Prima facie RCB is responsible for the gathering: CAT blames IPL team for June 4 stampede
Nearly 2.5 lakh fans thronged the MG Road and Cubbon Road areas near the stadium after RCB announced a victory parade from the Vidhana Soudha and a fan engagement programme at the stadium to celebrate the team's maiden IPL triumph.
"…therefore, prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police," the CAT noted.
"Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered," added the CAT in its observation.
The RCB had posted in its social media handles about the parade and the fan engagement on the morning of June 4, and the Tribunal noted that the police department did not have sufficient time in its hands to manage such a large gathering at such short notice.
"Because of shortage of time on 04.06.2026, the Police was unable to do the appropriate arrangements. Sufficient time was not given to the Police. Suddenly, the RCB created the aforesaid type of nuisance without any prior permission.
'Police personnel are also human beings. They are neither "God" (Bhagwan) nor Magician and also not having the magic powers like "Alladdin ka Chirag" which was able to fulfil any wish only by rubbing a finger," the CAT observed.
The RCB management was not available to make a comment on this development.
Earlier, charges were pressed against RCB and the Karnataka State Cricket Association with regard to the tragic events, leading to the resignation of KSCA secretary A. Shankar and treasurer Jayaram.

Crime rate in Satya Sai district down by 27%, says SP
Overall crime rate in Sri Sathya Sai district has come down by 27% compared to the same period last year, Superintendent of Police V. Ratna said on Saturday at a half‑yearly crime review meeting held at Sai Ashram in Puttaparthi. 'The grave crimes, such as murders and attempts to murder are down by 36%, placing the district among seven in the State that recorded a significant 41% slide in crime rate,' she said. The SP said that the maintenance of law and order always remained the premier responsibility of the police. In the last year, the police of Sri Sathya Sai district have been adaptive to a special action plan, coordinating with all wings of the police force to curb crime effectively. She said that while overall crime is down, the police is intensifying efforts to control crime against women and children. 'We are going to set up a Command and Control Room in Kadiri sub-division soon, as the region is known for frequent incidence of crime against women and children,' Ms. Ratna said. She said that special focus was paid to prevent road accidents and white‑collar crimes, which had shown a decline by 7%. The SP highlighted the optimum use of the CCTV networks, community policing, and drone surveillance, and launching a series of awareness campaigns to sensitise women against crimes by prompting them to download the Shakti App on their mobiles. The meeting further focused on pending grave and non‑grave cases, including POCSO and property offences. Meanwhile, the SP felicitated as many as 57 police officers and staff members with certificates of appreciation in recognition of their swift response to solving major cases and reducing backlogs. Senior police officers from Hindupur, Puttaparthi, Kadiri, and Dharmavaram sub-divisions, along with officials from the judiciary and transport wings, were also present.

A.P. police count on welfare initiatives to keep Maoism at bay in tribal areas
The Alluri Sitharama Raju police have been coming up with a series of community welfare initiatives and development programmes aimed at steering the tribal youth away from Maoist ideology. Organised in collaboration with government and private agencies, these initiatives focus on building trust, boosting confidence and enhancing job opportunities. Under the flagship programme 'Saral' launched in January, Superintendent of Police Amit Bardar and ASP K. Dheeraj interacted with 42 students from Maoist-affected mandals such as G. Madugula, Pedabayalu and Munchingput. The sessions offered career guidance and awareness on job opportunities. Based on the students' qualifications, further assistance is being extended to help them secure jobs in the private sector. Another major initiative, 'Prerana', organised employment melas at Paderu, Chintapalli and Rampachodavaram. Notably, 80 youth from Chintapalli secured jobs at a phone manufacturing unit in Tamil Nadu. Additionally, over 60 tribal youth were trained in Inventory control and welding through a programme organised in collaboration with the Centre of Excellence in Maritime and Shipbuilding (CEMS) and funded by the Corporate Social Responsibility arm of Visakhapatnam Port Authority. In September last year, a job mela, held in association with APSSDC and SEEDAP at Araku, placed 52 tribal youth in reputable organisations such as Apollo Pharmacy, Amazon and Muthoot Finance. Under the initiative 'Nirman', the police are introducing tribal students to new opportunities for personal and professional development. As part of this programme, the students are taken on study tours to industries, IT units, tourist places in metro cities to empower educated tribal youth by offering them exposure to industrial environments and potential career paths. Women empowerment, too, is receiving due focus. In March 2025, as part of 'Saral', a tailoring course was organised in coordination with ITDA-Paderu, in which training was offered to 80 tribal women. These apart, the police conducted medical camps under the name 'Sanjeevani' and regular interactive community meetings. In a first-of-its-kind initiative, a programme called 'Girijanulatho Mamekam – Aathmeeya Sammelanam' was organised, wherein the police interacted with 21 surrendered Maoists, providing each with ₹1 lakh for rehabilitation and assuring them of long-term support. Superintendent of Police, Amit Bardar said the community welfare programmes received positive response from the tribal communities. He noted that the youth showed much enthusiasm and a strong desire to achieve success in various fields. The police have been designing programmes that cater to the diverse aspirations of the tribal youth, whether they are pursuing higher education, seeking skill development or interested in sports. He highlighted the impressive talent among tribal youth in volleyball, which the police are actively encouraging. Volleyball tournaments are being organised across several mandals. To support and motivate the players, the police are providing volleyball kits and offering cash prizes to winners. The SP also stressed that these initiatives are not only aimed at empowering the youth but also at steering them away from negative influences such as Maoist ideology and illegal activities like ganja smuggling.
