DOST willing to help search for missing sabungeros' remains in Taal Lake
'Of course makikipag-ugnayan kami sa ibang scientist, sa tingin naman baka may instrument na kakayahan. May pandagat kami na instrumento na pinondohan ng DOST for marine monitoring—para sa mga isda, mga corals, but we will have to find out kung 'yung murky conditions ng Taal Lake kaya pa ng ibang mga camera na mayroon,' said DOST Secretary Renato Solidum at the Saturday News Forum.
(Of course we will be in touch with other scientists. We think there might be instruments that are capable. We have a marine instrument funded by DOST for marine monitoring—for fish and corals—but we will have to find out if other cameras that we have can handle the murky conditions of Taal Lake.)
This, as Solidum said that it's "possible" their bones may still be recovered in the lake.
"Ang buto hindi made-decompose.. 'Yung buto walang pakialam ang decomposition doon, ang laman ang nabubulok lang,' explained Solidum.
(Bones do not decompose. The bone doesn't care about decomposition, only the flesh rots.)
The Philippines government has asked Japan's technical assistance to help the search for dozens of cockfighting participants allegedly killed by rogue police and dumped in a lake south of Manila.
It was whistleblower Julie 'Dondon' Patidongan alias "Totoy" who claimed that the bodies of the 34 missing sabungeros were buried in Taal Lake.
Solidum, meanwhile, said that it would depend on the depth and the 'oxidizing' content of the lake where the bodies were thrown if the remains can be found intact or at a certain level of decomposition.
"'Pag oxidizing, kunwari dito sa lupa, kung iwan mo ang dahon diyan made-decompose yan in time kasi may air ka pa – may oxygen, pag wala nang oxygen hindi na yan made-decompose, mape-preserve so depende 'yan sa lokasyon,' he said.
(When oxidizing, let's say here in the ground, if you leave the leaf there, it will decompose in time because you still have air—there is oxygen. If there is no more oxygen, it will not decompose; it will be preserved, so it depends on the location.)
'Malalim kasi ang lake, mahigit 100 meters yan sa deepest part… So depende. 'Yung organic matter kasi na lumulubog, siyempre hindi maka-penetrate ang sunlight kaya madilim,' added Solidum.
(The lake is deep, over 100 meters at its deepest part... So it depends. Because the organic matter sinks, of course sunlight can't penetrate, so it's dark.)
Located about two hours south of the capital, Taal Lake is home to an active island volcano and spans more than 230 square kilometers with a depth of 172 meters in some places.
Patidongan initially appeared in silhouette in an interview with GMA Integrated News before later revealing himself, saying he feared for his life.
The whistleblower has identified businessman Charlie ''Atong'' Ang as the mastermind behind the disappearances.
Ang has denied all charges and on Thursday filed a lawsuit accusing Patidongan, a former employee, of slander, threats, and conspiracy to commit robbery.
Since his televised appearance, Patidongan has claimed the actual number could be as high as 100. —VAL, GMA Integrated News

NBI ready to lend forensic expertise in missing sabungero case
The National Bureau of Investigation (NBI) is ready to lend its forensic expertise in the case of the cockfight enthusiasts or sabungeros who went missing from 2021 to 2022, NBI Director Jaime Santiago said Monday. 'Yes, I am volunteering. Kung kailangan nila ng forensic expertise namin, I am very willing na i-extend ang aming forensic expertise,' Santiago said in an ambush interview. (Yes, I am volunteering. If they need our forensic expertise, I am very willing to extend our forensic expertise.) Julie "Dondon" Patidongan or alias Totoy, one of the accused in the case, previously said that the bodies of the 34 missing sabungeros were buried in Taal Lake. Due to this, the Philippine government has asked Japan for technical assistance. Meanwhile, the Department of Science and Technology also said that the agency is willing to lend its expertise and equipment in the search for the sabungeros. Last week, Patidongan also named businessman Atong Ang as a mastermind in the case. He also linked actress Gretchen Barretto to the disappearance. The two have denied the allegations against them, with Ang saying that Patidongan threatened to link him to the disappearance if he refused to pay P300 million while Barretto said she received a similar threat. — RSJ, GMA Integrated News

Mother nabbed in Pasay for selling one-month-old baby online
A 23-year-old woman was arrested after attempting to sell her one-month-old baby online. Authorities rescued the baby during an entrapment operation conducted in Barangay 197, Pasay City, according to a report by Bea Pinlac on Unang Balita. The baby, who was wrapped in a towel after the rescue, was immediately turned over to the Department of Social Welfare and Development. The arrest was conducted after authorities discovered an online group chat where the suspect had been actively offering the child for adoption. An undercover officer from the Philippine National Police Women and Children Protection Center (PNP WCPC) posed as a prospective adopter. 'Meron silang napasukan na group chat na nandu'n active 'yung ating undercover na nagpi-pretend na gusto rin mag-adopt," said Police Lieutenant Colonel Armelina Manalo, PNP-WCPC Luzon Field Unit chief. (They entered a group chat where our undercover officer posed as someone also looking to adopt.) 'Nu'ng nag-PM siya (the suspect) sa undercover, nag-offer agad siya ng baby.' (As soon as [the suspect] messaged the undercover officer, she immediately offered her baby.) Initial reports indicate that the suspect first demanded P100,000 in exchange for the child. However, police said the price was later lowered through negotiation. 'Immediately for P100,000... Since napakalaki ng amount, nagkaroon ng parang bargaining. Na-close namin 'to ng P90,000," Manalo added. (She initially asked for P100,000. Since it was a large amount, there was a form of bargaining. We closed the deal at P90,000.) The woman is now facing charges for trafficking in persons and child abuse. Police also discovered that the suspect has another child — a three-year-old — whose welfare is now also under review. The suspect refused to make a statement on camera but police said she told them her motive was financial. 'According doon sa nanay, kaya siya napilitan magbenta ng kaniyang baby ay dahil kailangan niya ng pambayad o panggastos doon sa ospital kung saan siya nanganak," said Police Brigadier General Portia Manalad, PNP-WCPC chief. (According to the mother, she was forced to sell her baby to pay for the hospital expenses related to childbirth.) 'Maraming utang na dapat bayaran. Pangangailangan din ng kaniyang 3-year old," said Manalo. (She had a lot of debts to pay and also had to provide for her three-year-old.) In a separate statement, the National Authority for Child Care reached out to Meta Philippines, urging the platform to act swiftly against at least 12 active Facebook groups reportedly being used to facilitate illegal child selling. Meanwhile, GMA Integrated News is also seeking comment from Meta Philippines. —Sherylin Untalan/KG, GMA Integrated News

PMA punishes 4 cadets but says incident not 'hazing'
The Philippine Military Academy (PMA) said that four cadets have been punished for hurting their classmate but the reported incident was not considered as 'hazing.' In a television interview, PMA public information office's Lieutenant Jesse Saludo said the cadets faced punishments based on the degree of their participation in the incident. 'The involved cadets were given appropriate punishments depending on the degree of their participation,' Saludo said in a report of Marisol Abdurahman on GMA Integrated News' Unang Balita on Monday. 'The PMA has a strict, zero tolerance on maltreatment and hazing, and such acts have no place in the institution,' he added. However, contrary to the complaint of the victim, Saludo said the incident does not fall under the definition of hazing in the Anti-Hazing Act. 'The injuries were caused by their classmates venting out their frustration on their squadmate, which because they believe the performance of their classmate is affecting their squad,' Saludo said. 'The incident does not fall under the legal definition of hazing as stated in the Anti-Hazing Act, which requires acts of violence or abuse to be committed as part of the admission process in the organization,' he added. Based on its investigation, the Baguio City Police said the victim, a 4th class cadet, allegedly experienced 'physical abuse and humiliation' from September 2 to 29, 2024. The police noted that the 'acts of maltreatment were not isolated but were carried out regularly inside the barracks.' These alleged physical abuses, which the complainant noted as 'animalistic tripping,' include punches and excessive physical training, which caused him to collapse due to exhaustion. After allegedly receiving a heavy punch on September 29, 2024, the victim nearly lost consciousness and was admitted to a hospital in Quezon City, where he underwent medical and psychological treatment. He was then transferred to the PMA Station Hospital and was discharged on June 30 this year. — Joviland Rita/RSJ, GMA Integrated News
