
Buses on Kolkata's route 39 go off road after threat from autos

Kolkata: Commuters faced severe disruption on Friday morning as the fleet of 60 buses on route 39 and 18 on 39A/2 went off the road following a clash with auto-rickshaw drivers near Lohapool on Rifle Range Road in Park Circus.
Traffic was hit for about 30 minutes. The standoff stemmed from a long-standing dispute over route permissions, leaving office-goers stranded and forced to spend extra money on alternate transport.
The confrontation began around 9.45 am when auto drivers affiliated with the South Kolkata District Auto Driver Operators Union blocked buses at the Lohapool stop near Adi Ballygunge Vidyalaya under Karaya Police Station.
The auto drivers allegedly forced buses to offload passengers and return to the Picnic Garden terminus, demanding that they stick to their original routes via Tiljala (Route 39) and Bhojerhat (39A/2).
According to sources, the bus and the auto operators are supposed to join a meeting at the office of the transport directorate at Beltala on Monday to discuss a possible solution. "Bus routes are much older than the auto routes.
We never objected when the autos snatched away the lion's share of our passengers. They should have approached the RTO instead of taking the law into their own hands. We already approached the RTO. Hopefully, by tomorrow, the issue will be resolved," said Titu Saha, secretary of City Suburban Bus Service. Iqbal Ahmed, a resident of Colony Bazar, said, "With buses not available, I took two autos to reach my shop at Chandni Market.
While the bus fare is Rs 15, I forked up Rs 40 for a break journey in two autos."
The auto operators alleged that the bus operators had been deviating from the routes, against which the transport department issued them permits, for the last five years. The 39 bus service is 61 years old, and its original route to Babughat is via Tiljala, 4 No Bridge, Dargah Road, and SN Banerjee Road. Much later, two more bus services like 39A/2 and 39A branched out.
While the route of 39A/2 towards Howrah is via Topsia, Bhojerhat, and Mahatma Gandhi Road, the now-defunct 39A used to ply to Salt Lake via Science City.
Since 2014, when the work of Maa flyover was underway, the 39 and 39A/2 buses rejigged their routes via Rifle Range Road and Biresh Guha Street and did not return to the old route, citing a lesser number of passengers. Subal Das, conductor of a 39A/2 bus, said, "The auto drivers have been threatening us for the last few months.
It is not feasible for us to run the service on the old route. Now we get around 50% of our passengers from the Rifle Range Road and Park Circus Connector.
Until the issue is resolved, our bus service will not be at the wheel."
Around 450 autos ply from Lohapool to Orient Row near Beniapukur and Esplanade. Md Jahir, a member of the auto union, said, "The buses halt on the road, looking out for passengers and causes traffic snarls on Rifle Range Road.
We want the transport department to look into the matter and ask the buses to ply on their old routes, against which their permits were issued."
The minibuses on the Picnic Garden-Howrah route have been plying through Ballygunge Phanri since last week. Apu Pal, secretary of Picnic Garden Howrah Minibus Workers' Union, said, "Our original route was via Tiljala, but we switched to Rifle Range Road. The auto operators created disturbances, compelling us to ply via Ballygunge Phanri. We brought the matter to the notice of the transport department."

Rapido Directors Booked For Allegedly Providing Illegal Bike Taxi Services In Mumbai
Last Updated: The Mumbai Police have filed second FIR against Rapido for allegedly providing illegal bike taxi services. The complaint was lodged by RTO inspector Harshal Sose. The Mumbai Police have registered an FIR against directors of ride hailing app Rapido for allegedly operating illegal bike taxi services in the city. This is the second FIR registered against the bike taxi aggregator. Earlier in June, a case against Rapido was registered at Azad Maidan Police Station on similar lines. The latest case was registered after six regional transport office (RTO) officers in the city booked bike taxis on Rapido recently, after learning that the company was offering the service illegally. The case against Rapido directors has been registered under sections 223 (disobedience of lawful orders issued by public servants) and 318 (cheating) of the Bharatiya Nyaya Sanhita, 2023, and relevant sections of the Motor Vehicles Act. It is learnt that the FIR was registered on the basis of a complaint lodged by Harshal Sose, an inspector at the Mumbai West RTO in Andheri. Earlier, Maharashtra transport commissioner Vivek Bhimanwar had directed RTOs to crack down on bike taxis across the Mumbai Metropolitan Region (MMR) as companies such as Rapido, Ola and Uber were ferrying passengers without obtaining mandatory permits. These guidelines were recommended by a state-appointed committee to curb the unsafe practice of pooling non-transport vehicles for commercial purposes. However, platforms like Rapido and Uber have allegedly continued to operate bike taxis without permits. According to officials, Rapido was served a notice on April 29 to immediately cease illegal operations. But the company allegedly did not comply. Earlier this month, acting on an order from the transport commissioner, senior RTO officials instructed their staff to book rides using bike taxis and verify compliance. On July 16, six officers from the Andheri RTO did just that and found that Rapido bike taxis were still operating in violation of the rules. App-based taxi drivers suspend strike in Mumbai and Pune; fare regulation still pending
Drivers of app-based taxis in Maharashtra temporarily stopped their four-day-old strike on Friday, citing financial pressure and the need to take care of their families. But they still insist on their demand to implement government-notified fare rates across all aggregator platforms. Drivers associated with platforms such as Ola and Uber have been getting between Rs 8 and Rs 12 per km, which they argue is unsustainable. They demanded that the fares set by the Regional Transport Authority (RTO) be made mandatory for all aggregator services run through mobile apps. The existing RTO-notified fare for taxis is Rs 32 per km for cabs. The Maharashtra Kamgar Sabha, the union that organised the protest, said that drivers will charge this rate of Rs 32 per km, but not the app-based fare. They will look at fare calculations given on a website named Only Meter. 'Drivers will report the app-displayed distance on the Only Meter site and charge passengers as per the fare indicated there, rather than applying the app-based fare estimate,' the union said in a statement. The union said that this system was already in use in Pune and Mumbai. Although there might be an initial confusion for people travelling by bus, the union said, it will ultimately help passengers and drivers alike in the long term. Passengers are also reportedly in favour of the new system, the union added. The protest, which started with a sit-in at Azad Maidan, got a mixed response. But it picked up pace after the death of a driver from Nalasopara in an apparent suicide, reportedly under financial stress as he was unable to pay his car loan EMIs. The incident attracted more drivers to the protest site in a sign of solidarity. To resolve the issues, the union and RTO officials held a meeting on Friday, where drivers once again pleaded for the introduction of fixed fares. The RTO, however, has requested time until July 22 to respond to the demands. Dr Keshav Kshirsagar, president of the Maharashtra Kamgar Sabha, said the strike has not been withdrawn. 'The online cab and rickshaw strike in Mumbai, Nagpur, and Pune cities has been temporarily suspended. The government has been given time till Tuesday, and if the demands are not accepted, the strike will resume from Wednesday. Now the fare will be charged at the government rate. Passengers and drivers can agree on the fare at the government meter rate by visiting the website The Indian Federation of App-Based Transport Workers' (IFAT) has also instructed the drivers to return to work. 'The strike is still going on. We have just instructed our drivers to accept rides on the applications and politely inform the rider that government meter-based rates will be applicable. The ride will be cancelled (on the app) and the customer will be provided good service,' said Prashant Sawardekar, president of the IFAT. 'There have been unfortunate cases of suicides of drivers and some elements have blocked cabs plying on roads and broken them down. This is affecting the livelihood of people and we thought we should not do it,' he added. Sawardekar further said the leaders had met BJP state chief Ravindra Chavan to resolve the issues. 'If our demands are not met, we will demand a meeting with the chief minister next,' he said.
