Teves camp files habeas corpus plea following arrest in Timor-Leste
Teves' legal counsel Ferdinand Topacio said Immigration police arrested Teves on Tuesday evening without a warrant. He said the former lawmaker is currently detained at the Ministry of Interior in Timor-Leste.
"Kung iga-grant po 'yung writ, dadalhin po sa hukuman si Ginoong Teves at doon po ay kailangang makumbinsi ng mga authorities na umaresto kay Ginoong Teves kung bakit siya inaresto… at kung siya ay ide-deport, what will be the basis for his deportation," he said in an online briefing.
(If the writ is granted, Mr. Teves will be brought to court. Authorities who arrested him will need to convince the court why he was arrested… and if he is to be deported, they should explain the basis for his deportation.)
Teves was tagged as the mastermind in the killing of former Negros Oriental governor Roel Degamo and nine others on March 4, 2023 at the Degamo residence in Pamplona, Negros Oriental.
The former lawmaker was out of the country at the time of the incident and has not returned since. He has applied for asylum in Timor-Leste.
Topacio stressed that the Philippine government's extradition request was already denied in March.
"The basis for the denial are three. Number one, that there is great danger to his life and him. Number two, that he may be forced to undergo torture and other inhuman punishment. And number three, maaaring mag-undergo siya ng mga proceedings na maaaring magdulot ng injustice sa kanya,' he said.

Though they are seeking to prevent his return to the country, Topacio said the Teves camp is prepared in case his client is brought back to the Philippines.
"We have always been prepared. What will happen if he is repatriated is that the courts where there are pending charges against him will acquire jurisdiction over him, and then we will defend him as his defense attorneys to the best of our ability," Topacio said.
"And we are confident that with the recantations of all the witnesses against him that the government has a very weak case. So we are ready. Anytime," he added.
Teves and others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019.
He and 12 others have also been designated as terrorists by the Anti-Terrorism Council, citing several alleged killings and harassment in Negros Oriental.
He was expelled by the House of Representatives in August last year for disorderly conduct and continued absence. — VDV, GMA Integrated News

Manila 6th District Representative Bienvenido 'Benny' Abante Jr. on Monday filed a resolution seeking to re-establish the House Quad Committee (QuadComm) to continue tackling 'unresolved' issues such as the extrajudicial killings (EJKs) and offshore gaming hubs in the 20th Congress. DepEd issues revised anti-bullying rules, defines roles of school officers
The Department of Education (DepEd) has revised the implementing rules of the Anti-Bullying Act to ensure stronger protection for students, introducing clearer guidelines and responsibilities for schools, educators, parents, and learners alike. Education Secretary Sonny Angara signed the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 10627 (Anti-Bullying Act of 2013) on Monday, aiming to create safer learning environments, in line with President Ferdinand Marcos Jr.'s push for student welfare and educational equity. 'Ang eskuwela ay lugar ng pagkatuto, hindi ng pang-aapi. Wala dapat puwang ang bullying sa kahit anong sulok ng ating mga paaralan at lipunan,' Angara said. (School is a place for learning, not oppression. There should be no room for bullying in any part of our schools and society.) Angara, the principal author of the measure in the Senate, said that the new policy gave schools 'sharper teeth' to both prevent and respond to bullying incidents through streamlined, accountable systems. The updated IRR applies to all public and private basic education institutions, including community learning centers and overseas schools under DepEd's supervision. 2 kidnap victims rescued, 4 Chinese nabbed in Parañaque ops
Two kidnapping victims were rescued while four Chinese nationals who allegedly abducted them were arrested in an operation in Parañaque City on Saturday, according to the Philippine National Police (PNP) on Monday. 'Apat na Chinese nationals ang ating naaresto na naman ng Anti-Kidnapping Group (AKG) na sangkot sa kasong kidnapping na naganap sa isang kilalang resort sa Paranaque City,' PNP chief Police General Nicolas Torre III said in a press briefing. The kidnapping happened after a 30-year-old Chinese national asked for assistance from the suspects for the foreign currency exchange and transfer of P150,000 to China. The victim initially released P100,000. Torre said the suspects convinced the victim to go with them to a resort casino to finalize the transaction but it led to a kidnapping. The suspects were allegedly forcing the victim to transfer an amount of 50,000 USDT from his cryptocurrency wallet. According to Torre, the victim asked the suspects for his phone to contact his family. The victim secretly reached out to another Chinese national who sought help from the local police through a 911 call.
