MCMC identifies 10 instruments to support Online Safety Act rollout, says deputy minister
She said that the instruments were at various stages of development, with prioritisation guided by the need to ensure alignment with the act's objectives and scope.
According to Teo, the development of the regulations is contingent upon completion of the Regulatory Impact Analysis (RIA) by the Malaysia Productivity Corporation (MPC), followed by approval from the Attorney General's Chambers (AGC).
'MCMC anticipates completing the development of the subsidiary instruments between Q4 2025 and Q2 2026, subject to the complexity and readiness of each item,' she said at The Malaysia Book of Records (MBR) 30th Anniversary celebration here tonight.
Also present at the event were the 8th Yang di-Pertua Negeri of Penang, Datuk Seri Ahmad Fuzi Abdul Razak, MBR chairman Datuk Seri Dr Michael Tio, MBR chief excecutive officer (CEO) Christopher Wong, Bernama CEO Datin Paduka Nur-ul Afida Kamaludin and Bernama Head of TV, Nor Hamzeela Md Hambali.
Meanwhile, during her speech, Teo said MBR would be certifying a new national entry for a book on child sexual grooming by Mohamed Nazri Prem Nasir on Aug 2 at the University of Malaya.
She said child sexual grooming was one of the core concerns addressed under the Online Safety Act 2024, a landmark legislation aimed at creating a safer digital space, especially for young and vulnerable users.
Teo also mentioned MBR's upcoming 13-episode television series, Malaysia Luar Biasa, produced in collaboration with Bernama, noting that the programme would spotlight 30 to 40 national records featuring extraordinary Malaysians.
'Notably, the programme will debut during the National Day celebration week, making it even more special as we honour not just our nation's independence but also the spirit, resilience, and excellence of Malaysians who have made their mark.
'It's a timely reminder that patriotism can be expressed through achievement and that greatness can come from every corner of our beloved country,' she said.
The programme will officially premiere on August 26, 2025, at 8.30 pm on Bernama TV (Astro 502).
Teo said the significant milestone would add to Bernama's inspiring achievements, which also included a record in MBR for its participation in the 'Longest Non-Stop Multi-language National Broadcast.'
She said Bernama TV, then known as Bernama News Channel (BNC), was one of the key platforms delivering the historic 25-hour non-stop national broadcast in four languages, held from Sept 16 to 17, 2019, in conjunction with Malaysia Day.
Meanwhile, Teo also lauded the National Information Dissemination Centre's (NADI) achievements at the World Summit on the Information Society (WSIS) Awards 2025 in Geneva earlier this week, through its Pulau Banggi Initiative and Pulau Ketam Stingray II Project.
She said as of June 30, a total of 1,097 NADI centres had been successfully established out of the 1,099 planned nationwide, while the remaining two centres in Sabah were in the final stages of implementation.
'This near-complete rollout is a testament to the Government's commitment to digital inclusivity and ensuring that no one is left behind,' she said. — Bernama

Govt looks into US request to ease foreign ownership limits
Tengku Zafrul Aziz said trade officials were working to meet the new US tariff deadline of Aug 1, 'but not at the expense of agreeing to every request'. PETALING JAYA : The government is to consult industry leaders over a US request to relax the limits on foreign ownership of companies in some sectors, says investment, trade and industry minister Tengku Zafrul Aziz. Tengku Zafrul said the US had asked Malaysia to consider liberalising the foreign shareholding restrictions in force on some sectors. Many other nations have also received the same request from the US, he said. The minister said the government would need to consult industry leaders in strategic sectors to determine whether these sectors were ready for the caps on foreign equity to be lifted. 'We need to carefully study its potential impact,' he said. Tengku Zafrul pointed out that some sectors did not have such restrictions, while the manufacturing industry was 'nearly all open'. However, foreign equity limits are still being imposed on strategic sectors, he said. 'As you know, Malaysia has equity restrictions for foreign shareholders in certain sectors. There's a request for us to relook or liberalise those sectors. We need to consult those industries, on whether we are ready to relax those equity shareholding restrictions,' he said. However, not all the US requests would be accepted, he said. 'Some of the requests, we feel, may not be fair to Malaysia.' He said trade officials were working to meet US president Donald Trump's new tariff deadline of Aug 1, 'but not at the expense of agreeing to every request'. The Trump administration has said a 25% tariff would be imposed should talks on a trade deal fail. Flexibility on tariffs Tengku Zafrul said there might be room for flexibility on a sector-by-sector basis. 'There will be opportunities for us to negotiate tariffs below 10% for certain sectors. But at the same time, we cannot depend solely on this trade negotiation.' He pointed to the current status of key sectors such as semiconductors and pharmaceuticals, on which no tariffs are imposed. 'For example, pharmaceuticals are in a better position. Right now, tariffs for both the semiconductor and pharmaceutical sectors are at zero. Naturally, we want to maintain that 0% tariff, but whether we can secure it is another matter.' On the potential impact of tariff changes on the Johor-Singapore special economic zone, Tengku Zafrul said investors were holding off until there was greater clarity. 'There seems to be a wait-and-see attitude. Investors are watching how the tariff scenario plays out before recalculating their positions. That calculation can only happen once there's certainty.' Another discussion would be held this week, with talks to be accelerated until the end of the month, he said.

Outsourcing Parking Is Not New In Selangor
SHAH ALAM, July 15 (Bernama) -- Parking management through a concessionaire has been in use in Selangor since 1996 and as of June, five local authorities (PBTs) still outsourced parking management to concessionaires, says State Local Government and Tourism Committee chairman Datuk Ng Suee Lim. Ng said the implementation of concessionary parking management, which will be signed and enforced on Aug 1, will improve the existing system. "This (privatisation) has its pros and cons, so this time the state is ensuring a win-win situation by adopting the approach of using Smart Intelligent Parking (SIP), with the Menteri Besar Selangor Incorporated or Selangor MBI playing a role in parking management," he said at his office at the Selangor State Secretariat Building (SUK) today. Ng said the decision to implement the management system stemmed from the 33rd/2024 State Executive Council Meeting (MMKN) which convened on Nov 28, 2024, and was confirmed in the 34th/2024 MMKN on Dec 6, 2024. 'The Selangor government agreed in principle to implement parking management (TLK) through a collaboration between the Selangor MBI and private companies. 'Then the 12th/MMKN 2025 on April 23, 2025, confirmed by the 13th/MMKN 2025 on April 30, 2025, agreed that a wholly owned subsidiary under the MBI Group, namely Rantaian Mesra Sdn Bhd, be appointed to implement the Smart TLK management in the state of Selangor,' he said. Meanwhile, Ng said the Smart Parking model would involve a tripartite collaboration between the local authority (PBT) as the body determining policy, payment rates and parking zones, Rantaian Mesra as the system coordinator responsible for technical reporting, and the concessionaire appointed. "This implementation will be formalised through a tripartite agreement between the specific PBT, the concessionaire and Rantaian Mesa Sdn. Bhd to define clearly each party's role, scope and responsibility that comply with the prescribed governance," he said. Ng said the concessionaire would invest RM200 million for the Smart Parking Infrastructure, including the installation of 1,800 closed-circuit cameras in the four PBTs involved in the first phase.
