
Dutch Art Sleuth Recovers Stolen Trove of UNESCO-listed Documents
Arthur Brand, nicknamed the "Indiana Jones of the Art World" for his high-profile recovery of stolen masterpieces, said the latest discovery was among his most significant.
"In my career, I have been able to return fantastic stolen art, from Picassos to a Van Gogh... yet this find is one of the highlights of my career," Brand told AFP.
Many of the documents recount the early days of the Dutch East India Company (VOC), whose globetrotting trading and military operations contributed to the Dutch "Golden Age", when the Netherlands was a global superpower.
The 17th century VOC documents contain a "fascinating glimpse into the events of that time in places like Europe, India, Indonesia, South Africa and Latin America," said Brand.
One document from 1602 recounts the first meeting of the VOC, during which its famous logo -- considered the world's first corporate logo -- was designed.
VOC merchants criss-crossed the globe, catapulting the Netherlands to a world trading power but also exploiting and oppressing the colonies it conquered.
The company was also a leading diplomatic power and one document relates a visit in 1700 by top VOC officials to the court of the Mughal emperor in India.
"Since the Netherlands was one of the most powerful players in the world at that time in terms of military, trade, shipping, and colonies, these documents are part of world history," said Brand.
UNESCO agrees, designating the VOC archives as part of its "Memory of the World" documentary heritage collection.
"The VOC archives make up the most complete and extensive source on early modern world history anywhere," says UNESCO on its website.
The trove also featured early ships logs from one of the world's most famous admirals, Michiel de Ruyter, whose exploits are studied in naval academies even today.
De Ruyter gained fame for his daring 1667 raid to attack the English fleet in the River Medway, one of the greatest humiliations in world naval history.
The ship's logs, written in his own hand, relate the admiral's first experience of naval warfare, the 1641 Battle of St Vincent against the Spanish fleet.
No less enthralling is the "who-dunnit" of how Brand came by the documents.
Brand received an email from someone who had stumbled across a box of seemingly ancient manuscripts while clearing out the attic of an incapacitated family member.
This family member occasionally lent money to a friend, who would leave something as collateral -- in this case the box of documents.
"I received some photos and couldn't believe my eyes. This was indeed an extraordinary treasure," Brand told AFP.
Brand investigated with Dutch police and concluded the documents had been stolen in 2015 from the vast National Archives in The Hague.
The main suspect -- an employee at the archives who had indeed left the box as collateral but never picked it up -- has since died.
Brand compared the theft to a daring heist by a curator at the British Museum, who spirited away some 1,800 objects, selling some of them on eBay.
The art detective said he spent many an evening sifting through the documents, transported back in time.
"Wars at sea, negotiations at imperial courts, distant journeys to barely explored regions, and knights," he told AFP.
"I felt like I had stepped into Robert Louis Stevenson's 'Treasure Island."

EU Approves Counter-tariffs on US Goods, Says Trade Deal within Reach
The European Commission said on Thursday a negotiated trade solution with the United States is within reach - while EU members voted to approve counter-tariffs on 93 billion euros ($109 billion) of US goods in case the talks collapse. The 27-nation bloc's executive has repeatedly said its primary focus is on reaching a deal to avert 30% US tariffs that US President Donald Trump has said he will apply on August 1. "Our focus is on finding a negotiated outcome with the US ... We believe such an outcome is within reach," an EU spokesperson said in response to reporters' questions, Reuters reported. Alongside negotiations, the Commission has pressed on with plans for potential countermeasures, merging two packages of proposed tariffs of 21 billion euros and 72 billion euros into a single list and submitting this to EU members for approval. The rate would be up to 30%, designed to mirror US tariffs, EU sources said. Diplomats said EU countries overwhelmingly approved the measures on Thursday, which the Commission later confirmed. The first package of countermeasures would enter force on August 7, with tariffs on soybeans and almonds delayed until December 1, an EU official said. The second package would enter force in two stages on September 7 and February 7. So far the EU has held back from imposing any countermeasures, despite Trump's tariffs already covering 70% of EU exports. EU member states authorised the first package of countermeasures in April, but these were immediately suspended to allow time for negotiations. CLOSING ON DEAL The EU and United States now appear to be heading towards a possible trade deal, according to EU diplomats, which would result in a broad 15% tariff on EU goods imported into the US, mirroring a framework agreement Washington struck with Japan. Trump would still need to take any final decision. The White House said discussions of a deal should be considered "speculation". Trump trade adviser Peter Navarro told Bloomberg News the report from the EU should be taken with "a grain of salt." French Finance Minister Eric Lombard and Italian Industry Minister Adolfo Urso told a joint press conference in Paris they were not aware of a draft agreement, Urso adding he would only pass judgment when one was reached. There was little information available about what the EU would offer the United States to secure a deal. One EU diplomat said the bloc was not looking at a pledge of investment in the United States, as Japan has agreed. Another said the EU might reduce some of its own duties. Its current import duty for cars is 10%. Under the outlines of the potential deal, the 15% rate could apply to sectors including cars and pharmaceuticals and would not be added to long-standing US duties, which average just under 5%. There could also be exemptions for sectors such as aircraft, lumber as well as some medicines and agricultural products, which would not face tariffs, diplomats said. Washington does not, however, appear willing to lower its 50% tariff on steel.

Pakistan Navy launches locally designed boat with long-range, semi-automatic guns
ISLAMABAD: Pakistan has launched a locally designed boat with long-range, semi-automatic guns to enhance its operational effectiveness in maritime missions, the navy said in a statement on Wednesday. PNS SAHIWAL has been indigenously designed by the Platform Design Wing (PDW) of the Pakistan Navy and is under construction at the Karachi Shipyard and Engineering Works (KS&EW). The launching ceremony was held at the KS&EW with senior naval officials, including Vice Chief of Naval Staff Admiral Ovais Ahmed Bilgrami, in attendance. 'This state-of-the-art vessel will be equipped with high-performance, long-range semi-automatic guns, enhancing its operational effectiveness in maritime missions,' the navy said. Bilgrami highlighted that the gun boat will be equipped to perform diverse maritime security tasks. He praised the joint efforts of the PDW and KS&EW in promoting the navy's indigenization policy. 'He also stated that Pakistan Navy is considering additional production of Gun Boats,' the navy said. 'It would eventually boost both indigenization process and uplift of KS&EW.'
