Bangkok building collapse tied to construction and design flaws
An investigation by a government agency and three universities found that the elevator and stairwell walls — key structures meant to absorb shear force — were improperly designed and built, Ms Paetongtarn said at a press briefing on Monday. She added that the quality of steel, concrete and other materials met required standards, disputing earlier reports that substandard steel bars had been used.
The government agency is the Department of Public Works and Town & Country Planning, and the three universities are Chulalongkorn, Kasetsart and King Mongkut's Institute of Technology Ladkrabang, according to the Bangkok Post.
'The failure stemmed from deficiencies in both the design and construction methods,' she posted on social media platform X. 'In particular, the construction techniques, such as the construction of the elevator shaft wall, did not comply with engineering principles and standards.'
The 30-story building intended to house the State Audit Office was the only structure in the capital to collapse following the 7.7-magnitude earthquake that struck central Myanmar. Police have filed criminal charges against a prominent Thai construction tycoon and about a dozen others for negligence resulting in the collapse and loss of life.
The building was being constructed by ITD-CREC, a joint venture between Italian-Thai Development Plc and China Railway Number 10 Thailand Co. The venture was awarded the 2.14 billion baht contract through competitive bidding in 2020, with construction starting later that year, according to the State Audit Office.
Premchai Karnasuta, president of Italian-Thai Development Plc, the project's main contractor, was among more than a dozen executives, engineers, designers and supervisors who reported to police after a court issued arrest warrants. A fact-finding committee will submit its report to the Department of Special Investigation and Royal Thai Police for further action, Ms Paetongtarn wrote on X.

Two primary issues are under consideration: Ms Paetongtarn's self-nomination for the post of culture minister while she is already under an ethics investigation, and the role of Mr Suriya, who will lead Ms Paetongtarn in taking the oath of office, even as the court deliberates on whether to remove her from the premiership entirely. 'Only government-affiliated legal experts believe Ms Paetongtarn can proceed in taking the oath and serving as a minister,' said the Senate source, asking not to be named. 'But most independent legal experts agree that this is constitutionally questionable and likely impermissible.' 'If Ms Paetongtarn and Mr Suriya believe their actions do not violate ethical standards, then they may proceed — but the Senate is prepared to submit a petition to the Constitutional Court to establish a legal precedent, if and when the act occurs.' Tul Sitthisomwong, representing the protest group United Power of the Land to Protect Sovereignty, on Wednesday submitted a formal petition to the Senate Speaker, urging the upper chamber to request a court ruling on whether Ms Paetongtarn should be disqualified as culture minister. The petition argues she lacks the constitutional qualifications to serve as a cabinet minister under Sections 160 (4) and (5) of the charter, as she is currently suspended from performing her duties as prime minister. Mr Suriya said that ordinarily, Deputy Prime Minister and newly appointed Interior Minister Phumtham Wechayachai would assume the acting premiership. However, Mr Phumtham is unable to take on the role, having vacated his previous positions as deputy prime minister and minister of defence, and is awaiting a royal audience to take the oath of office for his new portfolio on Thursday. Mr Suriya said that once Mr Phumtham completes the swearing-in process, he will formally resume the post of acting prime minister. A signed appointment document has already been prepared. Chousak Sirinil, the PM's Office Minister, said he believed the critics are mistaken to claim that Ms Paetongtarn is not qualified for the ministerial post. 'To interpret it in such a way implies the prime minister has been found guilty or has definitively lost her qualifications,' he said.

Thailand a ‘key link', minister tells US chamber
Thailand is a key link in the global economic chain, Finance Minister Pichai Chunhavajira told the US Chamber of Commerce in Washington, DC, where he is leading a Thai delegation in crucial trade negotiations. The group's first activity in the US capital on Tuesday was a meeting with the chamber, represented by Charles Freeman, senior vice-president for Asia, along with other representatives from leading US companies that have investments and operations in Thailand. According to Mr Pichai, the meeting was an important opportunity to exchange information, opinions and recommendations, particularly on trade and investment issues pertaining to US tariff policies. Discussions also addressed ways to resolve challenges and obstacles faced by the business sector, with the goal of making Thailand a more attractive investment destination. 'I told them Thailand remains fully committed to trade negotiations with the US, aiming for agreements that are a win-win for all parties,' Mr Pichai said. 'I also thanked the US chamber for its continued support, both as a platform for dialogue and a communicator to the US government regarding Thailand's importance in the global economic supply chain. 'I reassured our private sector partners the Thai government will continue advancing policies that promote trade and investment, while maintaining a transparent, business-friendly and predictable environment.' According to Mr Pichai, Thailand and the US share a common goal: a mutually beneficial economic partnership. Nalinee Taveesin, president of the Thailand Trade Representatives, said there had been positive progress in the tariff negotiations. Regarding the possibility of extending the negotiation period, she said this would depend on the US. The US found Thailand's proposal interesting, she said, because the country was committed to a win-win approach in the talks. No US companies investing in Thailand have expressed concerns regarding the higher tariffs on Thai products, as all countries will encounter similar challenges even if the tariff rates differ, said Ms Nalinee. 'The majority of investors retain confident in the potential of the Thai economy and believe it has capacity for growth,' she said.
