US SEC would set up guardrails for private investments in retirement plans, chairman says

NEW YORK -The U.S. Securities and Exchange Commission is prepared to work with the Labor Department to establish guardrails for investors if they gain greater access to private markets in retirement plans, the agency's chief said in a CNBC interview on Monday.
"We can work with the Department of Labor to help to have good guardrails" for people to offer greater access to private markets for individual investors, SEC Chairman Paul Atkins said when asked about reports that President Donald Trump plans to sign an executive order to make private-firm investments more accessible in retirement plans.
Private firms do not have the same level of required disclosures as public companies and are prone to valuation issues, so the SEC has historically restricted their access to mainstream investors.
"We need to make it so that individual investors are relying on fiduciaries to help them put these sorts of products, if they wish, into their long-term savings and retirement plans," Atkins said.

Safeguarding Users' Assets: BTCC Reports Total Reserve Ratio of 132% For July, ETH Leads At 170%

By Meg Flippin Benzinga DETROIT, MICHIGAN - July 24, 2025 ( NEWMEDIAWIRE ) - BTCC, one of the world's longest-serving cryptocurrency exchanges founded fourteen years ago, had a total reserve ratio of 132% for July, marking the fourth month in a row in which it maintained reserves well above 100%. The reserve ratio is the amount of customer funds the exchange holds in reserve compared to the amount of customer funds deposited. It measures the exchange's ability to cover withdrawals by customers. The higher the reserve ratio, the greater the exchange's ability to meet withdrawals; the lower the reserve ratio, the higher the risk the exchange could run into trouble. BTCC, which prides itself on transparency, has been releasing Proof of Reserves (PoR) reports since April, and reserves have been above 100% in every month since then. Safeguarding Users' Assets Proof of Reserve is an audit procedure that verifies assets held by exchanges through cryptographic proof, public wallet ownership checks and repeated audits, reports BTCC. Custodians provide transparent proof that on-chain reserves truly exist, demonstrating that the total tokens held and freely available on the platform are greater than or equal to the total token assets of all users. In centralized trading platforms, each user's assets are recorded through a ledger in a database. Securely proving that the platform is properly safeguarding all users' assets is a challenge that each platform must address. BTCC uses Merkle tree tools to verify platform reserves and user asset proof reports, allowing users to verify their assets within the platform. Being able to verify the assets can give users peace of mind that their assets are safe. Several cryptocurrency exchanges have gone under over the years, including FTX and BlockFi, resulting in large losses for customers. In April, BTCC reported that the ratio was 161%. In May, the figure was 152%, and in June, it was 135%. Ethereum Leads The Way In the latest PoR report, BTCC said the exchange had strong asset backing across all major cryptocurrencies, with Ethereum showing the highest reserve ratio at 170%. Bitcoin, the world's leading cryptocurrency, has a reserve ratio of 120%, while XRP has a reserve ratio of 145% and Tether has a reserve ratio of 143%. USD coin ended the period under review with a reserve ratio of 110% while Cardano had a reserve ratio of 120%. BTCC said the strong reserves across all the digital coins demonstrate the exchange's commitment to maintaining sufficient reserves 'July has been a remarkable month for the cryptocurrency market,' said Alex Hung, head of operations at BTCC Exchange. A new ETF is putting the 'end' in 'dividend.' The Roundhill S&P 500 No Dividend Target ETF, which began trading earlier this month, accomplishes that by moving its holdings from one underlying index exchange-traded fund to another, just ahead of dividend payments, intending to avoid them altogether. It's a strategy for investors who don't want the tax consequences of dividends paid out by S&P 500 stocks. 'Prior to and since XDIV's launch, we've received a significant number of inquiries from a wide range of ETF investors, including direct retail, financial intermediaries and institutional investors,' said Dave Mazza, CEO of Roundhill Investments. 'Over the longer term, we believe that institutional investors, particularly non-US investors, will find the greatest value in the benefits of this innovation.' For the very wealthy, several companies have rolled out products that take advantage of 351 exchanges, where assets in stocks with years of built-up capital gains can be transferred to ETFs on a tax-deferred basis. The Roundhill fund is different, though, with a focus on minimizing taxable income by sidestepping dividends. Having such a strategy in the already tax-efficient wrapper of an ETF makes sense, said Chris Chen, owner of Insight Financial Strategists. 'Stocks will tend to go down on the ex-dividend date. Therefore it may make sense to sell it before it goes ex-dividend and buy it back right afterwards, after it has gone down,' he said. A few details about the Roundhill S&P 500 No Dividend Target ETF: It is designed to rotate among different S&P 500 ETFs, including the iShares Core S&P 500 ETF (IVV), SPDR S&P 500 ETF Trust (SPY) and Vanguard S&P 500 ETF (VOO). Currently, 99.99% of its assets are in the SPDR Portfolio S&P 500 ETF (SPLG), though it may invest in more than one ETF at a time. It's actively managed, with gross fees at 21.5 basis points, though waivers bring the net expenses down to 8.49 bps. Friends with Dividends: Recent research sponsored by Vanguard found benefits to investing in dividend-paying stocks. Researchers found that 74% of the time, dividend-stock owners reinvest their dividends rather than pocketing the money. Further, such investors tend to stick with dividend-paying stocks because they see the companies as being fiscally responsible. 'Equity income investors enjoy the utilitarian benefits of returns on their funds, but also the expressive and emotional benefits that accompany perceiving the companies whose stocks they hold as more trustworthy and caring,' the authors wrote. SEC Stays Bitwise Crypto ETF Launch Despite Approval

The Securities and Exchange Commission placed a stay on the Bitwise 10 Crypto Index Fund conversion to an exchange-traded fund despite approving the fund Tuesday, preventing the crypto product from launching until further notice. The stay creates uncertainty around when the second diversified crypto ETF will reach U.S. markets, with the delay mirroring actions the SEC took against Grayscale Investment Trust's Digital Large Cap Fund earlier this month. Read More: SEC Delays Grayscale Crypto ETF Launch Despite Approval The Bitwise fund tracks the Bitwise 10 Large Cap Crypto Index and holds Bitcoin at a 78.7% weighting, followed by Ethereum at 11.1%, according to Bitwise. The fund manages $1.4 billion in assets across 10 crypto holdings with a 2.5% expense ratio. Regulatory Framework Questions The SEC granted accelerated approval for the Bitwise fund to convert to an ETF trading on NYSE Arca, according to the filing. However, Assistant Secretary Sherry Haywood notified the exchange in a separate letter that the Commission will review the delegated action, automatically triggering a stay under Rule 431 of the Commission's Rules of Practice. The fund currently trades over-the-counter under the ticker BITW and has operated as a trust since November 2017, according to Bitwise. Public quotation began in December 2020 through the OTCQX market. Beyond Bitcoin and Ethereum, the fund holds smaller positions in XRP at 5%, Solana at 3% and Cardano at 0.8%, according to the fact sheet. Additional holdings include SUI at 0.4%, Chainlink at 0.3%, Avalanche at 0.3%, Litecoin at 0.2% and Polkadot at 0.2%. The approval order shows the fund must maintain at least 85% of its holdings in commodities that underlie Commission-approved exchange-traded products, with no more than 15% in other assets, according to the SEC filing. This structure mirrors requirements imposed on other crypto ETF approvals. The stay prevents trading until the SEC orders otherwise, according to the letter from Haywood. The Office of the Secretary will notify the exchange of any action taken by the agency. The delay follows a similar pattern to Grayscale's Digital Large Cap Fund, which received approval and an immediate stay earlier this month.
