Chow to seek delay in water tariff hike despite Cabinet review

Penang chief minister Chow Kon Yeow said the Cabinet is reviewing a proposed water tariff increase, but that he will ask for implementation to be pushed to mid-2026.
GEORGE TOWN : Penang chief minister Chow Kon Yeow says he plans to request a delay to the proposed water tariff hike currently being reviewed by the Cabinet.
'Once it's approved, I will ask the federal government to defer the new tariff until the middle of next year,' he said at the launch of the Penang Water Supply Corporation's (PBAPP) RM5 billion sukuk programme today.
Under federal water regulations, the National Water Services Commission requires a periodic review of tariffs by water operators. However, any actual increase still needs Cabinet approval and cooperation from state governments.
Meanwhile, PBAPP's RM5 billion sukuk programme – the first of its kind by a state-linked water utility – aims to fund major infrastructure projects without overreliance on tariff hikes or bank loans.
The sukuk was issued under an Islamic medium-term notes programme backed by a newly established sustainable finance framework, which has received a 'gold' rating from RAM Sustainability. The sukuk itself was awarded a top-tier AAA/Stable rating by RAM Ratings.
PBAPP chief financial officer Mary Ann Harris said joint principal advisers and lead arrangers Maybank and UOB were waiving arranger fees 'in support of nation-building'.
Funds raised will support initiatives such as the RM2.1 billion Water Contingency Plan 2030.
Chow said PBAPP would also explore private financing and leaseback models to better manage costs over time.
'Whatever model we use, the bottom line is, we must repay. But if we're efficient and generate more income, it becomes manageable,' he said.
He added that the first project to be funded through the sukuk would be the newly launched Mengkuang water treatment plant.
'Payment claims are already coming in, and we may begin disbursements from the first sukuk issuance soon.
'We've been discussing this sukuk programme for the past three years, and I'm glad we're finally making it a reality,' he said.

KUALA LUMPUR, July 28 — Housing and Local Government Minister Nga Kor Ming stood by his statement that 20 tonnes of rubbish were left scattered following Saturday's 'Turun Anwar' rally, organised by the opposition coalition Perikatan Nasional. He said the data was provided by the Solid Waste Management and Public Cleansing Corporation (SWCorp), which carried out the clean-up after the rally ended. 'The claim that 20 tonnes of rubbish were left behind did not come from me, it was a report by SWCorp, which I received from the ground. 'Hundreds of our workers were deployed to clean up the waste after the black shirt rally. I do not deny that a group from the Unit Amal helped clean up, and I thank them for that. But it also cannot be denied that 20 tonnes of rubbish were strewn across Sogo, Dataran Merdeka, and Jalan Petaling,' he said during Question Time in the Dewan Rakyat today. Nga was responding to a supplementary question from Pendang MP Datuk Awang Hashim, who questioned the 20-tonne figure and accused him of lying. Nga criticised the unhygienic behaviour of rally-goers, stressing that such gatherings must be conducted peacefully and in an orderly manner, including maintaining cleanliness. Yesterday, Nga blasted the rally organisers for their lack of environmental responsibility, after nearly 20 metric tonnes of rubbish were left scattered. He described the situation as 'deeply regrettable' and 'truly shameful', condemning the 'filthy attitude' shown at the event.

KUALA LUMPUR, July 28 — Police have received four reports in connection with the rally at Dataran Merdeka on Saturday, including one case involving an effigy resembling Prime Minister Datuk Seri Anwar Ibrahim being caned near the National Mosque. Acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad said the remaining three reports were related to the use of drones. He said that the effigy case has been referred to the Classified Crime Investigation Unit in Bukit Aman for investigation under Section 41 of the Sedition Act 1948, Section 504 of the Penal Code, and Section 233 of the Communications and Multimedia Act 1998. 'The three other reports related to drones have been forwarded to the Civil Aviation Authority of Malaysia (CAAM) for further action,' he said at a press conference here today. Mohamed Usuf said that although the rally was held peacefully and with approval, police will still investigate any misconduct by rally-goers. — Bernama

GEORGE TOWN, July 28 — The rise of artificial intelligence (AI) will reshape Malaysia's job market and could unlock thousands of new employment opportunities, Human Resources Minister Steven Sim said today He said that over 60 emerging job roles have already been identified, with 70 per cent of them in the AI and technology sector, poised to create hundreds of thousands of new jobs. 'So we have to move on from what I call 'worry to strategy,' because the way forward is to ensure that our workers are equipped with the right skills to adapt to the changes in current and future economic trends,' Sim said in his speech at the official launch of the 52nd ARTDO International Conference here this morning. Sim referred to a study his ministry commissioned six months ago on the impact of AI and digitalisation in Malaysia, which revealed that 600,000 existing jobs are "at risk." However, he clarified that this does not necessarily mean these jobs will be lost. 'Of course, some of these may become obsolete, so workers in these roles will be required to upskill and reskill,' he said, explaining that "at risk" means the jobs could be significantly impacted or affected by AI. The study collected data from industry players across ten strategic economic sectors that contribute to about 60 to 70 per cent of the nation's GDP. Upskilling and AI literacy key Later, when asked to elaborate, Sim pointed to new roles like "prompt engineers" as examples of emerging opportunities. 'We need to learn how to work with AI. We still need someone to input data into the AI, and someone still needs to check the structures of feedback produced by AI,' he said. He stressed the importance of two key areas for the workforce: High-level AI skills that cover the ability to manage or even create AI Broad AI literacy: Basic understanding and ability to use AI tools, which he said is essential for everyone, including homemakers, as the technology permeates all sectors. 'So we also want to provide basic AI literacy courses to the public in general,' he added, noting that the ministry's MyMahir portal was developed to match new skill requirements with appropriate training courses. Sim also said that AI is not just about technical skills, but involves ethical and legal considerations. He added that clear guidelines are needed to ensure the progress of AI does not negatively impact society. 'AI is not just about technology; it also touches on moral and legal issues.'
