Goa IT dept designated to issue right of way NOCs

Panaji: The state cabinet on Wednesday designated the department of information technology, electronics, and communications (DITE&C) as the issuer of all permissions/NOCs under the
Telecommunications Right of Way
(RoW) Rules, 2024.
The rules allow
telecom service providers
to put up infrastructure, such as cables and towers, on public or private property.
State government directed all other line departments to conduct surveys, prepare reports, and submit them to DITE&C for processing the permissions/NOCs for telecommunication infrastructure on the RoW eServices Portal developed by the Centre, within the RoW Rules' deadline.
The new Telecommunications Act, 2023, was enacted by Parliament and came into effect on June 26, 2024. Subsequently, Telecommunications Right of Way Rules, 2024, were enacted and came into force on January 1, 2025.
The new rules replace the previous rules/policy and introduce new regulatory provisions. These rules aim to help in speeding up the expansion of telecommunication infrastructure, enhancing connectivity, and reducing procedural delays.
The Indian Telegraph Act, 1885, was replaced by the Telecommunications Act, 2023, and the Indian Telegraph Right of Way Rules, 2016, were replaced by Telecommunications (Right of Way) Rules, 2024.
The Goa Telecom Infrastructure Policy, 2020, becomes infructuous by virtue of the act.
Considering the importance of implementing the directions in Goa, state government adopted the new Telecommunications Act, 2023, and the Telecommunications (Right of Way) Rules, 2024.
The Goa Telecom Infrastructure Policy, 2020, stands withdrawn by the operation of law to give way to the new Telecommunications (Right of Way) Rules, 2024.
All state government departments, urban and local bodies, and government corporations in the state must implement the Telecommunications Act, 2023, and the Telecommunications (Right of Way) Rules, 2024.

Panaji: Goa govt has constituted a council for artificial intelligence (AI) to advise state govt on a six-month AI roadmap for the state. The council, which includes chief executive officers of several international companies, will be formed over the next six months. Goa's AI roadmap will focus on skill development, funding requirements, govt policy and infrastructure requirements, and finally, a plan to attract other AI-first startups to Goa. 'We want to introduce AI at the school level. The focus is to see how AI can be used for tourism, governance, and cyber security,' said chief minister Pramod Sawant. 'We will scale up the startup accelerator programmes.' Sawant said that the state would try to take as much assistance from the Centre to help meet Goa's AI goals. The chief minister said that Goa aims to be the pioneer among states that adopt AI goals. With an intention to meet its AI goals, the department of information technology, electronics and communications (DITE&C) has roped in senior executives from McLaren Strategic Systems, American firm Omnumi, as well as former executives from PayTM Money. The Goa AI Mission 2027 aims to hasten AI adoption, AI skilling, and AI startups in the state. Khaunte said that the department wants to nurture AI-based startups that can build for Goa and scale for India. Sawant said that govt will adopt a multi-stakeholder approach by involving govt departments, startups, academia, and industry for AI. BITS Pilani Goa, Goa Engineering College, and other academic institutions have been roped in to help formulate the policy. Of the 350 odd startups and IT companies operating in Goa, the state has at least 20 startups that are focused on purely AI technologies, Goa Technology Association president Mangirish Salelkar said. He said that the aim is to have more Goan companies venture into AI. Khaunte said the final aim is for Goans to find employment in the AI industry.

Creating the right talent and grounding is key to attracting Global Capability Centres (GCCs), said Tamil Nadu Minister for Information Technology and Digital Services Palanivel Thiaga Rajan in Coimbatore on Monday. Speaking at the GCC Coimbatore Summit 2025, organised by the Confederation of Indian Industry (CII) – Coimbatore, he said, 'The greatest challenge for GCCs is to avoid over-reliance on niche specialists. The need is for well-rounded professionals who can work across functions and integrate easily with global platforms. The more we produce such talent, the more attractive cities like Coimbatore become for global firms.' He said GCCs seek professionals who can grow as they would in any global city, and that Coimbatore's culture of inclusion, openness, and entrepreneurship sets it apart. Retaining this spirit, along with fostering innovation, is key to the city's next phase of growth. The theme of the summit was Coimbatore: India's Twin-Engine GCC Hub, highlighting how the city's traditional strength in industrial engineering is now intersecting with digital innovation — all within the cost structures of a Tier-II city but with the capabilities of a Tier-I metro. Mahalingam Ramasamy, Convenor of the GCC Taskforce, CII Coimbatore, said, 'The transformation is happening at Tier-II cost structures without compromising on Tier-I capabilities. This makes Coimbatore competitive and future-ready. Unlike congested Tier-I metros, the city offers scalability without saturation. MUMBAI :Adani Electricity continued its campaign against electricity thefts in suburbs. In a latest media report, it announced filing 1,166 FIRs against electricity theft offenders in 2024-2025, showing an increase from 974 FIRs in 2023-2024 — rise of 20%. This enforcement led to a reduction in distribution losses to 4.70% in 2024-25 from 5.47% previously. The company executed 37,424 mass raids, a 41% rise from 26,628 raids in 2023-24. Enhanced surveillance resulted in 20% more FIRs and 44% increase in non-standard hour operations. Enforcement teams seized 61 tons of illegal wiring, identifying theft of 24 million units worth Rs. 45 crore. Our enhanced enforcement demonstrates our commitment to consumer protection. We plan to strengthen these measures to achieve further reductions in losses." The spokesperson added: "We remain dedicated to delivering reliable, cost-effective power to Mumbai residents. Our success in reducing AT&C losses reflects effective theft prevention, protecting both infrastructure and consumer interests through competitive pricing." Under Section 135 of the Electricity Act 2003, electricity theft carries penalties including fines and imprisonment up to three years. Adani Electricity works closely with law enforcement for regular inspections and equipment seizures. 'Unauthorised power usage in densely populated areas strains existing networks, leading to increased maintenance requirements and equipment failures,' an official added. Few significant cases were detected in 2024-25: April 2024: Adani Electricity's Vigilance team discovered a construction company in Ghatkopar illegally drawing power directly from the meter incoming terminal. This led to a power theft case valued at Rs. 41 lakh. The discom registered an FIR against the customer at Pant Nagar Police Station, Ghatkopar. January 2025: In the second significant theft case, the Vigilance team apprehended a customer operating an adhesive manufacturing unit in Andheri using an unauthorized electricity connection. This resulted in power theft valued at Rs. 51.09 lakhs. An FIR was lodged against the customer at Kherwadi Police Station, Bandra. February 2025: The third case involved a customer in the printing, binding, lamination, and packaging industry in Andheri. This customer was found to be involved in power theft through meter tampering
