, issues and queries and decoded for them the entire SIR process.
In an official statement the ECI said, 'Representatives of the Congress, Rashtriya Janata Dal, Samajwadi Party, DMK, Nationalist Congress Party (Sharad Pawar), Jharkhand Mukti Morcha, Communist Party of India (Marxist), Communist Party of India (Marxist-Leninist) Liberation, Communist Party of India and Shiv Sena (Uddhav Thackrey) had met the poll panel.'
It said that the poll panel told the parties that the exercise is being held in a planned, structured and phased manner to facilitate the inclusion of all eligible citizens, as in the first phase (From June 25 to July 3), enumeration forms are being printed and distributed to approximately 7.90 crore electors in Bihar.
Electoral registration officers are making available partially pre-filled forms, based on existing records, through the nearly 78,000 booth-level officers (BLOs) pressed into action, it added.
The BLOs are delivering the enumeration forms door-to-door to all the electors, whose names are on the electoral roll as on June 24 and Booth level agents (BLAs) appointed by political parties can also submit up to 50 certified forms per day.
In the second phase, the enumeration forms will be filled out and are to be submitted before July 25. To support this process, nearly four lakh volunteers are available to assist voters alongside the BLOs.
'Electors whose names exist in the electoral roll as on January 1, 2003 are only required to submit the enumeration forms along with an extract of the roll. They don't have to submit any other document,' the EC reiterated in the statement, adding that those not listed in the 2003 roll 'will need to submit one of 11 documents for their date of birth/place of birth'.

The RJD leader said: 'If the list of documents has been prepared by administrative order or internal guideline, is it appropriate to grant it such sweeping authority over democratic processes and civil rights? The Election Commission must explicitly clarify the legal basis — the specific law or clause —used to select these 11 documents.' He said the rejection of government-issued IDs like Aadhaar, ration cards, and MNREGA job cards during voter list revisions is puzzling. Tejashwi said two-three months ago his wife got registered as a voter here on the basis of an Aadhaar card. Now, the same document is declared invalid by the same institution. He said: 'The Aadhaar card application process itself demands rigorous proof of identity and residence, including biometric data. The opposition claimed the Election Commission's current exercise is 'impractical and anti-democratic'. They demanded the inclusion of Aadhaar card , ration card and MGNREGA card as valid documents for voter verification under the SIR process in Bihar. Sharing a personal experience with reporters after the meeting, Tejashwi said, 'My wife's voter ID card was made on the basis of aadhaar card. Why is the aadhaar card excluded from the list of documents required for the SIR in Bihar?' he asked. EC officials here in Delhi clarified that the Aadhaar card was kept out of the list of 11 specified documents for SIR, as Aadhaar is neither a proof of date or place of birth, nor of one's Indian citizenship. "It just defines that the 10-fingerprints, photo and iris belong to the person in whose name the card is issued. In fact, every Aadhaar card mentions in bold that "Aadhaar is a proof of identity and not of one's citizenship or date of birth". EC officials also mentioned that the Trinamool Congress, in its interactions with the commission, has consistently and strongly opposed linking EPIC with Aadhaar. Tejashwi also questioned the short 25-day window to verify 8 crore voters. "Around 4 crore voters from Bihar live outside the state. How can they return so soon to verify their bona fides?' he asked. The RJD delegation that called on the Bihar CEO comprised state president Manganilal Mandal, MPs Manoj Kumar Jha and Sanjay Yadav, former minister Alok Kumar Mehta, state spokesperson Chittaranjan Gagan, Congress state president Rajesh Ram, legislative party leader Shakeel Ahmed, Sanjay Pandey, VIP's Mukesh Sahani, CPI-ML's Kumar Parvez, CPI's Ram Naresh Pandey and CPI-M's Lalan Chaudhary.

1st phase of Bihar special roll revision done, 1.5 cr households covered: EC
NEW DELHI: The Election Commission (EC) on Friday said under the initial phase of the Special Intensive Revision (SIR) of the Bihar electoral rolls, Booth Level Officers (BLOs) have so far covered nearly 1.5 crore households across the state. According to a statement issued by the EC, as of July 2, BLOs distributed over 6.86 crore Enumeration Forms, which amount to over 87% of the 7.90 crore enrolled electors in Bihar as per records updated till June 24, 2025. The poll panel stated, the remaining households could not be reached due to reasons such as premises being locked, possibly due to death of electors, or migration of families or dwellers. EC officials, however, contended that since BLOs would be revisiting each household up to three times, the coverage might improve significantly. Responding to concerns raised by the Opposition, the EC said printing, distribution and collection of enumeration forms during the last SIR in Bihar in 2002 was done between July 15 and August 14 (31 days). Similarly, this time around also the exercise is being conducted from June 24 to July 26.
