
Emissions standard debate: Centre defends SO₂ norms tweak, justifies rationale citing IIT, NEERI studies
It also criticised media reports calling the move a 'regulatory dilution', saying they had 'grossly misinterpreted' the policy's intent and rationale.
The clarification comes in response to mounting criticism following the environment ministry's July 11 notification, which extended emission deadlines and exempted hundreds of coal-fired plants—classified as Category C—from installing flue gas desulphurisation (FGD) units.
In a statement issued Monday, the ministry said: 'Media reports misrepresent both the scientific evidence and the environmental policy rationale underlying the revised notification.' It emphasised that the decision followed consultations with stakeholders and premier research institutions, including IIT Delhi, the National Institute of Advanced Studies (NIAS), the National Environmental Engineering Research Institute (NEERI), and the Central Pollution Control Board (CPCB).
'Contrary to claims of regulatory dilution, the ministry's decision represents a rational, evidence-based recalibration anchored in current ambient air quality data, sectoral emission trends and broader sustainability imperatives,' the statement said, PTI reported.
The ministry pushed back against suggestions that India's National Ambient Air Quality Standards (NAAQS) for SO₂—last revised in 2009—are outdated, calling such claims 'scientifically unfounded.'
It said any revision to SO₂ limits must be based on actual contributions to PM2.5 levels and associated health impacts, rather than 'rhetorical assertions.' The ministry cited a study by IIT Delhi, which showed that sulfate—formed from SO₂—contributed only 0.96% to 5.21% of PM2.5, and 0.57% to 3.67% of PM10, in cities near thermal power plants.
By contrast, the ministry said, claims that sulphur compounds contribute 12–30% to PM2.5 were 'unsubstantiated' and not backed by any rigorous Indian study.
'Current exposure levels provide no credible evidence to suggest that SO₂, under prevailing ambient conditions, is a major public health concern,' it said.
The revised notification retains the December 2027 compliance deadline for Category A plants—those located within a 10-km radius of the National Capital Region or cities with a population of over 1 million.
For Category B plants—those near critically polluted areas or non-attainment cities—the ministry has moved from a fixed 2025 deadline to a case-by-case assessment approach.
The most sweeping change applies to Category C plants, which comprise the bulk of India's thermal fleet. These units have been completely exempted from installing FGD units, provided they comply with prescribed stack height norms by December 31, 2029. The earlier deadline was December 2026.
Of roughly 600 thermal power units in India, 462 are in Category C and 72 in Category B, according to the ministry.
India first announced SO₂ emission standards for coal-based power plants in December 2015, mandating FGD installation within two years.
But nearly a decade and four extensions later, 92% of plants are yet to comply.
Environmental groups have expressed concern that this rollback will worsen India's already severe air pollution crisis. Medical experts have long linked SO₂ exposure and secondary PM2.5 formation to respiratory and cardiovascular ailments.
However, the government insisted that its revised standards strike a balance between environmental objectives and energy sector realities. 'This is not a dilution, but a strategic recalibration based on evolving scientific and sectoral evidence,' the ministry said.

Experts call for coordinated action to tackle illegal shark fishing and trade
Kochi: Marine experts have called for coordinated action and increased awareness to tackle illegal shark fishing and trade. An interactive workshop and panel discussion organized by Central Marine Fisheries Research Institute (CMFRI) on Monday highlighted the importance of collaboration among various agencies to ensure conservation of protected species in the wake of India's recent expansion of the list of sharks and rays protected under the Wildlife (Protection) Act 1972. Experts who attended the meeting felt the need to identify gaps in monitoring and enforcement. Habitat mapping, public awareness campaigns, gear modification, demarcation of conserved areas, AI-supported shark recognition devices and an identification manual were proposed in the workshop. Shark fins in frozen form may often be difficult to identify by enforcement agencies, requiring the need for a strengthened collective capacity among all agencies involved in fisheries management, trade regulation, biodiversity conservation and enforcement. Inaugurating the workshop, CGST & customs chief commissioner Shaik Khader Rahman said joint training exercises and a real-time communication channel among customs, fisheries officials, coastal police, researchers, and forest and wildlife departments are essential to enhance enforcement. "There is a need to forge lasting understanding and actionable strategies between conservation and enforcement," he said. "Fishing pressure and unregulated trade, together with other natural and anthropogenic factors like pollution and climate change, have placed many shark species under threat of extinction," said CMFRI director Grinson George. "Over 40 elasmobranch species are now listed under CITES I (Convention on International Trade in Endangered Species of Wild Fauna and Flora). This means that any trade involving these species must be accompanied by permits ensuring that their extraction from the wild is sustainable and not detrimental to their survival," he said, adding that effective conservation requires awareness among fishing communities, strengthening of monitoring, enforcement and international collaboration. At the same time, marine scientists cautioned that while implementing stricter conservation measures, livelihoods of fishermen must also be considered. "Shark fishing is a primary source of income for many Indian fishing families and enforcement should not disrupt legitimate fishing activities," said CMFRI finfish fisheries division head Shoba Joe Kizhakudan. Union fisheries joint secretary Neetu Kumari Prasad and T M Najmudeen also spoke at the function. Apart from marine scientists, officials from state fisheries and wildlife departments, customs, Coast Guard, Navy and wildlife crime control bureau, along with representatives of exporters and various NGOs, took part in the discussion.

What Experts Are Saying About Sugar, Fat and Indian Eating Habits In 2023, a video by Revant Himatsingka, also known as Foodpharmer, went viral. The video showed the amount of sugar in soft drinks and packaged juices. It reached over 25 million views. Revant had said, "Habits form at an early age, and if we have a lot of sugar as a kid, chances are we will crave sugar as an adult too." He had requested the government to display sugar boards in every public school. Dr Gourdas Choudhuri, Chairman-Gastroenterology, Fortis Gurgaon, said, "With regard to what is happening in our urban cities in India and percolating to villages as well, there is a huge explosion of what we call metabolic disorders related to lifestyle and eating. So the most common ones are weight gain (overweight or obesity), propensity for diabetes, hypertension, increased amount of blood lipids like cholesterol and triglycerides, and early onset of heart disease." Dr Choudhuri continued, "What has really gone wrong is the way we eat and the way we live. We are actually consuming far more calories, and that too, refined sugar and a lot of oils in fried foods. This piles up initially in the liver and then goes on to clot the arteries and increases the risk of heart disease. So, from that point of view, any attempt at creating awareness is a good idea." Consultant nutritionist Rupali Datta added, "The definition of junk food found in the Oxford dictionary is 'food that is not very good for you but that is ready to eat or quick to prepare'. Nutritionists define junk food as that which adds only calories from sugar and fat, with no other nutrients. Problems with this junk are that it is low in satiety, so one tends to binge eat, and hence it has started replacing healthy food made with nutritious fresh ingredients." What Can You Do With This Information? Start by reading nutrition labels before buying packaged items. The World Health Organisation recommends no more than 25 grams (about 5 teaspoons) of added sugar per day. Many soft drinks and sweets easily cross this mark. Similarly, our total fat intake should not be more than 30g per day (6 tsp). Swap sugary and oily snacks with healthier options like fruits, nuts, yoghurt or simply clean, homecooked food. Be aware of hidden sugars and oils in foods labelled as "healthy". You do not need to quit everything, but awareness can help you make better choices. Will People Stop Eating Laddoo or Pakora? Probably not. In India, food is emotional. We eat with tradition, memory and joy. A warning label is unlikely to stop someone from eating a festive mithai or a rainy-day samosa. But it may help people choose better when it comes to daily snacking, especially for kids, office goers and those depending on packaged food. This is not about guilt.
