Waste rule violations: PMC to issue notices to commercial establishments
The decision was taken after Pune municipal commissioner Naval Kishore Ram issued orders to start taking stern action against commercial establishments violating the waste rules on July 30, 2025. According to the civic body, many business owners in the city are not complying with solid waste management norms, despite clear rules laid out under the Environment Protection Act, 1986, and the Solid Waste Management Rules, 2016.
PMC solid waste management (SWM) department on Thursday issued order to all zonal officers, ward officers and sanitary inspectors to initiate action. As per the guidelines, every commercial establishment must place two separate bins—one for wet waste and one for dry waste—outside their premises. They are also responsible for maintaining cleanliness not only inside their shops or establishments, but also at the immediate surrounding area. These rules are backed by the Maharashtra Municipal Corporations Act, 1949, and the state government's notification dated March 23, 2018, which restricts the use, sale, and transport of non-biodegradable plastic and thermocol products, they said.
Sandip Kadam, head, SWM department, said, despite repeated awareness efforts, PMC officials have observed widespread violations across different parts of the city. 'Now we have finalised the format of the notices, which will be served daily to violators. Besides, penal action will be taken based on violation and frequency,' he said.
According to PMC officials, all sanitary inspectors have been instructed to visit and inspect at least 25 commercial establishments every day and serve notices to violators. A daily report of visits and actions taken must be submitted to the solid waste management department and further reported to the municipal commissioner.
'This is not just about penal action, but it's about making the city cleaner and healthier. We urge commercial establishments to strictly follow the guidelines and support our mission to make Pune cleaner,' Kadam said.

BMC's multi-modal tunnel project gets boost as two international consultants express interest
At least two international consultants have shown interest in designing the roadmap for the Brihanmumbai Municipal Corporation's (BMC) ambitious Rs. 4,392 crore multi-modal tunnel connectivity project. First floated in February 2024, th1e global tender — which seeks to rope in a consultant to conduct a feasibility study and chalk out a master plan for the project — has found no takers over the past one year, making it amongst the civic body's longest live tender. Aimed at alleviating traffic congestion across the city as well as improving connectivity in the larger MMR region, the 'multi-modal' plan seeks to introduce a new layer of transport network in the MMR in the form of tunnels. On the basis of traffic studies and technical findings, tunnels of different diameters and lengths will be constructed under the ambit of the project. According to preliminary estimates, the project is slated to cost the civic body Rs. 4,392 crore, with each 6-km tunnel proposed to cost Rs. 732 crore. It was in February 2024 that the civic body had floated a tender seeking the appointment of a project management consultant (PMC) to conduct feasibility studies and prepare a master plan for the project as well as overlook the bid management and overall multimodal connectivity project. The tender, however drew feeble responses while the bidding process was also struck by technical challenges. Giving fresh impetus to the project over a year later, the BMC in July, this year, reuploaded the tender – in continuation to its previous 2024 tender – with some revised provisions. While the final bid for the tender is slated to be opened on August 19, senior officials from the BMC confirmed with The Indian Express that at least two international consultants have expressed interest in the project. 'The scope of the project is massive and this is amongst the most ambitious projects of the BMC. For the work, we floated a global tender back in February 2024. As of July, at least two international consultants have expressed interest in carrying out the project work. However, the final packet of the tender bid is expected to close, later in the month,' said a senior official from BMC. According to officials, consultants will be tasked with conducting traffic studies, gauging the feasibility as well as preparing a design for the layout of the tunnel network. 'The scope of the project is very wide. In the first phase, the tunnels will be planned only in some pockets. To prepare a road map of the tunnel network, the consultants will be appointed to first study the high traffic zones, check feasibility, finalise the locations as well as prepare designs for the tunnel network,' an official told Express. Even as the tender to rope in a consultant had been first floated in February 2024, the tender has remained stuck in stasis amid paucity of bidders. Responding to questions about the delay, officials pointed to the vast scope of work as well as technical challenges in the bidding process. Meanwhile, some sources have also alluded that the project has remained on the backburner owing to the project triggering more vehicular congestion in light of the array of works already unfolding in the city.

Illegal mining: Ed attaches assets worth over 17.5 cr
1 2 Chandigarh: The Directorate of Enforcement (ED) has provisionally attached immovable assets worth Rs 17.68 crore in a case related to alleged illegal mining carried out in the Dadam hill area of Tosham village in Bhiwani district by M/s Goverdhan Mines and Minerals, M/s Sunder Marketing Associate, Vedpal Singh Tanwar, Raman Sokhal, and others under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. The entire operation was carried out last week, an ED official informed on Saturday. The ED had initiated an investigation into the case following a prosecution complaint filed by the Haryana State Pollution Control Board (HSPCB) under the Environment Protection Act, 1986. Subsequently, the Haryana Police also registered an FIR under various sections of the IPC against M/s Goverdhan Mines and Minerals (GMM), M/s Sunder Marketing Associates (SMA), and its partners, including Vedpal Singh Tanwar, Raman Shokhal, and others. The ED investigation revealed that M/s Goverdhan Mines and Minerals and M/s Sunder Marketing Associates undertook mining activities at Dadam mines, Bhiwani, from 2017 to 2022, wherein they were involved in illegal and unscientific mining to the tune of more than Rs 1,200 crore, causing a loss to the govt exchequer and corresponding gains to themselves. The investigation further revealed that the proceeds of crime acquired by Goverdhan Mines and Minerals through illegal and unscientific mining were used to acquire movable and immovable properties. During the investigation, assets of the accused worth Rs 56.97 crore were attached provisionally via an order dated Sept 27, 2024, and a criminal prosecution complaint was filed before the Special Court under the PMLA, said the ED official. During further investigation, efforts were made to trace and attach the balance proceeds of crime, said the official, adding that assets worth Rs 17.68 crore were attached via an order dated July 28. Thus, proceeds of crime worth Rs 74.65 crore have been attached so far in the matter. The official further said the probe against M/s Sunder Marketing Associates and its owners – Raman Shokhal and others – was in progress and assets of the accused worth Rs 25.16 crore had been attached so far. PMC seeks citizens' suggestions in budgetary allocation
Pune: In a major push toward participatory governance, the Pune Municipal Corporation (PMC) has appealed to citizens to suggest developmental works and civic improvements for the upcoming 2026–2027 municipal budget. The civic body has opened a public window from August 1 to September 1, 2025 to receive proposals directly through respective ward offices. The idea of citizen-centric budget planning was first championed by NGO Janwani during 2006–2007 laying the foundation for structured public participation in urban governance. According to the civic administration, a budgetary allocation up to ₹75 lakh can be made in one ward depending on the nature of the work and for two-member wards, worth ₹50 lakh can be proposed, ₹25 lakh for one ward. The absence of elected corporators since 2022 is directly affecting infrastructure development, particularly at the ward level, where most civic works fall under the said budget bracket. These minor but essential work such as footpath repairs, drainage cleaning, streetlight installations, and road patchwork are recommended and monitored by corporators. Civic rights activist Ashok Mehendale said, 'The works can be suggested by any citizen, but most people are unaware. The deadline for submitting suggestions is October 10. In the absence of corporators, it's important that citizens take charge and ensure their local priorities are communicated to PMC.' He emphasised the need for better public awareness and facilitation by the civic body to make citizen-driven process more accessible. Naval Kishore Ram, Pune municipal commissioner, said, 'This is an opportunity for participative governance. Citizens can directly shape the kind of development they want to see in their neighbourhoods.'
