Russia and Syria strengthen ties and will review agreements made under Assad

Russia and Syria on Thursday expressed their intention to strengthen ties, while specifying that they will review the agreements concluded under ousted President Bashar al-Assad, during the first official visit to Moscow by Syrian Foreign Minister Assaad al-Shaibani.
Russia, which has two military bases in Syria, was a major supporter of Bashar al-Assad, who took refuge in Russian territory after his fall last December.
During a meeting in Moscow with his Russian counterpart Sergei Lavrov, the Syrian foreign minister said Thursday that his country wanted Russia "by our side." "This is a period filled with challenges and threats. But it's also an opportunity to build a united and strong Syria. And, of course, we want Russia to be by our side on this path," said Shaibani, according to a Russian translation of his remarks.
In this context, Russia and Syria will "review" previous agreements concluded between Moscow and Damascus and form a new intergovernmental commission, he said at a press conference with Mr. Lavrov after the talks. "It's clear that quite a few agreements and contracts were concluded in completely different circumstances in previous years," said Sergei Lavrov.
"That's why we have agreed to review all the agreements in place," he explained, stating that Russia was "ready to provide the Syrian people with all possible assistance for post-conflict reconstruction." Neither Lavrov nor Shaibani, however, mentioned the fate of the two military bases that Russia maintains and wishes to keep in Syria: the naval base in Tartus and the military airfield in Hmeimim located on the coast.
Russia came to the rescue of Bashar al-Assad in 2015 by intervening militarily in Syria, participating in the ruthless crackdown on rebels and jihadists, notably by conducting devastating airstrikes. But the new Syrian government, strongly backed by the United States, has maintained relations with Russia. "We need friends, we need partners," the Syrian foreign minister emphasized Thursday at a press conference with Lavrov, saying he expected an "excellent" future for relations between Moscow and Damascus.

Hezbollah and ally Amal MPs gave twice their confidence to Salam's government and backed President Aoun in a second round of voting last January. Al-Moqdad said the presidential inaugural speech mentioned the Israeli withdrawal from the occupied territories in south Lebanon and the halt to Israeli attacks on Lebanon before Hezbollah's disarmament. "Solving domestic crises should be done between the Lebanese without any external pressure," he added. Under a ceasefire deal reached in late November, Hezbollah was to pull its fighters back north of the Litani river and Israel was required to fully withdraw its troops from the country, but has kept them in five locations in south Lebanon that it deems strategic. Whether Hezbollah must first disarm or Israel must first withdraw remains a chicken and egg situation. Israel has kept up regular raids on Lebanon since the truce, mostly saying it is striking Hezbollah targets, and has threatened to keep doing so until the group has been disarmed. Hezbollah has demanded that reconstruction of areas destroyed during the war begin, and that Israel stop its attacks, withdraw from five areas it occupies and release Lebanese prisoners, before discussing the fate of its weapons, which it considers a matter of domestic defense strategy.

He discussed the latest developments on both the local and regional levels, as well as matters concerning the military institution, and provided them with the necessary guidance amid the difficult circumstances Lebanon is facing. During the meeting, General Haykal congratulated the officers on LAF Day, affirming that the military institution continues to perform its role effectively at this stage, as it has in all previous stages. This success is attributed to all its personnel, regardless of their ranks or positions. He highlighted that the LAF remains always ready to give and sacrifice amid ongoing challenges, especially the increasing violations and attacks by the Israeli enemy against Lebanon's sovereignty and security, which have resulted in martyrs, wounded soldiers, and destruction. He stated, 'We are proud of our martyrs and wounded who have made great sacrifices for the homeland.' He also stressed that the LAF's efforts are currently focused on preserving stability and civil peace, securing and protecting the northern and eastern borders, preventing smuggling operations, and confronting external threats. He pointed out that communication with the Syrian authorities regarding border security is ongoing, as this is crucial for the stability of both countries. He stated: "The LAF has conducted a broad and significant deployment in South Litani Region, in close coordination and cooperation with the United Nations Interim Force in Lebanon (UNIFIL). However, the Israeli enemy still occupies several positions following its recent aggression against our country. This ongoing occupation remains the sole obstacle to the full deployment of our military units. The people of the South have shown full cooperation with the LAF, and its command maintains continuous communication with the Ceasefire Monitoring Committee (Mechanism)." He also emphasized that the LAF closely monitors any activity by terrorist groups and actively works to apprehend their members. He concluded by expressing his deep appreciation for the dedication and sacrifices of the soldiers.
