Expensive public clock in shambles
A decorative public clock, installed near the Miyawaki Forest at Rialto Chowk on Murree Road, is in ruins, with all its hands and battery stolen over a month ago.
Despite the theft and vandalism, officials from the Rawalpindi Development Authority (RDA) and the Parks and Horticulture Authority (PHA) have taken no action.
The clock, touted as a "game-changer beautification project" at its inauguration, was part of a costly landscape development aimed at enhancing the city's aesthetics.
Built on uneven land designed in a hill-like style to make the clock visible from afar, the project cost hundreds of thousands of rupees.
At the time of installation, senior officials, including the director generals of development authorities, announced plans to install similar clocks at other major intersections in Rawalpindi.
However, no such initiatives have materialised since.
Within just 30 days of installation, the clock was targeted by drug addicts and thieves, who removed all its components.
Once a spot where passersby would stop to check the time, the broken structure now draws sarcastic smiles from citizens as they walk past.
Interestingly, Commissioner Aamir Khattak and Deputy Commissioner Hasan Waqar Cheema regularly pass by the site but have reportedly issued no instructions to repair or remove the defunct structure. The project, which cost approximately Rs0.5 million, is now considered a financial loss.
Sources say the RDA and PHA lack the funds to restore the clock and are searching for local philanthropists to sponsor the repairs.
Officials told The Express Tribune that the theft has been documented and they hope to restore the clock soon. However, the culprits behind the theft remain unidentified.

Demolition of dangerous structures begins

PHOTO: JALAL QURESHI/EXPRESS Following the tragic collapse of a five-storey residential building in Lyari's Baghdadi area that claimed 27 lives, the authorities have launched a demolition drive targeting other dangerous structures in the vicinity. Teams from the Sindh Building Control Authority (SBCA) have begun tearing down dilapidated buildings identified as hazardous. According to Building Inspector Zulfiqar Shah, two buildings are currently being demolished in phases after evacuation, while a survey is underway for a third structure. Assistant Commissioner Lyari Shehryar Habib confirmed that all three buildings have been completely evacuated and temporary arrangements have been made to relocate the displaced residents to community centers and KMC-run schools. He added that it may take up to 10 to 15 days to completely demolish a single building. Meanwhile, affected residents have expressed dissatisfaction with the government's response and warned of protests if they are not compensated and provided permanent housing. They demanded clarity on the government's plan for their rehabilitation and vowed to raise their concerns at the Chief Minister's House, Governor House, and the Sindh Assembly. Security and rescue teams remain stationed in the area to oversee ongoing operations. Lyari collapse claims 27 lives as rescue operation concludes A 50-hour-long search and rescue operation in the Baghdadi area of Lyari - where a five-storey residential building collapsed on Friday morning - concluded on Sunday, with 27 confirmed deaths and 10 injuries. "Twenty-seven people lost their lives in the Lyari tragedy, while eleven others were injured. Among the deceased are eleven women and sixteen men, including a one-and-a-half-year-old girl," confirmed the Civil Hospital administration. The report states that 26 bodies were brought to the hospital, while 55-year-old Fatima succumbed to her injuries during treatment. "Of the injured, ten people were discharged after receiving medical treatment. However, 30-year-old Sanatia remains under treatment," it stated. The list further noted that most of the injured sustained head injuries in the incident. Many of the deceased belong to the Hindu community. According to rescue officials, the final body was recovered - after 48 hours of digging through debris - was that of 15-year-old Muhammad Zaid, found trapped near the building's staircase. His body was moved to Civil Hospital for legal formalities. Zaid's elder brother, who survived the collapse, told reporters he had tried to pull his younger sibling out of the building when the structure began to crack but lost his grip during the escape. Tragically, Zaid, their father, and two other brothers died in the collapse. According to Rescue 1122 officer Hasnain and Edhi Foundation volunteer Farooq, Zaid's body was found at a location from which five other bodies had previously been taken out. However, his was buried too deep under the rubble to be immediately detected. After renewed efforts by family members, search teams returned to the location and recovered Zaid's body using specialised equipment. During the operation, cash, cheques and jewellery were recovered from three separate locations and handed over to the local union council chairperson. Rescue 1122 South In-Charge Hameer Wahid told Express News that 95% of the debris had been cleared, and no further victims were believed to be trapped. "No families remain at the site waiting for missing persons," he said. He further added that rescue operations were deliberately prolonged to ensure careful recovery of bodies. Several rickshaws and motorcycles parked beneath the building were also destroyed. Locals said the area underneath the structure was routinely used for parking.

RDA officers fail to satisfy probe panel
Senior officers, including the director-general, of the Rawalpindi Development Authority (RDA) recently failed to satisfy the fact-finding inquiry committee regarding queries involving Rs1.94 billion scandal. The second session of the fact-finding inquiry committee, constituted by the Punjab Chief Secretary to investigate the transfer of Rs1.94b from the RDA bank account to various individuals and companies concluded in Lahore. The third session is scheduled for July 2. Director of Administration and Finance, Sohaib Ahmed Qazi, was designated as the official RDA representative before the inquiry panel. The fact-finding committee, chaired by Mudassir Waheed Malik, Member of the Board of Revenue (Taxes), included Moazzam Supra (Managing Director, Punjab Government Servants Housing Foundation) and Madiha Tahir Shah (Additional Secretary, A&H) as members. On June 25, RDA DG Kinza Murtaza, Director Admin & Finance Sohaib Ahmed Qazi, Deputy Director Iftikhar Janjua, and Assistant Director Waqar Asghar Raja appeared before the committee. The committee reviewed banking records and various documents, and asked several questions. However, the officers failed to provide convincing explanations for key concerns. They were asked why a CDR (Cash Deposit Receipt) system was adopted for bank transactions — allegedly to evade federal income tax, why financial transparency practices were overlooked for over a decade, why departmental audits over the past 10 years failed to uncover these massive fund transfers, and why the DG and Director Finance, being the authorised signatories, didn't regularly check the bank statements. The RDA officials attempted to shift the blame onto a deceased Deputy Director of Finance, a move the committee notably flagged and questioned further. In the upcoming third session on July 2, the committee has summoned two retired officials — Asif Mahmood Janjua, former Director Admin & Finance, and Khawaja Arshad Javed, former Assistant Director. The current RDA representative, Sohaib Ahmed Qazi, was directed to present detailed records of the disputed bank transactions and relevant financial data. It is noteworthy that parallel investigations into this financial scandal are also underway by the National Accountability Bureau (NAB) and the Punjab Anti-Corruption Establishment (ACE). The premier accountability watchdog has begun summoning both current and former RDA officials, as well as private individuals and account holders who received funds from the RDA account. On the other hand, the National Accountability Bureau (NAB) has begun summoning both serving and retired officers of the RDA in connection with the alleged embezzlement in government funds. All former directors of administration and finance who served over the past decade are being called in phases, with summons already issued.

K-P launches safe city project in South

PHOTO: EXPRESS/FILE In a major step toward enhancing public safety and combating terrorism, the Khyber-Pakhtunkhwa Police has officially launched the Safe City Project in the most terrorism-affected southern districts of Dera Ismail Khan, Bannu, and Lakki Marwat. A formal agreement signing ceremony was held at the Central Police Office between the police and the National Radio and Telecommunication Corporation (NRTC). The contract was signed by DIG Information Technology and Project Director for Safe City, Rai Ejaz Ahmad, on behalf of police, and GM Commercial Syed Amir Javed on behalf of NRTC. The event was attended by IGP Zulfiqar Hameed, Additional IGP Headquarters Awal Khan, Additional IGP Operations Muhammad Ali Babakhel, Additional IGP Training Dr Muhammad Akhtar Abbas, DIG Headquarters Rizwan Manzoor, DIG Operations Rabnawaz Khan, DIG Finance Fida Hassan, DIG Security Dr Mian Saeed, Traffic Police Chief (retd) Capt Jawad Qamar, CCPO Peshawar Qasim Ali Khan, AIG Establishment Sonia Shamroz, and PSO to IGP Imran Khan. The provincial government had already kick-started the long-delayed Peshawar Safe City Project on an emergency basis. Following the commencement of work in the provincial capital, surveys were conducted in the southern districts. With survey completion and PC-1 approval, formal implementation in these regions has now begun. Under the project, over 400 high-resolution cameras will be installed at 86 key locations in DI Khan, more than 300 cameras at 69 locations in Bannu, and over 250 cameras at 41 locations in Lakki Marwat.
