Rescues, evacuations in several areas due to Crising, Habagat rains, flooding
In Barangay Tatalon, Quezon City, at least 25 children, including three babies, were rescued from their homes amid severe flooding brought by heavy rains.
According to Bea Pinlac's '24 Oras' report Sunday, waist-deep flood hit some areas in the barangay while other houses were submerged up to the roof.
'Di na makapasok yung bangka namin dun dahil maliit, makitid masyado. Wala kaming bangka na maliit so nasa bubong na sya,' said barangay chairperson Kiko del Mundo.
(We cannot enter the area because it was too narrow. We don't have a proper boat for that.)
Rescuers saved residents who were trapped from their residences including the children. They temporarily took shelter at the Diosdado Macapagal Elementary School on Saturday evening.
'Pahirapan pa yun. Kailangan pa idaan sa bubong, idaan sa bakod para makuha namin yung mga bata. Hindi namin maipasok agad sa lakas ng tubig. Nahihirapan kami,' said del Mundo.
(It's difficult because we cannot enter the area due to the floods.)
'Yung iba nag-stay sa bubong. Pinauna nila ang mga anak nila, asawa nila tsaka mg babies nila,' he added.
(Some residents were staying on their roofs.)
Meanwhile, one rescuer sustained injuries due to the rescue operation.
At least 100 families or over 300 individuals were affected by the flooding, which has been a perennial problem in the barangay. The Metropolitan Manila Development Authority (MMDA), Department of Public Works and Highways (DPWH), and the QC government said they have projects to resolve the floodings including a new pumping station and drainage system.
Biñan, Laguna
Residents in Barangay dela Paz in Biñan, Laguna, meanwhile, opted to use makeshift boats to traverse the knee-deep floods.
'Ang laking perwisyo lalo na sa mga estudyante, kawawa sila,' a resident told Jamie Santos' '24 Oras' report.
(It is such an inconvenience for us, specially the students.)
Gino Guico, barangay chairperson, said they did not expect sever floods to hit the area. He also proposed dredging in Laguna de Bay to ease their flood woes.
'Yung ganitong lalim ng baha ineexpect namin sometime in September or October. Ngayon July pa lang, ginulat kami,' Guico added.
(We are expecting this level in September or October but not in July. We're shocked.)
Camanava floods
Severe floodings also hit the CAMANAVA area and nearby municipalities in Bulacan.
In Barangay Hulong Duhat in Malabon City, residents waded through gutter-deep floodwaters.
'Sa kagustuhan ma-pump palabas, ang nangyayari dere-derecho ang pump, nasisira rin. Kagabi nayari itong talabahan, ngayon naman ang nasira naman 'yung pedela pero nakareport naman na sa MMDA,' barangay chairperson Wen dela Cruz.
In Guiguinto, Bulacan, residents evacuated after flood waters reached as high as three feet. Deep floods were also observed in Sta. Cruz, Bocaue, Sta. Maria, and Malolos, and Bulacan, according to Mav Gonzales' '24 Oras' report.
Meanwhile, the Bustos Dam released water due to the heavy rains. It may affect the low-lying areas in San Rafael, Bustos, Baliwag, Pulilan, Plaridel, Calumpit, Hagonoy, and Paombong. — Sundy Locus/BM, GMA Integrated News

DA to extend assistance to farmers, fisherfolks affect by Crising, Habagat
Philippine Coast Guard members assist 151 residents on July 18, 2025, as they evacuate following flooding due to Tropical Storm Crising, in Ilog, Negros Occidental. PCG The Department of Agriculture (DA) has directed its agencies to prepare and extend assistance to all farmers and fisherfolk impacted by the onslaught of Tropical Storm Crising and the Southwest Monsoon or Habagat. Initial reports showed the agricultural damage caused by Crising and the Habagat across Regions VI and IV-B reached around P53 million. Likewise, around 2,099 farmers tending to more than 2,400 hectares were affected. 'We must act without delay—weather permitting—to ease the suffering of our farmers and fisherfolk,' said DA Undersecretary Roger Navarro. Crising and the Habagat wrought havoc over parts of the country, causing heavy rains and widespread flooding in several areas in the Philippines. Crising exited the country's area of responsibility on Saturday, July 19. Data from the National Disaster Risk Reduction and Management Council (NDRRMC) said three people were reported dead while another three were injured due to the effects of the Crising and the Habagat. A total of 370,289 individuals, or 120,008 families, were affected by Crising. Meanwhile, the DA said floodwaters have submerged fields planted with rice, corn, and other high-value crops. Poultry and livestock operations have also suffered losses. Some National Food Authority (NFA) in Mindoro were also not spared from the flooding. NFA Administrator Larry Lacson said agency started the release of rice stocks to local government units and national agencies as part of the ongoing disaster response. In Palawan alone, 500 sacks have already been distributed. Jovy Bernabe, president of the Philippine Crop Insurance Corporation (PCIC), said a apid assessment of the affected areas will be immediately undertaken to initiate the processing of insurance claims for covered farmers. Despite Crising exit, Habagat to bring more rains in PH
The Southwest Monsoon (Habagat) will continue to bring rains over several areas in the country in the next 24 hours, PAGASA said Sunday. According to its 4 p.m. daily weather forecast, the state weather bureau said these areas are Zambales, Bataan, and Occidental Mindoro. These heavy to intense rains may cause flash floods or landslides. The Habagat will also bring occasional rains over Metro Manila, Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, Oriental Mindoro, Antique, and Iloilo. Cloudy skies with scattered rains and thunderstorms will persist over the rest of Luzon, the rest of Visayas, Zamboanga Peninsula, Northern Mindanao, and Caraga also due to the Habagat. These moderate to at times heavy rains may trigger flash floods or landslides. The Habagat will also bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms throughout the rest of Mindanao. Residents of the affected areas were warned of possible flash floods or landslides during severe thunderstorms. PAGASA said it is still monitoring Severe Tropical Storm Wipha, formerly Crising, outside the Philippine Area of Responsibility. At 3 p.m., Wipha was located 935 kilometers west of extreme Northern Luzon. It has maximum sustained winds of 110 km/h near the center and gustiness of up to 150 km/h, and is moving westward at 30 km/h. State meteorologists also said winds will be strong, while coastal waters will be rough in the northern and western sections of Luzon. The rest of Luzon will experience moderate to strong wind conditions and moderate to rough coastal water conditions. Meanwhile, winds will be light to moderate, while coastal waters will be slight to moderate in the Visayas and Mindanao.
