Hope Gas files rate hike proposal with Public Service Commission

MORGANTOWN – Hope Gas filed with the Public Service Commission this week to increase its base rates. This is its first base rate case since 2020.
Hope said in its April 30 announcement of the case that the impact will vary depending on whether the customer was already served by Hope or by one of the six companies it acquired in 2023 and 2024. The proposed monthly rate increase would range from $21.10 to $33.74.
The PSC has 300 days to review the request and Hope projects the effective date for the new rates would be Feb. 25, 2026.
Base rate cases cover a company's operational costs, not the costs of the gas it purchases to distribute to customers – which is handled in separate cases.
Hope notes several factors included in its proposal: inflation since 2019; align the base rates for all Hope customers including recently acquired customers; investments in the safety and reliability of pipeline infrastructure; balance the costs appropriately between producers and customers based on the cost to serve those customer classes; creating a pilot program to provide bill payment assistance to eligible low-income families; creating a weather normalization mechanism that will adjust customer bills due to variations from normal weather.
Hope said the proposed new rates will produce an additional $79.6 million in operating revenue. It has chosen to exclude an additional $7.5 million in revenue for costs from IT, its Pipeline Replacement and Expansion Program, and certain facilities.
Here are Hope's proposed rate increases for the average monthly bill for various residential customers (actual increases would vary): existing Hope Gas, $21.10 (25.41%); former Peoples Gas, $27.17 (35.42%); former Southern Public Service, $33.74 (60.77%); former Standard/Bazzle, $28.46 (40.39%); former Consumers Gas, $22.25 (33.61%).
Hope didn't include a projected change for 60 customers formerly serve by Hometown Gas.
Hope consultant Melanie K. Popovich explained the proposed low-income discount program to the PSC. She said Hope serves 126,906 residential customers in 39 counties in West Virginia. Of those residential customers, 21,961 are estimated to be low-income households. The counties with the highest number of estimated low-income households are Harrison, Marion, Monongalia, and Wood.
She said Hope is proposing a two-year pilot program limited to 2,500 qualifying low-income customers who would be offered a monthly bill discount of 25%. For example, if a qualifying customer has a monthly bill of $200, Hope would reduce it by $50 to $150.
Jo Carol Farmer, Hope's senior vice president for Regulatory Affairs and Government Relations, said, 'While inflation has increased costs across the board, Hope remains committed to providing natural gas service at the greatest value possible for the homes and businesses we serve and to continue investing in the future of the Mountain State. … 'We understand the impact price increases have on families and businesses. Many of these same increases have impacted our business over the past five years. We have done all we can to minimize the amount of this request while ensuring we can continue to provide the safe, reliable natural gas service necessary for our customers today and maintain the infrastructure needed for the state's future.'

In a new filing, former Baltimore Gas and Electric employees are accusing the company of widespread safety failures after a former inspector falsified reports on gas pipeline work. The whistleblowers claim that an unredacted investigative report by the PSC confirms that BGE misled the commission about the job responsibilities of a discredited inspector. The original report was issued on April 11 by the PSC's Engineering Division as part of its investigation into the falsified gas pipeline work. It was heavily redacted after an order to remove all but personal identifying information, according to David Baña, the attorney for the whistleblowers. The whistleblowers claim that the unredacted report provides evidence that BGE downplayed the responsibilities of the discredited employee in its response to the PSC's report, in an effort to avoid taking responsibility for gas pipeline safety oversights. "The revised public version, filed as an exhibit to a filing last week Thursday, contradicts BGE's claims that the inspector's job duties had nothing to do with safety and that he was only responsible for conducting 'spot checks' of contractor work," Baña wrote in a statement. "According to the job description and data supplied by BGE itself, the inspector was responsible for ensuring that gas pipeline construction adhered to all applicable BGE and jurisdictional safety standards—including those set forth in the U.S. Department of Transportation's Pipeline Safety Regulations," But BGE says the employee was not responsible for safety inspections and that his role was simply to ensure that contractors' specific work aligned with contractual milestones. "There is absolutely zero indication that the former employee's actions or inactions have compromised the safety and integrity of BGE's gas distribution system. Rather, this individual former employee's actions involved a personnel matter—one falsified report, which BGE discovered through its own investigation," BGE wrote in a response to the filing. In December 2024, the group of former BGE employees petitioned the Maryland Public Service Commission (PSC) to intervene in BGE's rate proposal process. The whistleblowers alleged that a BGE construction inspector falsified gas pipeline inspection records over a span of four years, regularly skipped required field inspections, and submitted false reports, with BGE management failing to hold the inspector accountable. Although the PSC denied the initial petition, it launched an investigation. In a report issued in April 2025, the PSC concluded that BGE did not adequately investigate or repair infrastructure potentially compromised by inspection fraud, which the commission warned could risk public safety and improperly charge ratepayers for incomplete work. BGE disputed the whistleblowers' claims of safety oversights after the initial report was released. The company said that only one falsified report existed, and that disciplinary action taken against the employee was based on poor performance, not fraud. The utility company insisted there was no widespread pattern of falsification and denied reports of issues in 2023, contrary to the PSC's findings. The company then filed a motion for contempt against the whistleblowers and Baña, claiming they violated court orders by publicly discussing details that could affect ongoing litigation, including sharing information with the press and on social media. On July 8, a Baltimore court denied the contempt motion, siding with the whistleblowers and their legal team. Attorneys for the whistleblowers argued that BGE's legal actions were an attempt to silence critics and discourage them from reporting internal problems.

Conrad Asia Energy has announced the signing of a gas sales agreement (GSA) with PLN Energi Primer Indonesia (PLN EPI) to supply domestically all the natural gas produced from the Mako gas field. PLN EPI is a subsidiary of Indonesian state-owned electric utility company PLN Persero. Conrad Asia Energy holds a 91.5% interest in the Mako gas field and serves as the operator, while Empyrean holds an 8.5% interest. Located in the Riau Islands Province in Indonesian waters, the field boasts 2C contingent resources of 376 billion cubic feet. The GSA, signed on 16 July 2025, outlines a total contract quantity of 392 trillion British thermal units, extending through the current Duyung production sharing contract (PSC) period until January 2037. It allows for the sale of up to 111 billion British thermal units per day, ensuring a steady supply of gas to meet domestic demand in Indonesia. The pricing for the Mako gas will be linked to the Indonesian Crude Price (ICP), mirroring the economic conditions of previously approved prices for both domestic and export sales of Mako gas. The gas from the Mako field will be sold at the ICP-linked price, deviating from the standard fixed domestic offtake price. Conrad managing director and CEO Miltos Xynogalas said: 'The GSA between the Mako joint venture and PLN EPI is a significant milestone both in the development of Conrad and in our progress to bringing the Mako Field into production. The signing of the GSA underpins the financial viability and crystallises the value of the Mako Field. 'The PLN EPI GSA will make a meaningful contribution to aligning Indonesia's new energy policy to continue to secure cleaner energy. Mako is the first of many gas projects we aim to bring into commercial production from our existing portfolio of gas discoveries, which also include our Aceh gas resources where we hold four existing discoveries.' The GSA terms with PLN EPI remain confidential, and PLN EPI will also be responsible for financing and constructing the pipeline from the West Natuna Gas line to Pemping Island, with no associated costs for Conrad. Furthermore, the Indonesian Ministry of Energy and Mineral Resources has revoked its previous directive for the sale of Mako gas to Perusahaan Gas Negara and Sembcorp Gas, leading to the termination of the GSAs with these entities. The new GSA is subject to customary conditions precedent. The contract ensures the sale of plateau gas rates of approximately 111.9 million standard cubic feet, equivalent to the Mako gas field's entire 2C contingent resources, until the end of the Duyung PSC. Empyrean CEO Tom Kelly said: 'The GSA between the Mako joint venture and PLN EPI is a significant milestone for the Mako Gas Field. It is anticipated that this milestone will provide momentum to the project in a region of Asia that is experiencing strong demand for gas to meet energy demand growth.'
