‘Expect to see 15pc on your bill as standard – US-style tipping is here'
US-style tipping culture has crept into establishments where tips were never historically paid, such as cafes and pubs, while restaurants now routinely ask for tips of 20pc on top of a cover charge.
The recent crackdown on employers pocketing staff tips and higher rates of employers' National Insurance payments come against the backdrop of rising costs, the exodus of workers after Brexit and fewer customers with disposable income for going out.
Staff are paying the price. Contracted hours are being trimmed, workers get sent home without pay if they aren't busy and small perks such as the after-work beer have been retracted.
'My job now and the one I took a year ago are very different,' says Maya*, a commis chef who works in an historic London restaurant. 'The way my colleagues and I describe it is that we're frogs in boiling water.'
Policies designed to help hospitality staff have backfired. The Employment (Allocation of Tips) Act – commonly known as the 'Tips Bill' – came into force in October. It mandates that businesses must pass on 100pc of tips and service charge to staff, prohibiting employers from retaining any portion of these gratuities.
Although it aims to ensure fairness and transparency, the effects have been negative.
'Before the legislation, the service charge was pooled and often used as an emergency buffer for restaurants,' explains Kitty Slydell-Cooper, of Countertalk, a hospitality community.
'But from October, the buffer disappeared and restaurants put many more of their staff down to minimum wage, and topped up the wages of a greater number of people with the service charge – which is being spread more thinly.'
Ryan's* team in a luxury bar in Mayfair dropped from 13 people to just four in a matter of months. Those who were kept on get fewer hours and have to make do with less.
'One of my bartenders got paid £1,600 in January,' he said. 'I just don't know how some are surviving.'
The 3.5 million people employed in the UK's hospitality sector are in crisis – and they make up about 10pc of the UK's entire workforce.
Money is their biggest concern, according to a study by Wagestream, a financial platform. Almost a quarter have nothing in savings.
'We've been tracking this for eight years, and this year's results feel much more emotive. Workers had the pandemic and the cost of living crisis, which everyone assumed was a blip,' says Peter Briffett, head of Wagestream.
'But with the National Insurance increases, 2025 is only going to get worse.'
Despite the fact that the sector is being pummelled from all sides, it is growing at 5.9pc – almost double the rate of the UK economy, according to UK Hospitality. Restaurants, pubs and clubs are the driving force.
But the Government is not helping. 'The exact opposite has happened with their policies, which is that people are forced out of work, or forced to move jobs,' says Briffet. The Chancellor's increase to employers' National Insurance will hit hospitality hard. 'They're high volume businesses with low margins, yet now have to pay millions of pounds extra in tax. They need that money to operate their businesses,' he adds.
Employers' contributions rose from 13.8pc to 15pc, and the weekly earnings at which employers start paying National Insurance was lowered from £175 to £96.
This is being passed on to customers. Stealthy cover charges have been added to bookings, and there's also been widespread adoption of a 15pc service charge – up from 12.5pc. At The Wolseley, for example, the 'standard discretionary service charge' is 15pc, on top of a £2.50 cover charge.
Experts suggest in some restaurants this could creep up to the American-style 20pc soon. This has particularly been the case in high-end establishments, where international clientele are more used to paying higher tips. It's also more tax-efficient to raise service charge to pay staff, rather than raising menu prices.
'Expect to see 15pc on your bill as standard, and don't be horrified when the card machine is asking you to add an additional gratuity,' says Slydell-Cooper. 'It will be propping up a totally beleaguered industry, so it's best to view it as a tax loophole that allows for the restaurants you love to survive.'
Although it is technically optional, many diners feel obliged to pay service charge.
A survey by the Hospitality Professionals Association found 53pc felt anxious about requesting to remove it. But imposing a US-style 20pc tip may be a step too far for British people. Payment provider Dojo found that only 3pc of people would tip that high in the UK.
'Eating out, of course, is already very expensive, and there's a sense that diners want to tip their server, but not be paying their wages,' adds Maya. 'My restaurant is falling into the US system.'
For workers in the industry, the relentless instability and financial struggles of working are taking a toll.
The charity Hospitality Action provided financial and emotional support to more hospitality households facing hardship than ever before. Its 2024 Impact Report found that the number of hospitality workers reporting mental health struggles at some point in their careers reached 76pc – an increase of 12pc since 2020.
Maya's base rate of pay is now under the London Living Wage of £12.21, and when her hours are cut, she gets less of the already-stretched service charge.
Living on this is only feasible because the 25-year-old lives at home with her parents. And working six days out of seven, at unsociable hours, she rarely has time to spend her earnings.
'There's a passion associated with cheffing and cooking which means they can get away with pay being as low as it is,' says Maya. 'Unfortunately, we still love what we do, and feel lucky to have that kind of work.'
Paul*, a 32-year-old manager at a high street chain restaurant in St Albans, has been the sharp end of the changes.
There have been several rounds of redundancies, and he's being pushed to increase sales and profitability with a skeleton team.
'It's a 100-cover restaurant, and often just me and another person on the floor,' says Paul. Contracted to work 46 hours a week, Paul is often pushed to do overtime that amounts to 60 hours a week – all of which is unpaid.
He is also constantly having to cut the hours of his staff. 'Cutting someone from a Friday night isn't just a reduction in hourly wage, they could lose the £100 they might get through tips,' he says. 'Many have second jobs, because that's the only way to survive.'
The longest-tenured member of staff has been at the restaurant just nine weeks, which makes a busy service even more stressful. However, he notes that 'unless you want a restaurant staffed by school kids,' it's becoming impossible to get good staff to stay in the industry.
According to the CIPD, the hospitality industry has the highest employee turnover rate among all sectors, with an average turnover rate of 52pc.
Experts believe far more must be done to support this vibrant industry and the millions of workers employed in it. Slydell-Cooper says: 'A lower VAT for hospitality businesses, like in Holland where it's 9pc, would make an enormous difference.
'In the UK, it was dropped during the pandemic, but went back up to 20pc – it feels brutal.'
Ryan, Paul and Maya all have an eye on the door. Ryan plans to be out of hospitality completely by the autumn, in the hopes of finding a 'normal 30-year career' – even if he has to go back to university to study for it. Paul is in the final stages for an operations manager role at a takeaway chain. He believes the dine-in market, as a whole, is doomed.
'Lots of managers working for my current employer have left already, and switched to retail, because it seems like a holiday compared to what we're going through,' says Paul.
'The amount of stress we're under, and what we're being asked to do just isn't worth it any more, and I have to go before it has adverse effects on me personally.'
Maya, who attended culinary school, still wants to work in food, but more on the education side. She's looking forward to being on the same time schedule as her friends, although will miss the company and camaraderie of her colleagues.
'If everyone in the kitchen left, the whole place would crumble. Yet management is not making any allowances for that,' she says.
'I am proud to be part of the restaurant, but I feel like we're being taken for mugs.'

Philippines goods to face 19% tariff, Trump says
The US will levy a 19% tax on imports from the Philippines, US President Donald Trump has announced after meeting with the country's president at the White House. Trump wrote on social media on Tuesday that the new tariff was part of a wider pact, in which the Philippines would remove duties on US goods and the two countries would cooperate militarily. "It was a beautiful visit, and we concluded our Trade Deal," he wrote on social media, offering no further details about the apparent agreement. The plan, which was not confirmed by the Philippines, would leave the country facing a tax even higher than what Trump had threatened when he first announced sweeping global tariffs in April. At the time, Trump said his goal with instituting tariffs was to push countries to drop policies he saw as unfair to the US. His plans set off a flurry of trade talks with countries around the world. He has since announced a handful of deals, including with the UK, China and Indonesia. But the agreements so far have kept in place high tariffs, with key issues unresolved or unconfirmed by both parties. With Trump now threatening a new round of higher duties to go into effect 1 August, some of America's biggest and most important trade partners, including the European Union and Canada, remain in limbo. As hopes for a deal dim, officials in Europe are increasingly rallying around plans for potential retaliation. In Canada on Tuesday, Prime Minister Mark Carney said that "complex negotiations" were continuing but was noncommittal on the prospect of reaching a deal by Trump deadline next week. "We'll see," he told reporters after meeting with premiers in Ontario. "The Americans objectives are multiple, they change over time ... but what is clear is that the Canadian government will not accept a bad agreement. The objective is not to have an agreement at any cost." Trump's tariff plans sparked widespread financial turmoil when he announced them originally in April, putting forward a plan that would leave the US with its highest duties since the early 1900s. He subsequently suspended some of the plan's most aggressive measures, while leaving in place a universal 10% tariff on most goods and separately hitting certain items, such as cars, copper, steel and aluminium, with higher duties. But in recent weeks, as markets have calmed and the US economy held steady, Trump has returned to plans for higher duties, sending letters to countries outlining plans for new tariffs that he says will go into force on 1 August. In a letter to leaders in the Philippines this month, he had said he would charge a 20% tariff on the country's goods. That was up from 17% rate he had threatened in April. In a statement on Wednesday, the Embassy of the Republic of the Philippines said the reduction in the tariff from the most recent rate threatened was "encouraging". "We will continue to find other ways to enhance and deepen our economic partnership," it said. The Philippines is a relatively small trade partner with the US, sending about $14.2bn worth of goods to the America last year. That included car parts, electric machinery, textiles and coconut oil. Meanwhile for companies, the cost of the new tariffs is increasing. General Motors on Tuesday said tariffs had cost it more than $1bn over three months. Trump signs executive orders to fast-track data center construction, target ‘woke' AI
President Trump signed a trio of executive orders related to artificial intelligence (AI) on Wednesday, focusing on boosting data center construction and the adoption of American technology while targeting 'woke' AI. The three executive orders seek to fast-track permitting for data centers, promote the export of the American technology stack abroad and bar 'woke' AI systems from federal contracting. 'Under this administration, our innovation will be unmatched, and our capabilities will be unrivaled,' Trump said at an AI summit hosted by the Hill & Valley Forum and the 'All-In' podcast, where he signed the orders Wednesday evening. 'With the help of many of the people in this room, America's ultimate triumph will be absolutely unstoppable,' he continued. 'We will be unstoppable as a nation. Again, we're way ahead, and we want to stay that way.' The orders accompany the Trump administration's AI Action Plan released earlier Wednesday, which lays out a three-pronged approach to 'winning the race' on AI. In the framework, the administration called to cut federal and state AI regulations in an effort to boost innovation, pushed to expedite the buildout of AI infrastructure and sought to encourage the adoption of American technology abroad. Each of Trump's executive orders seeks to target at least some of the policy goals detailed in his AI action plan. The data center order calls on the Council for Environmental Quality to establish new categorical exclusions for certain data center projects that 'normally do not have a significant effect on the human environment.' It also seeks to identify projects that qualify for expedited permitting review. Meanwhile, his AI export order calls for the creation of an American AI Exports Program that will develop full-stack AI export packages, featuring U.S. chips, AI models and applications. Trump contrasted his approach with that of former President Biden, who released the AI diffusion rule at the tail-end of his presidency, placing caps on chip sales to most countries around the world. The rule faced pushback from the semiconductor industry and was repealed by the Trump administration in May. The Trump administration on Wednesday laid out the steps it plans to take to ensure "global AI dominance" for the US, with an AI Action Plan that calls for cutting regulations to speed up the development of artificial intelligence tools and the infrastructure to power them. Critics said the plan is a handout to tech and fossil fuel companies, slashing rules that could protect consumers, prevent pollution and fight climate change. Though the plan itself isn't binding (it includes dozens of policy recommendations), Trump did sign three executive orders to put some of these steps into action. The changes and proposals follow how the Trump administration has approached AI and technology over the past six months -- giving tech companies a largely free hand; focusing on beating China; and prioritizing the construction of data centers, factories and fossil fuel power plants over environmental regulations. It's seizing on the moment created by the arrival of ChatGPT less than three years ago and the ensuing wave of generative AI efforts by Google, Meta and others. "My administration will use every tool at our disposal to ensure that the United States can build and maintain the largest and most powerful and advanced AI infrastructure anywhere on the planet," Trump said during remarks Wednesday evening at a summit presented by the Hill and Valley Forum and the All-In Podcast. He signed the three executive orders at the event. The administration and tech industry groups touted the plan as a framework for US success in a race against China. "President Trump's AI Action Plan presents a blueprint to usher in a new era of US AI dominance," Jason Oxman, president and CEO of the tech industry trade group ITI, said in a statement. Consumer groups said the plan focuses on deregulation and would hurt consumers by reducing the rules that could protect them. "Whether it's promoting the use of federal land for dirty data centers, giving the FTC orders to question past cases, or attempting to revive some version of the soundly defeated AI moratorium by tying federal funds to not having 'onerous regulation' according to the FCC, this is an unwelcome distraction at a critical time for government to get consumer protection right with increasing AI use and abuse," Ben Winters, director of AI and privacy at the Consumer Federation of America, said in a statement. Here's a look at the proposals in the plan. Slashing regulations for AI infrastructure The plan says AI growth will require infrastructure, including chip factories, data centers and more energy generation. And it blames environmental regulations for getting in the way. In response, it proposes exemptions for AI-related construction from certain environmental regulations, including those aimed at protecting clean water and air. It also suggests making federal lands available for data center construction and related power plants. To provide energy for all those data centers, the plan calls for steps to prevent the "premature decommissioning of critical power generation resources." This likely refers to keeping coal-fired power plants and other mostly fossil-fuel-driven infrastructure online for longer. In his remarks, Trump specifically touted his support for coal and nuclear power plants. The administration also called to prioritize the connection of new "reliable, dispatchable power sources" to the grid and specifically named nuclear fission and fusion and advanced geothermal generation. Earlier this month, the president signed a bill that would end many tax credits and incentives for renewable energy -- wind and solar -- years earlier than planned. Wind and solar make up the bulk of the new energy generation being added to the US grid right now. "This US AI Action Plan doesn't just open the door for Big Tech and Big Oil to team up, it unhinges and removes any and all doors -- it opens the floodgates, continuing to kneecap our communities' rights to protect ourselves," KD Chavez, executive director of the Climate Justice Alliance, said in a statement. "With tech and oil's track records on human rights and their role in the climate crisis, and what they are already doing now to force AI dominance, we need more corporate and environmental oversight, not less." Fewer rules around AI technology Congress ended up not including a moratorium on state AI rules in the recently passed tax and spending bill but efforts to cut regulations around AI continue from the executive branch in the action plan. "AI is far too important to smother in bureaucracy at this early stage, whether at the state or Federal level," the plan says. The plan recommends that several federal agencies review whether existing or proposed rules would interfere with the development and deployment of AI. The feds would consider whether states' regulatory climate is favorable for AI when deciding to award funding. Federal Trade Commission investigations and orders would be reviewed to determine that they don't "advance theories of liability that unduly burden AI innovation." Those rule changes could undermine efforts to protect consumers from problems caused by AI, critics said. "Companies -- including AI companies -- have a legal obligation to protect their products from being used for harm," Justin Brookman, director of tech policy at Consumer Reports, said in a statement. "When a company makes design choices that increase the risk their product will be used for harm, or when the risks are particularly serious, companies should bear legal responsibility." Ideology and large language models The plan proposes some steps around ensuring AI "protects free speech and American values," further steps in the Trump administration's efforts to roll back federal policies around what it refers to as "diversity, equity and inclusion," along with references to the problems of misinformation and climate change. It calls for eliminating references to those items in the National Institute of Standards and Technology's AI Risk Management Framework. Federal agencies would only be allowed to contract with AI developers who "ensure that their systems are objective and free from top-down ideological bias." The Trump administration has recently announced contracts of up to $200 million each to developers Anthropic, Google, OpenAI and xAI. Grok, the model from Elon Musk's xAI, has recently come under fire for spouting antisemitism and hate speech. Dealing with workforce challenges The plan acknowledges that AI will "transform how work gets done across all industries and occupations, demanding a serious workforce response to help workers navigate that transition" and recommends actions by federal agencies including the Department of Labor intended to mitigate the harms of AI-driven job displacement. The plan calls for the Bureau of Labor Statistics, Census Bureau and Bureau of Economic Analysis to monitor how AI affects the labor market using data already collected. An AI Workforce Research Hub under the Department of Labor would lead monitoring and issue policy recommendations. Most of the actual plans to help workers displaced by AI involve retraining those workers for other jobs or to help states do the same. Other jobs-related recommendations are aimed at boosting the kinds of jobs needed for all those data centers and chip manufacturing plants -- like electricians and HVAC technicians. These plans and others to encourage AI literacy and AI use in education drew praise from the Software & Information Industry Association, a tech industry trade group. "These are key components for building trust and ensuring all communities can participate in and benefit from AI's potential," Paul Lekas, SIIA's senior vice president of global public policy, said in a statement. More AI in government The plan envisions more use of AI by the federal government. A talent exchange program would allow employees with experience or talent in AI to be detailed to other agencies in need. The General Services Administration would create a toolbox of AI models that would help agencies see models to choose from and use cases in other parts of the government. Every government agency would also be required to ensure employees who could use AI in their jobs have access to and training for AI tools. Many recommendations focus specifically on the Department of Defense, including creating a virtual proving ground for AI and autonomous systems. AI companies have already been signing contracts with the DOD to develop AI tools for the military.
