
B.C. municipality pushes for European-style elevators to cut costs, boost accessibility
A Vancouver Island municipality is pushing the province to make changes to its elevator rules in a bid to make homes more accessible and affordable.
The District of Saanich recently voted unanimously to send a resolution to the Union of B.C. Municipalities (UBCM), calling on the province to "legalize" smaller and less expensive European-style elevators in low- and mid-rise buildings in which an elevator would otherwise not be installed.
Coun. Teale Phelps Bondaroff, who brought the motion forward, says the idea stemmed from a chance conversation over coffee.
"I was talking to some residents…and one of them just casually brought up European elevator standards," he said.
"It's one of those...conversations at a coffee shop, leading to potentially a policy that might make housing a little more affordable and a little more accessible."
A 2024 report from the Center for Building in North America, which Phelps Bondaroff's motion cites, found elevator prices in Canada and the U.S. are three times higher than in comparable buildings in Europe.
According to the report, Canada has just four elevators per 1,000 people, compared to 15 in South Korea and more than 20 in countries like Spain and Greece.
Currently, B.C. abides by the Canadian Standards Association's B44 guide which requires large elevator cabins that can accommodate a stretcher. In practice, they are costly, says Phelps Bondaroff, and that means most builders avoid including elevators in walk-up townhouses or small apartment buildings.
According to the motion, the 2024 B.C. Building Code requires elevators in all residential buildings, although large one- and two-storey buildings and small buildings with three storeys or fewer are exempt.
"In [these] low- and mid-rise buildings, it isn't a choice between oversized, overbuilt American elevators versus smaller, cost-effective ones," Phelps Bondaroff said. "It's a choice between European elevators or no elevator at all."
"If we want seniors, parents with strollers, and people with accessibility needs to access homes in walk-ups and smaller apartments, we need more options."

A B.C. municipality is calling for changes to the province's building code to allow smaller and more affordable elevators. The District of Saanich says it's a key step toward improving accessibility for those dealing with mobility challenges. As Sohrab Sandhu reports, the move is being welcomed by industry experts and accessibility advocates.
The lack of affordable elevator options has real-world consequences for people with mobility challenges, says accessibility advocate Susan Bains.
"When I used to live in a condo with 24 units, there was only one elevator," Bains said. "If it was down for maintenance, you'd be waiting…you're really just relying on one elevator."
Bains hopes that allowing more compact and affordable elevators will encourage developers to include them even in buildings where they aren't currently required by code.
CBC News has reported on the impacts of broken elevators across Canada over the past decade, and heard stories from seniors and people with disabilities who've been largely stuck in their apartments for weeks or months while their building's sole elevator was down.
Some told of how they had to wait for others to carry them up the stairs or take 10-minute breaks between each flight. One advocate described that some residents were left to crawl down the stairs of their multi-storey building, while staff at a care home feared getting burned while hauling hot food upstairs to residents.
Cheaper maintenance
Sam Holland, a director of the housing advocacy group Homes for Living, said maintaining European-style elevators costs less.
"European elevators aren't just cheaper to install, they are also more affordable to maintain over time," he said in a statement.
"That's because they use globally standardized parts that are easier to source and service, unlike the expensive and often delayed components we rely on in North America."
Mark Bernhardt, former president of the Canadian Home Builders Association of B.C., supports the idea of smaller elevators. He says in one recent low-rise rental project, installing a single elevator cost $135,000.
"That's one of the biggest line items in the whole building," he said. "So if there is anything we can do to shave that down, that is something that home builders absolutely support."
Housing Minister Ravi Kahlon says the province is open to the idea.
"We in B.C. have been open…when it comes to changes to building code…to allow for more affordability as well as more convenience," he said.
"[This proposal] may actually address cost pressures that we are seeing…and [it] may also help us diversify away from the U.S., which I think is needed given the challenges we have now," he said, referring to President Donald Trump's trade war.
If adopted at the UBCM convention, the resolution would become part of the organization's formal lobbying effort to the province.
Kahlon says the province would then consider public consultation on the matter and could bring the discussion to a national level.
"But when something makes sense in B.C, we're also prepared to go forward alone," he said.

Community groups push restorative justice for racialized Winnipeggers
Community groups in Winnipeg are pushing for a more restorative approach to policing and prosecuting racialized communities in Winnipeg. An event on Saturday organized by the Social Planning Council of Winnipeg (SPCW) and other community groups saw the release of a new report and manual that looks to highlight "the lived realities of safety, trust, and community belonging for racialized and newcomer youth in Winnipeg." The "Community Solutions for Safety for Racialized Newcomer Youth in Winnipeg," report, published this month by the Immigration Partnership Winnipeg, collected first-hand accounts from 76 youth between the ages of 13 and 35. The youth came from diverse immigrant, ethnocultural, educational, gendered and socioeconomic backgrounds, each having unique lived experiences and views on safety in the city, including the local police force and justice system. Report authors Darrien Morton and Matt Fast found that some youth wanted more police protection while others wanted officers to stay away – and some didn't want to talk about police at all. Meanwhile, community leaders described their exhaustion and frustration with "performative police engagement." "What communities asked for, more than anything, was accountability. A safe presence. Someone to turn to. And what's even better, adequate resources," Morton and Fast wrote. The report shows that racialized, newcomer and Indigenous communities in Winnipeg, and those who were born here to immigrant parents often find systems like policing and the courts system to be "distant, ineffective, or even unsafe," SPCW said. Writers Morton and Fast said there was a widely-held belief among the youth that "police have more unchecked power than most people can imagine," which makes the prospect of changing that system seem "distant or unrealistic." Those issues are leading to the continued overrepresentation of racialized persons and groups in the criminal justice system, including immigrant and Indigenous communities, according to the report. The manual was released after a three-year, three-phase project that began in 2021, launched after several fatal police encounters in Manitoba. A 2020 analysis by CBC News found that most fatal police encounters involved Indigenous people. The goals of the project did change over time, as SPCW says originally they were hoping to improve trust between Indigenous, Black, and racialized newcomer communities and the Winnipeg Police Service through a 'Community Safety and Inclusion Office' or 'Hub.' Due to "deep divisions and concerns about policing," however, SPCW says the project pivoted to focus on understanding how racialized newcomers and specifically newcomer youth perceive safety, trust, and justice reform in Winnipeg. The study also looks at questions about if more police on the streets would improve safety or cause more harm, and if trust can even be built between communities and the police, or if the relationship is permanently "broken." The document also highlights "systemic shortcomings" in addressing newcomer safety and justice, including overlooking newcomer diversity, fragmented care, superficial accountability, uneven data practices, and fractured solidarity. "There's a need for standardized evaluation, culturally adapted legal literacy, 24/7 civilian-led crisis response, and peer-led youth programs," the report states. The groups said the report comes with what they are calling several "suggestions or more-than-recommendations," rather than traditional recommendations to avoid placing an "unfair burden on participants to solve systemic problems." Restorative justice is defined by the Government of Canada as "an approach to justice that seeks to repair harm by providing an opportunity for those harmed and those who take responsibility for the harm to communicate about and address their needs in the aftermath of a crime." SPCW said they believe a more restorative approach would lead to less racialized people being charged with crimes and incarcerated in Winnipeg, and said they will continue to promote strategies and recommendations to promote the safety and well-being of racialized newcomers and newcomer youth in our city. "Some of the most meaningful forms of harm reduction come not from surveillance or intervention … but from how public space is cared for. Fixing deep-seated problems shouldn't have to stop us from making things a little bit better now," Morton and Fast wrote.

Edmonton city council extends downtown revitalization levy to 2044
Social Sharing Edmonton city council voted Friday evening to extend its divisive downtown revitalization levy another decade, following a two-day public hearing into the matter. The 9-4 vote came after council heard from dozens of citizens speaking for and against the levy. Those who signed up to speak represented various parts of the downtown community, including citizens, non-profits, business owners and post-secondary institutions. "Every North American downtown, coming out of COVID, has struggled," Mayor Amarjeet Sohi said during Friday's hearing, before the vote. "This council has shown a very strong commitment to bring more activity, more life into downtown, and more vibrancy into downtown." The package of proposed projects in the Capital City Downtown Community Revitalization Levy (CRL), which includes a partnership opportunity with the Alberta government and OEG Sports and Entertainment, which owns the Edmonton Oilers, "allows us to build on that success," Sohi said. "The time is to act, and to act now," he said. "These kinds of opportunities don't come our way all the time." Friday's vote means the downtown CRL, established in 2015, will be in place until 2044. It was set to expire in 2034. The levy lets the municipality borrow money from the provincial government against future property tax revenues to help pay for development in the downtown area. The city has two other CRLs to finance development in other areas. Downtown has seen $4.7 billion in new development since the CRL started, the city said in a news release Friday evening. With the extension, the release said, the city will consider spending money from the CRL on seven new or updated projects, such as expanding the Winspear Centre, improving transit infrastructure and remediating brownfield. But there's conflict around the downtown CRL and its use of taxpayer dollars to fund private projects — namely, a proposed event park beside Rogers Place, the Oilers' home stadium. Nita Jalkanen, who lives in the Parkdale neighbourhood, is among the Edmontonians who spoke against the CRL extension, suggesting taxpayers have been pouring money into the pockets of Daryl Katz, OEG's founder and chairman. "It's our money that's being spent like water," Jalkanen said. The park would be one of three major projects wrapped into an agreement between the city, provincial government and OEG. In March, the parties announced they had signed a memorandum of understanding, signalling a willingness to move forward with the project while negotiations continue to finalize the deal. Details of the MOU suggested the event park would cost $250 million, about one-third of which — $84 million — would be covered by OEG. The MOU also includes money to build 2,500 new housing units in the Village at Ice District, just north of Rogers Place, and demolish the Coliseum — the Oilers' former arena — and improve the Exhibition Lands area. Before Friday's vote, Ward pihêsiwin Coun. Tim Cartmell expressed that he finds the notion that OEG unduly benefits from the levy to be misplaced. "Everything we do, in terms of the CRL, benefits a private landowner in some way, in some form. So it's really a matter of scale, and we happen to have one landowner who's a public figure," said Cartmell, who is also a mayoral candidate in the upcoming civic election. Ward Anirniq Coun. Erin Rutherford, one of four council members who opposed, voted based on whether she felt locking in CRL funding for another 10 years was right, she told council Friday. "Our theory of change is fallible," Rutherford said. She felt the downtown CRL doesn't align with city initiatives to keep businesses from leaving, nor that it addresses social disorder, she said. "There's still not going to be vibrancy," she said, noting that residents from the McCauley neighbourhood and Edmonton's Chinatown have raised concerns to council. "Not everybody is seeing the benefit of this," she said.
