Teves camp files habeas corpus plea following arrest in Timor-Leste
Teves' legal counsel Ferdinand Topacio said Immigration police arrested Teves on Tuesday evening without a warrant. He said the former lawmaker is currently detained at the Ministry of Interior in Timor-Leste.
"Kung iga-grant po 'yung writ, dadalhin po sa hukuman si Ginoong Teves at doon po ay kailangang makumbinsi ng mga authorities na umaresto kay Ginoong Teves kung bakit siya inaresto… at kung siya ay ide-deport, what will be the basis for his deportation," he said in an online briefing.
(If the writ is granted, Mr. Teves will be brought to court. Authorities who arrested him will need to convince the court why he was arrested… and if he is to be deported, they should explain the basis for his deportation.)
Teves was tagged as the mastermind in the killing of former Negros Oriental governor Roel Degamo and nine others on March 4, 2023 at the Degamo residence in Pamplona, Negros Oriental.
The former lawmaker was out of the country at the time of the incident and has not returned since. He has applied for asylum in Timor-Leste.
Topacio stressed that the Philippine government's extradition request was already denied in March.
"The basis for the denial are three. Number one, that there is great danger to his life and him. Number two, that he may be forced to undergo torture and other inhuman punishment. And number three, maaaring mag-undergo siya ng mga proceedings na maaaring magdulot ng injustice sa kanya,' he said.

Though they are seeking to prevent his return to the country, Topacio said the Teves camp is prepared in case his client is brought back to the Philippines.
"We have always been prepared. What will happen if he is repatriated is that the courts where there are pending charges against him will acquire jurisdiction over him, and then we will defend him as his defense attorneys to the best of our ability," Topacio said.
"And we are confident that with the recantations of all the witnesses against him that the government has a very weak case. So we are ready. Anytime," he added.
Teves and others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019.
He and 12 others have also been designated as terrorists by the Anti-Terrorism Council, citing several alleged killings and harassment in Negros Oriental.
He was expelled by the House of Representatives in August last year for disorderly conduct and continued absence. — VDV, GMA Integrated News

Manila Rep. Abante seeks creation of 'QuadComm 2.0'
Manila 6th District Representative Bienvenido 'Benny' Abante Jr. on Monday filed a resolution seeking to re-establish the House Quad Committee (QuadComm) to continue tackling 'unresolved' issues such as the extrajudicial killings (EJKs) and offshore gaming hubs in the 20th Congress. 'There is still work that must be done—truths that remain hidden, perpetrators who remain unpunished, and families who still wait for answers,' Abante said in a privilege speech. 'Let us reconvene the QuadComm in the 20th Congress. Let us continue the investigation into the extrajudicial killings that scarred our nation. Let us show the Filipino people that justice does not expire with time, and that this Congress has the courage to finish what it has started,' he added. House Resolution No. 106 seeks the committees on Human Rights, Public Order and Safety, Dangerous Drugs, and Public Accountability to conduct a joint inquiry to address the 'emerging and unresolved' issue raised in the previous Quadcom in the 19th Congress. Abante said the new committee named 'Quad Comm 2.0' would expand the investigation on the problems of 'criminality and criminal syndicates that have flourished across the years, often with the aid and protection of past and incumbent government officials.' An example, Abante said, is the case of the missing sabungeros, or cockfighting enthusiasts, which he noted may be a case of EJKs. 'May mga alegasyon pa na ilang miyembro ng ating kapulisan ay sangkot sa mga insidenteng ito, at mga matataas na tao sa lipunan. Hindi ito bago sa atin—ito'y kahalintulad ng mga kaso ng EJK na ating naimbestigahan noong 19th Congress, kung saan may umaabuso sa kanilang kapangyarihan,' Abante said. (There are also allegations that some members of the police are involved in the incident, along with some influential people. This isn't new to us—it's similar to the cases of extrajudicial killings we investigated during the 19th Congress, where some individuals abused their power.) The lawmaker also inquired about the fate of the foreigners apprehended from Philippine Offshore Gaming Operators (POGO) and the buildings and properties they have acquired. Bukidnon 2nd District Representative Jonathan Keith Flores has been named head of the Committee on Dangerous Drugs, while Manila 2nd District Representative Rolando Valeriano was appointed chairperson of the Committee on Public Order and Safety. The House has yet to elect a new head of the Committee on Public Accountability. 'May nagsasabi na pulitika lang ito (Some say its political). But this is not a partisan crusade, Mr. Speaker. This is a moral one. Because murder knows no color but one: red—the color of blood unjustly spilled,' Abante said. The House Quadcomm inquiries resulted in the filing of the proposed Anti-Extrajudicial Killing Act and the Civil Forfeiture Act, which Abante said are important in curbing 'impunity and seizing the ill-gotten wealth of those involved in state-sponsored abuses.' —LDF, GMA Integrated News

DepEd issues revised anti-bullying rules, defines roles of school officers
The Department of Education (DepEd) has revised the implementing rules of the Anti-Bullying Act to ensure stronger protection for students, introducing clearer guidelines and responsibilities for schools, educators, parents, and learners alike. Education Secretary Sonny Angara signed the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 10627 (Anti-Bullying Act of 2013) on Monday, aiming to create safer learning environments, in line with President Ferdinand Marcos Jr.'s push for student welfare and educational equity. 'Ang eskuwela ay lugar ng pagkatuto, hindi ng pang-aapi. Wala dapat puwang ang bullying sa kahit anong sulok ng ating mga paaralan at lipunan,' Angara said. (School is a place for learning, not oppression. There should be no room for bullying in any part of our schools and society.) Angara, the principal author of the measure in the Senate, said that the new policy gave schools 'sharper teeth' to both prevent and respond to bullying incidents through streamlined, accountable systems. The updated IRR applies to all public and private basic education institutions, including community learning centers and overseas schools under DepEd's supervision. Schools must now adopt and operationalize a standard anti-bullying policy that includes: School-wide prevention and early intervention programs Defined responsibilities for school heads, teachers, parents or guardians, and students Clear protocols for addressing, resolving, and appealing complaints 'Kailangan may kultura ng malasakit at respeto. At para mangyari ito, binibigyan natin ng malinaw na kapangyarihan at tungkulin ang mga guro, magulang, at school heads,' Angara said. (We need a culture of compassion and respect. To achieve that, we're giving teachers, parents, and school heads clear authority and responsibility.) One of the key reforms is the introduction of the Learner Formation Officer, a designated staff member in every school who will serve as the first responder to bullying complaints. This officer will ensure that cases are addressed promptly and referred when necessary. Schools must also include anti-bullying procedures in student handbooks and post these guidelines visibly on campus. Angara cited studies linking bullying to absenteeism, poor academic performance, and student dropouts. He stressed that anti-bullying efforts are not just about discipline but are essential to improving educational outcomes. 'Walang bata ang uunlad kung araw-araw siyang takot pumasok sa klase. Kaya itong polisiya ay hindi lang para sa disiplina, kundi para rin sa kalidad ng edukasyon,' he said. (No child can thrive if they're afraid to go to school every day. This policy is not just about discipline, but also about the quality of education.) DepEd also vowed to closely monitor the functionality of Child Protection Committees in schools and provide technical assistance to ensure support systems are in place. The revised anti-bullying policy will be published in the Official Gazette and disseminated to all DepEd regional and division offices in the coming days. Last week, President Ferdinand "Bongbong" Marcos Jr. has directed the hiring of more school counselors in public schools, citing rising cases of bullying and mental health challenges among learners during his fourth State of the Nation Address (SONA). Calling attention to the emotional toll many students continue to face, Marcos said the government must prioritize the mental well-being of young Filipinos alongside traditional academic interventions. The Department of Education had earlier acknowledged the lack of school counselors to support students' well-being. The president also announced the rollout of the YAKAP Caravan, a new nationwide initiative that provides free medical checkups, cancer screenings, and essential medicines for both learners and teachers. While primarily focused on physical health, the YAKAP program is expected to open more touchpoints for early detection of psychological stress, anxiety, and depression among students, especially in underserved communities. –NB, GMA Integrated News

2 kidnap victims rescued, 4 Chinese nabbed in Parañaque ops
Two kidnapping victims were rescued while four Chinese nationals who allegedly abducted them were arrested in an operation in Parañaque City on Saturday, according to the Philippine National Police (PNP) on Monday. 'Apat na Chinese nationals ang ating naaresto na naman ng Anti-Kidnapping Group (AKG) na sangkot sa kasong kidnapping na naganap sa isang kilalang resort sa Paranaque City,' PNP chief Police General Nicolas Torre III said in a press briefing. The kidnapping happened after a 30-year-old Chinese national asked for assistance from the suspects for the foreign currency exchange and transfer of P150,000 to China. The victim initially released P100,000. Torre said the suspects convinced the victim to go with them to a resort casino to finalize the transaction but it led to a kidnapping. The suspects were allegedly forcing the victim to transfer an amount of 50,000 USDT from his cryptocurrency wallet. According to Torre, the victim asked the suspects for his phone to contact his family. The victim secretly reached out to another Chinese national who sought help from the local police through a 911 call. Aside from the 30-year-old Chinese national, the police also rescued another female victim kidnapped by the suspects. —AOL, GMA Integrated News
