CM Naidu for incentives to AP families with more kids

Vijayawada: Andhra Pradesh, which once amended its laws to bar people with more than two kids from contesting panchayat and municipal elections, now plans to incentivise having larger families as part of a strategy to combat dropping fertility rates and shift focus to what CM N Chandrababu Naidu terms "investment in human capital".

"I am looking at giving financial incentives by taking a family as a unit. The bigger families may get higher incentives," Naidu told TOI ahead of completing a year in office on June 12.
"As part of the 'Zero Poverty P4' initiative, I have already rolled out an interesting model in which wealthier people will adopt poor families. This will not only bridge income disparities, but also ensure welfare of the entire family," he said.
The four-time CM, who has been an advocate of population management, said the current demographics in the southern states require govts to revisit their strategies.
"Fertility rates in AP need to increase. At the present rate, AP will face serious problems… That is why I am thinking of bigger families," he said.
Naidu announced recently that female employees could avail of maternity leave any number of times. "It was limited to two times only.
We have removed the restrictions," he said.
The state govt also made it mandatory for every organisation to provide childcare centres at workplaces. Naidu announced financial aid of Rs 15,000 for every schoolchild. "We give this money directly to the mothers of students. Apart from this, the NDA govt in AP is planning to announce financial assistance to couples for having more kids."
The two-child policy previously applicable to prospective candidates for panchayat and municipal polls has been reversed.

In 2023, Sikkim announced incentives for indigenous people to have more children. Mizoram, too, has been encouraging tribal couples to have more than two kids. Tamil Nadu CM M K Stalin said recently that with the Centre pushing for population-based delimitation of constituencies, there was a need for people in the state to have more children.

1 2 Cuttack: Orissa high court on Friday took stock of the chronic waterlogging issues in Cuttack and directed top govt officials to expedite drainage work while ordering a joint inspection of the Matru Bhawan site and submission of a report by Aug 4. While issuing the order, the division bench of Justices S K Sahoo and V Narasingh expressed concern over delay in executing key drainage infrastructure projects, especially a box-pushing culvert under railway tracks meant to ease stormwater discharge from Matru Bhawan to Matagajpur. A major hurdle cited was the non-construction of a 1.3km stretch of drain between Matru Bhawan and Khannagar. Watco had deposited Rs 15.45 crore with ECoR in 2016 for constructing the culvert, but work is yet to begin. The bench noted the delay was primarily due to the presence of an 11kV underground power cable. The court ordered a joint inspection involving representatives from Water Corporation of Odisha (Watco), Tata Power Central Odisha Distribution Limited (TPCODL), East Coast Railway, and members of the advocates' committee, to determine how the cable can be relocated to allow drainage work to proceed. Appearing in virtual mode, Usha Padhee, principal secretary of housing and urban development cited that over 400km of drainage work is required to be carried out in Cuttack. She informed the court about 24x7 emergency control rooms, rapid response teams, and the strategic placement of over 310 pump sets to combat flooding in low-lying areas. In a report, amicus curiae N K Mohanty apprised the court of delays in completing sewer connections across the city. He stated that only around 20,000 houses have been connected to the 362-km JICA-built sewer network, resulting in excessive discharge into open drains. Mohanty highlighted structural issues such as broken mesh and clogged drains due to debris and poor maintenance by the Cuttack Municipal Corporation (CMC). Additionally, five key drains are still awaiting administrative approval for construction. CMC also submitted that it has engaged a consultancy firm to prepare a comprehensive drainage master plan for the city. The final report is expected by Dec. Detailed project reports (DPRs) for five major stormwater drains are under technical vetting, and tenders will be floated after govt approval and fund allocation. The matter will be taken up for next hearing on Aug 7.

1 2 Vijayawada: HRD and IT minister Nara Lokesh called upon the Singapore-based Telugu diaspora to promote investment opportunities in Andhra Pradesh. He described Non-Resident Indians (NRIs) as Most-Reliable Indians (MRIs) as their role in the development of the homeland is significant. Speaking at the Telugu diaspora meeting organised by APNRT in Singapore on Sunday, Minister Lokesh emphasised that foreign investments are crucial to India's economy. He said that India received a total of Rs 6.73 lakh crore in foreign direct investments during the 2024-25 fiscal year, with approximately Rs 1.24 lakh crore coming from Singapore. He said that this accounts for 19% of the total FDI. "The global trust in Chandrababu Naidu is our investment. CBN (Chandrababu Naidu) is our brand. Let's promote the opportunities in our state to attract investments," Lokesh urged. Lokesh lauded the Telugu community's influence abroad, stating that NRIs are India's brand ambassadors.
