Signalling yet again a phased shift towards the Central Board of Secondary Education (CBSE), the Delhi government's Directorate of Education has provided detailed instructions for Class 9 students seeking entry into the Schools of Specialised Excellence (SOSEs) in the 2025-26 academic session.
This marks a departure from the Delhi Board of Secondary Education (DBSE) structure, which has been the foundation of SOSEs since their inception in 2021.
According to a circular, Class 9 admissions will be determined through aptitude tests that the directorate plans to conduct on May 26 and 27. The tests are tailored for different streams—STEM (science, technology, engineering, and mathematics) and AFPS (Armed Forces Preparatory School) specialisations on the first day, and humanities, performing and visual arts (PVA), and HE21CS (High-end 21st century skills) on the second day.
The aptitude tests will assess a range of cognitive abilities pertinent to each specialisation. The STEM and AFPS aptitude test will consist of 100 multiple-choice questions divided into four sections: language & comprehension (20 questions), mental ability (20 questions), mathematics (30 questions), and science (30 questions). The duration of this test is three hours, with negative marking applicable for incorrect responses.
Similarly, the Humanities, PVA, and HE21CS aptitude tests will also be conducted over three hours, comprising 100 multiple-choice questions spread across five sections: reading comprehension & language ability (25 questions), logical and analytical reasoning (20 questions), quantitative aptitude and numerical ability (20 questions), social and emotional aptitude (15 questions), and creative and innovative thinking (20 questions). Negative marking will apply to this test as well.
Eligible students can download their admit cards from May 21 onwards from the directorate's website. According to the circular, detailed guidelines regarding exam centres and roll numbers, among other things, will be made available online.
The process requires students to log in using their registration ID and password on the SOSE admission portal, after which the admit cards can be accessed and printed.
The directorate has scheduled an online orientation session on May 23 at 11 am for all centre superintendents, heads of schools, and exam coordinators involved in the examination process.
Lead facilitators and heads of schools of designated test centres have been made responsible for the smooth conduct during test days.
This arrives amid widespread confusion and concern among students, parents, and educators. SOSEs were launched in 2021 under the DBSE to offer skill-based, specialised education aligned with the National Education Policy 2020.
However, the directorate recently announced that from this academic year, Class 9 students would transition to the CBSE curriculum, while Classes 10 to 12 would continue under DBSE for now.
A senior directorate official said detailed guidelines for Classes 10 to 12 would be released in due course but that for now, the focus was on conducting the Class 9 admission process efficiently under the CBSE structure.

Every June, life in China nearly comes to a standstill as millions of students appear for the Gao Kao, the national college entrance exam. Known to be one of the toughest exams in the world, it can shape a student's entire future. This year, over 13.35 million students appeared for Gao Kao, China's national college entrance exam, slightly fewer than the 13.42 million who took it last year. The scale of Gao Kao is staggering. By comparison, in India last year, around 16.9 lakh students appeared for the CBSE Class 12 exams, and approximately 12.58 lakh took the JEE Mains. This means the number of Gao Kao candidates is nearly ten times higher than those sitting for India's most competitive exams. What Is Gao Kao? The Gao Kao is China's national-level entrance test for college admissions. It is compulsory for any final-year high school student aiming to get into a Chinese university. Students have to list their preferred colleges before the exam. If they do not meet a college's required score, they are automatically considered for the next one on their list. There is no age limit or restriction on how many times one can attempt the exam. The test is spread over two to three days and lasts about nine hours in total. If a student doesn't qualify for any of the universities they listed, they must appear for the exam again in the following academic year. What Does The Exam Include? The paper's structure can differ across provinces, but usually it includes Chinese literature, Mathematics and a foreign language (mostly English). Students from science backgrounds take additional papers in Physics, Chemistry and Biology, while arts students write tests in History, Politics and Geography. Some candidates even opt for other foreign languages like French, German, Japanese, Russian or Spanish. The test combines multiple-choice and essay-style questions. The scores are combined into one final total. This score determines the student's eligibility for various universities. How Far Students Go To Prepare For Gao Kao The pressure surrounding Gao Kao is so intense that students are willing to go to extreme lengths to stay prepared. A recent Instagram video shows how some students are seen spending their entire days and nights inside classrooms. Meals are passed through school gates as they rarely leave the premises. In many schools, 12-hour study sessions are routine. They just get one day off a week, yet some students use that time to study even more. Some even take IV drips to stay alert, while female students take medication to delay their periods until the exam gets over. These intense scenes show how serious the exam is and how much students are willing to sacrifice for it. Some cities impose special traffic rules and halt construction near test sites to maintain silence. Students are offered free metro rides and taxi services to reach centres on time. At some centres, AI-powered cameras are installed to catch anything unusual and prevent cheating. Drones and other surveillance tools are also used. Criticism While Gao Kao is seen as a fair way to select students for university, it has also faced criticism. Many students deal with high levels of stress, anxiety and pressure while preparing for the exam. In many families, the exam decides not just a student's education but also their career and social status. Students from lower-income backgrounds often struggle more as they may not afford private coaching or extra classes. Some experts also say the exam focuses more on memorising information rather than overall learning or practical skills. One case that recently caught attention was that of Xiaokai, a student from Hunan province who scored 575 out of 750 in the exam. While this is a good score, his parents were unhappy because it may not qualify him for entry into one of China's prestigious '985" universities, a network of 39 elite institutions known for their academic excellence and competitive admissions. They cut off his financial support and locked him out of the house. Xiaokai later approached local media for help. He is now waiting for his final admission results. The Central Board of Secondary Education (CBSE) has updated its Affiliation Bye-Laws 2018 to include a new provision mandating the installation of high-resolution CCTV cameras with audio-visual recording capabilities across all key areas of school campuses. This amendment has been made under Chapter 4, which deals with physical infrastructure requirements for affiliated schools. According to the notice, now, all CBSE-affiliated schools are required to install CCTV cameras with both video and audio recording at entry and exit points, lobbies, corridors, staircases, classrooms, laboratories, libraries, canteen areas, store rooms, playgrounds, and other common areas. Toilets and washrooms are exempt from this provision. The cameras must be capable of real-time recording and should be connected to storage systems that retain footage for a minimum period of 15 days. Schools are also expected to maintain backups for this duration, which must be made available to authorities as and when required. The decision draws from the Manual on Safety and Security of Children in Schools published by the National Commission for Protection of Child Rights (NCPCR), which defines 'school safety' as ensuring a secure and supportive environment for children—from home to school and back. The scope includes protection from abuse, violence, disasters, accidents, and psychological stressors like bullying. The manual underscores that emotional safety often remains unnoticed and difficult to detect, highlighting the need for comprehensive measures. Schools, therefore, have a duty not just to safeguard students physically, but also to foster an emotionally and psychologically safe environment. The NCPCR guidelines already specify that CCTV systems should be installed and regularly maintained in schools. The CBSE's latest move formalises this recommendation by making it a mandatory condition for affiliation. The Board expects all affiliated schools to implement the provision in 'letter and spirit' to ensure a secure campus environment. The provision is also aimed at promoting vigilance, preventing threats from external and internal sources, and supporting school staff in early identification of safety issues. The CBSE reiterated that ensuring a safe school ecosystem is a collective responsibility involving not only school management and staff but also students, special needs assistants, contractors, and visitors.
