Environment Agency – Abu Dhabi Launches an Integrated System for Inspecting and Monitoring Waste Management Activities
The Environment Agency – Abu Dhabi (EAD) announced the launch of an integrated system for managing and monitoring waste management activities across the emirate of Abu Dhabi. This system aims to ensure compliance with the emirate's environmental standards and waste management laws, helping to fulfil its vision of environmental sustainability and the protection of natural resources.
The newly implemented system seamlessly integrates three main waste monitoring and management systems: the Waste Management Activities Inspection and Patrolling System, the Occupational Health and Safety System for Waste Management Sector Workers, and the Electronic System for Tracking and Monitoring Waste Transfer Operations. By developing and integrating sustainable waste management practices, the new system will ensure improved operational efficiency for facilities operating in this sector as well as for inspection and patrolling system.
Developed through a series of processes and procedures designed to evaluate all activities related to the collection, transportation, treatment and storage of waste, the system helps facilitate inspection and monitoring procedures for waste sector stakeholders. The system also examines current gaps in the waste sector and identifies lessons learned, enabling EAD to achieve its future initiatives.
Commenting on the launch of the system, Engineer Salem Mubarak Al Breiki, Director of Waste Management Division at EAD, said: 'The launch of this integrated system marks a pivotal step in achieving our strategic waste management objectives and reinforcing the Agency's role in addressing challenges. It fosters stronger partnerships with various entities, enabling the exchange of expertise and the evaluation of our procedural and regulatory frameworks. This collaborative approach is instrumental in the ongoing development of laws and legislation. In addition, the system empowers our employees with enhanced capabilities and efficiency in carrying out field tasks, while increasing the scope of inspection and monitoring activities across the emirate. By integrating artificial intelligence-driven technology and tools, we optimise the process of collecting and processing data to implement the best sustainable solutions.'
The implementation of this integrated system is further supported by key legislative and operational tools, including the Integrated Waste Management Regulation and the Waste Classification System, strengthening the enforcement of sector laws and work regulations. The system also includes the preparation of field inspection plans and periodic monitoring that target licensed and operating sectors and facilities in the field of waste trade, transportation, and treatment. Additionally, the scope of control is expanded to include rural areas, aiming to regulate random waste dumping and other incorrect practices, while longer-term plans will also include dealing with challenges created by waste-producing sectors.

The workshop convened key stakeholders to strengthen the role of licensed contractors in supporting the emirate's transition toward more effective waste management practices and circular economy outcomes. As Abu Dhabi intensifies its efforts to reduce environmental impact and increase resource efficiency, the engagement of environmental service providers has become increasingly critical. This workshop aimed to build stronger alignment between service providers and EAD's regulatory frameworks, ensuring consistent, high-quality implementation of environmental standards on the ground. Participants included representatives from companies licensed in waste collection, treatment and environmental consultancy. The full-day programme featured presentations by specialists covering licensing protocols, inspection procedures, environmental reporting and technical compliance. Special focus was placed on common regulatory challenges and how to overcome them through improved communication, capacity-building and proactive engagement. As a key outcome, EAD established the cornerstone of private sectors' Panel of Expertise in Waste Management — a forward step to institutionalize collaboration, sharpen regulatory alignment, and accelerate Abu Dhabi's circular economy goals. This collaborative environment fostered practical learning, streamlined communication, and established a shared sense of accountability, ultimately accelerating our progress towards Abu Dhabi's circular economy objectives with greater efficiency.' The insights and feedback generated will directly inform how we refine our inspection processes, enhance licensing efficiency and design more responsive engagement mechanisms moving forward. Ultimately, this is about forging partnerships that elevate performance, prevent environmental degradation and help deliver on our broader sustainability vision for the emirate.' The workshop opened with an overview of EAD's licensing and regulatory framework, providing attendees with clarity on the obligations and standards expected of environmental service providers operating in Abu Dhabi. This included an in-depth walkthrough of the environmental permitting process, key documentation requirements and the criteria used during inspections. The Agency's experts presented common non-compliance issues observed in the field and offered guidance on how to prevent them. Special attention was given to the importance of data accuracy in environmental reporting, the use of digital platforms for permit management and the role of service providers in upholding environmental integrity at every stage of their operations. Environment Agency – Abu Dhabi Becomes the First UAE Regulator to Achieve Carbon Neutrality Certification for the Second Time
Abu Dhabi, June 2025: The Environment Agency – Abu Dhabi EAD has received its second Carbon Neutrality Certification from Applus+, a verification agency accredited by the United Nations Framework Convention on Climate Change (UNFCCC). This achievement means EAD has become the first regulatory body in the UAE to receive this certification twice, further solidifying its commitment to combating climate change and promoting environmental sustainability in Abu Dhabi. Commenting on the milestone, Her Excellency Dr. Shaikha Salem Al Dhaheri, Secretary General of EAD, said: ' Receiving the Carbon Neutrality Certificate for the second time underscores EAD's deep commitment to building a sustainable future for Abu Dhabi. By offsetting our carbon emissions for the 2020–2022 period, we are not only setting a benchmark for government entities, but also inspiring our peers in government, and challenging the private sector to embed sustainable practices into their core operations. We believe this milestone will accelerate our collective journey towards net-zero emissions, solidifying Abu Dhabi's role as a regional leader in environmental stewardship.' Any greenhouse gas emissions generated by EAD were assessed by GE3S and verified by Applus+. The Agency's comprehensive approach to achieving carbon neutrality includes identifying emission sources such as energy consumption in buildings, the use of chilled water, waste generation, fuel use in vehicles and generators, as well as the implementation of targeted emission reduction measures. The Agency is focused on significantly reducing its energy consumption and environmental footprint through the adoption of eco-friendly technologies and sustainable practices. As part of this commitment, EAD is transitioning its vehicle fleet to hybrid power, thereby reducing fuel consumption and emissions. Additionally, all existing lighting systems have been upgraded to energy-efficient LED technology and lighting sensors, and smart water have been installed to optimise resource use and minimise waste. Environmentally friendly air-conditioning systems have also been adopted across all EAD facilities. In a major step forward, EAD is integrating solar panels into all new projects, harnessing renewable energy to power its operations. This is complemented by sustainable design principles aligned with LEED Zero Carbon standards – further contributing to reduced energy consumption and lower carbon emissions. This achievement serves as an inspirational milestone for broader climate efforts, encouraging other organisations to integrate targeted carbon management strategies into their operations. New data released by the Statistics Centre – Abu Dhabi SCAD shows that Abu Dhabi achieved a 7.5 per cent growth in population in 2024, to reach a total of 4,135,985 people. This growth rate substantially exceeds that of established international financial centres, reflecting Abu Dhabi's strengthened position as a preferred destination for international professionals, investments, and businesses. The emirate's population has increased by 51 per cent over the past decade, rising from 2.7 million in 2014 to over 4.1 million in 2024. This sustained demographic expansion coincides with significant economic achievements, including GDP growth by 3.8 per cent last year to an all-time high of AED1.2 trillion, driven by non-oil sectors, which grew by 6.2 per cent to account for 54.7 per cent of the total economic output, demonstrating the emirate's successful diversification strategy. His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi and Chairman of SCAD, said: 'Abu Dhabi's sustained population growth reflects the government's success in creating an environment that attracts international talent and investment. The Abu Dhabi Securities Exchange exceeded AED3 trillion in market capitalisation, cementing its position among the world's top 20 stock markets. In 2024, ADGM witnessed a 245 per cent growth of assets under management (AUM), 32 per cent rise in operational entities, and 39 per cent of workforce within its jurisdiction. Foreign investment has grown 300 per cent since 2011 based on 2023 statistics, while the emirate recorded a 16 per cent increase in economic licenses issued in 2024 alone. As the world's safest city for nine consecutive years and the most liveable city in MENA for 7th year in a row in 2025, Abu Dhabi has created an environment where residents and businesses can thrive with confidence, attracting the global talent essential for leading the knowledge economy.
